Material production units should provide material quality certificates in accordance with the provisions of relevant standards. 4.3 The valves selected for pipelines should meet the requirements of GB4981GB12234, GB12237.GB12241: CiB/T12252 and other standards. 4.4 The material of pipeline accessories should meet the corresponding design specifications. 4.5 Steel forged flanges and other forgings should be carried out in accordance with the relevant provisions of JB4726. For special pipe fittings with complex shapes: they can be made of steel. The manufacturing factory shall comply with the phase flow standard and export quality certificates for cast steel and forgings. 4.6 Pipeline accessories should not be made of iron parts alone. 4.7 When the pipeline and pipeline accessories are connected by welding, the materials of the two should be the same. 4.8 Heads, manifolds and pig receivers should be made by factories with the qualification to manufacture pressure vessels. And technical data such as measurement certificates shall be issued in accordance with regulations. 4.9 Pipelines using foreign steel pipes and pipeline fittings shall comply with the standards of the corresponding countries (not lower than the standards of my country) and have qualification certificates. 5 Design Pipeline engineering design shall be undertaken by units with corresponding design qualification levels. 5.2 Pipeline design units shall comply with national safety production regulations and meet the relevant national and industry standards for safety production. 5.3 The design of oil (gas) ports, petroleum and natural gas T-process pipelines shall comply with (B50183, SYJ4, SYJ10.SYI1!SY 0027 5.4 The design of oil and gas pipelines shall comply with GB50183 (B5025) and GR50253 standards. 5.5 The design documents of pipelines shall be signed step by step according to the design specifications. 5.6 The safety devices of oil and gas pipelines generally include the following: a) Pressure and temperature regulation system: b) Water hammer control system: c) Pressure relief system d) Fire protection system f) Flammable gas monitoring system f) Signs and anchors: f) Electrical protection measures 2) Natural disaster protection and safety protection facilities 6 Construction 6.1 The construction of pipeline projects shall be undertaken by units with corresponding qualification certificates 6.2 Before the start of pipeline projects: The design unit shall apply for the approval of the start of construction from the competent department and file it with the safety department. SY 6186-1996 6.3 Pipeline construction units shall implement the standards and specifications formulated by the state and relevant departments.6.4 Pipeline construction units shall construct according to the design drawings. If the original design documents need to be revised, the design modification documents of the original design unit shall be obtained in advance. 6.5 Pipeline welders shall hold a welding certificate issued by the competent department to perform qualified domestic welding work during the validity period.6.6 The steel pipes and pipeline accessories used in the pipeline shall be re-inspected by units with corresponding qualifications according to the requirements of the quality certificate.6.7 The processing standards of pipelines shall be implemented in accordance with the relevant provisions of GB.I235.6.8 The construction and acceptance of pipeline welding shall be carried out in accordance with the provisions of GB50251, GB50253.GBJ236, and the special requirements of the design shall be implemented in accordance with the provisions of the design drawings. 6.9 Pipeline strength test and tightness test shall be carried out according to the design drawings, and the medium of strength test should be water. 6.10 During the construction of pipelines, the following completion materials shall be provided to the construction unit: engineering drawings b) design revision and material substitution documents: c) inspection and re-inspection report of steel pipes and pipeline accessories; d) hidden process and crossing engineering data; e) commissioning or inspection report of safety devices; trial operation report: 9) inspection report of anti-corrosion, thermal insulation and heat insulation materials: 1) non-destructive testing report of welds: D strength test and tightness test report k) engineering quality assessment report. During the construction of pipelines, quality supervision shall be carried out by quality supervision units recognized by the quality management department of China National Petroleum Corporation 7. Use management The enterprise implements hierarchical management of pipeline safety production and designates technical personnel with pipeline professional knowledge to be responsible for safety and technical management work 7.2 Pipeline safety technology management mainly includes: a) Implement relevant national laws and regulations and this standard; b) Participate in pipeline design review, construction acceptance and trial operation; c) Technical review of pipeline inspection, repair, restoration, transformation and scrapping; d) Formulate safety management rules and regulations and regular inspection plans; d) Pipeline accident investigation; f) Safety technology training management; 7.3 Pipeline users should establish pipeline technical archives, including: \) Pipeline use registration form [see Appendix A (Standard Appendix) b) Pipeline design technical documents; d) Pipeline construction engineering data; g) Pipeline repair, restoration and transformation completion data; g) Pipeline safety device regular calibration, repair and replacement records; d) Records and handling reports of related accidents. Before the pipeline is put into use, the pipeline user unit shall report to the competent department of the enterprise and go through the registration procedures for use. 7.5 The repair, restoration and reconstruction of the pipeline shall be the responsibility of the technical person in charge of the user unit and reported to the competent department for approval. 7.6 The repair, restoration and reconstruction of the pipeline shall be carried out by a unit with corresponding qualification certificates and shall provide cross-construction materials. The quality inspection department shall conduct supervision and inspection during the construction process. 7.7 Except for the use of special equipment for pressure repair, it is not advisable to repair the pipeline under pressure. 7.8 The pipeline user unit shall establish safety technical operation procedures and inspection system. The content of the safety technical operation procedures shall at least include: a) process flow chart and operation process indicators of the pipeline; b) start-up and shutdown operation procedures; d) abnormal situation handling measures and reporting procedures; c) anti-blocking and safety requirements; d) cleaning operation procedures. 7.9 When inspecting the pipeline: the user shall make preparations before the inspection in accordance with relevant regulations; the safety devices shall be managed and used in accordance with regulations. 7.10 8 Periodic inspection 8.1 The unit using the pipeline shall formulate a regular inspection plan and report it to the competent department for filing. 8.2.
