Notice on the Release of the National Standard "Uniform Standard for Inspection and Assessment of Construction and Installation Project Quality" and Other Six Inspection and Assessment Standards (88) Jianbiao No. 335
According to the former State Construction Commission (79) Jianfa Shi Zi No. 168 document and the former Ministry of Urban and Rural Construction and Environmental Protection (85) Chengke Zi No. 293 notice, the six inspection and assessment standards including "Uniform Standard for Inspection and Assessment of Construction and Installation Project Quality" revised by the former Ministry of Urban and Rural Construction and Environmental Protection have been reviewed by relevant departments and are now approved as national standards for implementation on September 1, 1989. The provisions on elevators in the former national standards "Standard for Inspection and Assessment of Quality of Building Installation Projects" (Building Projects) TJ301-74, "Standard for Inspection and Assessment of Quality of Building Installation Projects" (Pipeline Projects) TJ302-74, "Standard for Inspection and Assessment of Quality of Building Installation Projects" (Electrical Projects) TJ303-75, "Standard for Inspection and Assessment of Quality of Building Installation Projects" (Ventilation Projects) TJ304-74 and "Standard for Inspection and Assessment of Quality of Building Installation Projects" (General Machinery and Equipment Installation Projects) TJ305-75 shall be abolished at the same time.

This standard is based on the former National Construction Committee (79) Jianfa Shi Zi No. 168 and the former Ministry of Urban and Rural Construction and Environmental Protection (85) Chengke Xue No. 293 Notice, and was revised by the China Academy of Building Research in conjunction with the Liaoning Provincial Construction Engineering Bureau, Beijing Construction Engineering Quality Supervision Station, and Gansu Province, Hubei Province, and Hangzhou Construction Engineering Corporation to revise the general description of the original "Standard for Inspection and Assessment of Building Installation Engineering Quality". During the revision process, extensive investigations and studies were conducted and opinions from all relevant parties were solicited. Coordination was also carried out with the revision groups of the quality inspection and assessment standards for construction engineering, building heating, sanitation and gas engineering, building electrical installation engineering, ventilation and air conditioning engineering, and elevator installation engineering. After revision, it was named "Uniform Standard for Inspection and Assessment of Building Installation Engineering Quality". This standard has four chapters, sixteen articles and six appendices. In the revision, the original standard's quality inspection and evaluation is divided into "qualified" and "excellent" according to the sub-items, divisions and unit projects, and its quality is divided into "qualified" and "excellent" provisions. The comprehensive inspection and evaluation of unit projects has been added, which has widened the gap between the two levels of "qualified" and "excellent". The main items, general items, and items with allowable deviations in the original standard have been changed to guaranteed items, basic items, and items with allowable deviations.
This standard was reviewed and approved by representatives of relevant ministries and commissions and 26 provinces, autonomous regions, and municipalities at the national review meeting held in Guiyang from February 27 to March 5, 1987.

Article 2.0.1 The quality of construction installation engineering shall be inspected and assessed according to the division of sub-items, sub-sections and unit projects.

Chapter 4 Quality Inspection and Evaluation Procedure and Organization Article 4.0.1 The quality of a sub-project should be evaluated by the unit project leader and relevant personnel on the basis of the team self-inspection, and verified by the full-time quality inspector.
