Notice on the release of "Urban Land Classification and Planning and Construction Land Standards"

According to the requirements of the State Planning Commission's Document No. Jizong (1986) 250, the "Urban Land Classification and Planning and Construction Land Standards" jointly formulated by the former Ministry of Urban and Rural Construction and Environmental Protection and relevant departments have been reviewed by relevant departments. The "Urban Land Classification and Planning and Construction Land Standards" GBJ137-90 is now approved as a national standard and will be implemented from March 1, 1991.
This standard is managed by the Urban Planning Department of the Ministry of Construction, and its specific interpretation and other work are the responsibility of the China Urban Planning and Design Institute of the Ministry of Construction. The publication and distribution is organized by the Standard and Quota Research Institute of the Ministry of Construction.

Preparation Instructions
This standard is compiled by the China Urban Planning and Design Institute of our Ministry in accordance with the requirements of the State Planning Commission's Document No. 250 (1986), and is jointly compiled with relevant units.
In the process of compiling this standard, the standard compilation team conducted extensive investigations and studies, carefully summarized the practical experience of urban planning in my country, referred to relevant foreign standards, carried out scientific research and experimental verification work on major technical issues, and widely solicited opinions from relevant units across the country. Finally, our Ministry reviewed and finalized the draft together with relevant departments.
Since this standard is compiled for the first time, in the process of implementation, we hope that all units will combine planning work practice and scientific research, carefully summarize experience, and pay attention to accumulating data. Article 1.0.1 This standard is formulated to unify the national urban land classification, scientifically compile, approve and implement urban planning, rationally and economically use land, and ensure the normal development of cities.

Chapter 2 Classification of Urban Land
Article 2.0.1 The classification of urban land adopts a three-level classification system of major categories, medium categories and minor categories, with a total of 10 major categories, 46 medium categories and 73 minor categories. Article 2.0.2 Urban land should be divided and classified according to the main nature of land use.
Article 2.0.3 When using this classification, all or part of the categories of this classification can be adopted according to the different requirements of the nature of work, work content and work depth, but no new categories shall be added.
Article 2.0.4 Urban land classification should adopt alphanumeric mixed codes, major categories should be represented by English letters, and medium and minor categories should each be represented by one Arabic numeral. Urban land classification codes can be used in drawings and documents of urban planning.
