1 Subject content and scope of application

3 General provisions
3.1 The annual plan for technical standards for the electronics industry is an integral part of the scientific research and production plan for the electronics industry. It is prepared by the Standards and Quality Department of the Ministry and issued through the planning channels stipulated by the Ministry. 3.2 In principle, the annual plan for technical standards for the electronics industry that has been officially issued will not be adjusted during the implementation process except under special circumstances.
3.3 The "Responsibility System for the Preparation of Technical Standards for the Electronic Industry" shall be implemented for the preparation of technical standards for the electronics industry. 3.4 The sponsor of the standard project shall include the project in the scientific research plan of the unit, make overall arrangements, and organize its implementation.
3.5 The progress, quality, quantity and other indicators stipulated in the annual plan of electronic industry technical standards shall be evaluated as the components of the overall completion of the scientific research and production plan by the sponsoring unit. 4 Basis for the preparation of the annual plan of electronic industry technical standards 4.1 The science and technology development plan of the electronic industry and the annual scientific research and production plan; 4.2 The system table of electronic industry standards;

4.4 The projects that need to be carried forward from the previous year (including the projects that have been approved for adjustment): 4, 5 Instructions from the superior authorities and requirements put forward by the relevant departments. 5 The main working procedures for the preparation of the annual plan of electronic industry technical standards 5.1 Based on the principles and requirements for the preparation of the national standards and national military standards plan projects for the next year proposed by the superior authorities and the actual situation of the electronic industry, the Ministry generally puts forward the principles and requirements for the preparation of the technical standards plan projects for the electronic industry for the next year in June each year, and notifies the Ministry's standardization research institute, the professional standardization technical committees and the affiliated organizations under the Ministry. 5.2 The Ministry's Standardization Research Institute, professional standardization technical committees and responsible organizations should organize relevant units or members to propose proposals for the annual plan projects of technical standards for each profession and new project demonstration reports within the specified time according to the principles and requirements for compiling the annual plan of technical standards for the electronic industry for the next year proposed by the Ministry. The formats are as follows: Appendix A (Supplement) and Appendix B (Supplement). The annual plan projects of technical standards can include national standards, national military standards, professional (ministry) standards and projects of the Ministry's guiding technical documents according to actual needs. Proposals for national military standard projects and new project demonstration reports should be submitted to the Ministry's Standard and Quality Department before the end of July, with a copy to the Ministry's Standardization Research Institute. 5.3 The Ministry shall, in accordance with the relevant regulations and requirements of the superior authorities and the needs of the electronics industry, summarize and coordinate the suggestions for the annual technical standard project proposed by various parties, and compile the annual technical standard project plan (draft) for the electronics industry, and submit it to the superior authorities respectively, and at the same time solicit opinions from the relevant sponsors of the projects in the annual technical standard project plan (draft). 5.4 The relevant sponsors who are solicited for opinions shall conduct research in a timely manner to determine whether to accept the task. For the accepted topics, the "Electronic Industry Standard Project Responsibility Letter" shall be filled out immediately, and the research results and the relevant electronic industry standard project responsibility letters shall be submitted to the Ministry's Standards and Quality Department and copied to the Ministry's Standardization Research Institute within the time specified in the Ministry's notice. If the topic is not accepted, a reply shall also be given.
5.5 The Ministry's Standards and Quality Department and the Ministry's Standardization Research Institute shall send representatives to participate in the National Standards Annual Plan Meeting and the National Military Standards Annual Plan Meeting hosted by the superior authorities to conduct comprehensive balance and coordination between professions and departments. 6. Implementation, assessment and adjustment of the annual plan for technical standards of the electronics industry 6.1 The annual project plan for technical standards of the electronics industry shall be sent to the competent departments of the electronics industry of the province, autonomous region, or municipality directly under the Central Government (hereinafter referred to as the province or city) and the project sponsor, with a copy to the Secretariat of the Standardization Technical Committee, and the responsible organization group leader. The sponsor (if there are more than two, the first one shall be the main sponsor, and the others shall be deputy sponsors) shall organize the relevant units participating in the formulation of the standards to conduct research, formulate a work progress plan, and actively carry out the work. 6.2 The preparation of standards shall be carried out in accordance with the requirements of SJ1.4. 6.3 The sponsor shall regularly check the progress of the project plan, and submit a brief report on the implementation of the plan in the first half of the year to the Ministry's Standards and Quality Department and the provincial and municipal competent departments of the electronics industry, with a copy to the Ministry's Standardization Research Institute before the end of July each year. The provincial and municipal competent departments of the electronics industry shall assist the Ministry in urging and inspecting the sponsor to complete the task as planned. 6.4 During the implementation of the plan, if there are any problems that need to be coordinated and resolved, the sponsor shall contact the Ministry's Standardization Research Institute in a timely manner. If they still cannot be resolved, the sponsor or the Ministry's Standardization Research Institute shall submit a report to the Ministry's Standards and Quality Department for coordination.
5 The completion of the plan of the sponsor shall be assessed in accordance with the provisions of SJ1.3. 6.5
