The "Standard for Construction Organization Design of Chemical Construction Projects" compiled by China Chemical Engineering No. 12 Construction Company has been reviewed and approved as the industry standard of the People's Republic of China and is hereby promulgated with the number HG20235-93, which will be implemented from August 1, 1993. The Ministry of Chemical Industry is responsible for the management and interpretation of this standard, and the Engineering Construction Standard Editing Center of the Ministry of Chemical Industry is responsible for publishing and distributing it.

Explanation
According to the arrangement of the Ministry of Chemical Industry's (90) Chemical Basic Standard No. 68 document, the Ministry entrusted China National Chemical Engineering No. 12 Construction Company to compile the "Standard for Construction Organization Design of Chemical Construction Projects" (HG20235-93).
In the process of formulating this standard, the main editing unit conducted extensive investigations and research, and carefully summarized the experience of the compilation and management of construction organization design of chemical construction projects in recent years. After extensive solicitation of opinions and repeated revisions, it was finalized after review by relevant units. This standard includes five chapters and eight appendices, and is provided with clause explanations. It is hoped that all units will actively feedback their opinions on the use of this standard in the process of implementing this standard so that it can be further supplemented and improved in the future.
This standard is managed and interpreted by the Basic Construction Department of the Ministry of Chemical Industry. 1 General
1.0.1 This standard is specially formulated to standardize the preparation and management of construction organization design for chemical construction projects, improve the preparation quality and management level, and meet the needs of implementing project management and guiding construction.
1.0.2 This standard is applicable to new construction projects, expansion projects, and new and modified projects of chemical construction, and also to the ground building installation projects of chemical mine construction projects, but not to the underground mine construction projects of chemical mine construction projects. 1.0.3 For chemical construction projects, the construction organization design should be prepared in accordance with this standard and should be managed in accordance with this standard.
Construction Project

refers to a construction project that is constructed within the scope of an overall design or preliminary design, is economically accounted for, has an independent organizational form, and is managed in a unified manner. 2.0.2New Construction Project
refers to a project that is newly constructed from scratch. 2.0.3Expansion Project

refers to a project in which an existing enterprise conducts technical transformation or renewal of existing facilities or process flows in order to improve labor productivity, improve product quality, or change product direction. 2.0.5Single Project
is a component of a construction project, a production equipment (workshop) or independent project with independent design documents, which can exert production capacity or benefits after completion. 2.0.6Unit Project
refers to a project in a single project that has independent construction conditions or independent use functions. 2.0.7 Sectional engineering
refers to a number of relatively independent projects in a unit project divided by professional categories. The division of sectional engineering should comply with the relevant provisions of the division of each professional sectional engineering. 2.0.8 Sub-item engineering
refers to a project in a sectional engineering divided by different types of work, units (sets), categories, materials, media, systems, etc. The division of sub-item engineering should comply with the relevant provisions of the division of each professional sub-item engineering.
3 General Provisions
3.0.1 The construction organization design shall be prepared according to the scope of the project to be constructed and shall comply with the following provisions:
3.0.1.1 For the construction and installation projects of the construction project, an overall construction organization design of the construction project (or general construction organization design) must be prepared: 3.0.1.2 When the construction and installation projects of a single project are undertaken independently, a single project construction organization design must be prepared.
3.0.1.3 For the construction projects or installation projects undertaken separately for the construction projects or single projects, construction organization designs of the construction projects or installation projects shall be prepared separately. 3.0.1.4 For the single projects within the scope of the overall construction organization design of the construction project, it is not necessary to prepare the single project construction organization design, but a single or unit project construction plan shall be prepared.
3.0.1.5 For the unit projects undertaken independently, a unit project construction organization design or construction plan shall be prepared depending on the size of the project.
3.0.2 The preparation of construction organization design shall comply with the following provisions; 3.0.2.1 It must comply with the national basic construction guidelines, policies, laws, regulations and relevant administrative rules and regulations.
3.0.2.2 It shall comply with the planning requirements for the construction project and the various terms and conditions stipulated in the contract for construction, and be delivered for use according to the contract period. 3.0.2.3 It must comply with the current national and industry engineering construction standards, specifications, regulations and relevant safety, fire prevention, explosion prevention, sanitation, environmental protection and other regulations. 3.0.2.4 It shall promote advanced experience according to local conditions, actively adopt modern science and technology, implement mechanized, factory-based and assembled construction, improve labor productivity and reduce construction costs.

It shall implement scientific engineering management methods, improve management efficiency and improve the overall benefits of the enterprise.
3.0.3 The preparation of construction organization design shall be based on the following main documents: 3.0:3.1 Fixed asset investment plan document approved by the state: 3.0.3.2 Preliminary design or construction drawings and specifications: General budget or revised general budget document, contract text of the introduced project and engineering design 3.0.3.3 Engineering contract or agreement document; 3.0.3.4 Construction project overall control plan prepared by the construction unit and approved 3.0.3.5 Survey data on natural and technical economic conditions in the area where the project is located, engineering materials and construction conditions provided by the construction unit: 3.0.3.6 Relevant policies and regulations: Current standards, specifications, regulations and relevant quotas, cost regulations, etc. 3.0.3.72 Construction experience data of similar engineering projects. 3.0.3.8 Construction experience data of similar engineering projects. 3.0.4 The depth of the preparation of the construction organization design should be to meet the purpose of guiding the proposed engineering project to carry out various construction preparations, comprehensively deploying construction activities, ensuring the full completion of construction tasks according to the engineering contract, and improving the economic benefits of the enterprise. And should meet the following requirements:3.0.4.1 Based on the establishment of project management organization and the implementation of project management activities3.0.4.2 Based on the arrangement of construction sequence of single items or unit projects, preparation of annual construction progress plan, organization and deployment of labor force
Based on the preparation of supply plans for major materials, processed parts and components, confirmation of procurement channels, organization of supply, and timely supply; based on the organization of the preparation and deployment of construction machinery and equipment;3.0.4.4
Based on the guidance of construction site layout and arrangement of temporary facilities construction3.0.4.5
Based on the preparation of unit project or sub-project construction plan, and as one of the bases for the preparation of construction drawing budget.
The quality of the preparation of the construction organization design documents shall comply with the following provisions:3.0.5
The cover format shall comply with the provisions of Appendix A of this standard3. 0. 5. 1

The table of contents shall list the numbered titles of each chapter, section, appendix and attached figure in sequence.
The title in the table of contents shall be written in full and shall be consistent with the chapter and section name titles in the document content
3.0.5.4The document content shall comply with the provisions of Chapter 4 of this standard! Drawings shall be drawn accurately and clearly and shall comply with the provisions of the current national standards for building systems3.0.5.5
3.0.5.6The textual description shall be clear in structure, accurate in wording, concise and easy to understand3.0.5.7All documents shall be strictly reviewed to avoid errors. 3.0.6 The measurement units in the construction organization design shall adopt the legal measurement units of the People's Republic of China and shall comply with the rules for the use of legal measurement units. 5

4.1 Preparation content and preparation procedure
4.1.1 The scope of the preparation content of the construction organization design shall include the work of the three stages of construction preparation, construction, and single-machine commissioning in pre-commissioning.
