In the revision, this standard adds the normative reference document GB/丁17392 "Fabrics for national flag", and revise some technical requirements for the color fastness of the national flag and the sewing of the national flag. This standard replaces the Appendix Λ and Appendix B of GB12982-1996 as normative appendices from the date of implementation. This standard is proposed and managed by the National Standardization Administration Committee. This standard was drafted by the Institute of Psychology of the Chinese Academy of Sciences, and Beijing Institute of Fashion Technology participated in the drafting. The main drafters of this standard are: Sun Xiuru, Han Buxin, Yu Binghong, Qi Yaming. The previous versions replaced by this standard are: GB12982-1991, GB12982-1996. 1 Scope

This standard specifies the requirements, test methods, inspection rules, signs, labels and packaging of the national flag of the People's Republic of China (hereinafter referred to as the national flag).
This standard applies to national flags made of chemical fiber fabrics (excluding artificial fiber fabrics) and silk, and also applies to national flags made of cotton, wool and linen fabrics. The appearance quality control of national flags made of paper, plastic and other materials should also refer to this standard. 2 Normative references

3 Terms and definitions
The following terms and definitions apply to this standard. 3.1

4.1 Shape and pattern of the national flag
The shape and pattern of the national flag shall comply with the relevant provisions of the National Flag Law of the People's Republic of China and the Instructions for the Making of the National Flag. See Appendix A and Figure 1.

4.2.2 When a non-standard size national flag is produced due to special needs, it shall be enlarged or reduced in proportion to the standard size and the allowable error. 4.3 Fabric for national flag
The fabric used to make the national flag shall comply with the relevant provisions of G13/T17392. 4.4 National Flag Color and Allowable Error
4.4.1 National Flag Red The red color of the national flag made of chemical fiber fabrics and silk shall be based on the red color of the national flag color standard samples made of chemical fiber fabrics and silk mesh in GB12983. When evaluated according to GB/T250, the color difference shall not be less than 3 to 4 levels. 4.4.2 National Flag Five-Star Yellow
4.4.2.1 The five-star yellow color of the national flag made of chemical fiber fabrics and silk shall be based on the five-star yellow color of the national flag color standard samples made of chemical fiber fabrics and silk in GB 12983. When evaluated according to GB/T250, the color difference shall not be less than 3 to 4 levels. 4.4.2.2 The five-star yellow color of the national flag made of chemical fiber fabrics and silk mesh must be made by the textile fabric drawing process when used outdoors, and sewing, pasting, coating and other processes are not allowed. 4.4.3 The flagpole cover white shall be based on the flagpole cover white color of the national flag color standard sample in GB 12983. When evaluating according to GB/T 250, the color difference shall not be less than 3~~4 levels.
4.4.4 Metal or plastic rings that are in harmony with the flag and the flagpole cover are allowed to be placed at appropriate positions on the upper and lower ends of the flagpole cover. The length of the flagpole cover is allowed to be appropriately longer than the height of the flag.
4.4.5 The color of the national flag made of cotton, wool and linen fabrics shall be based on the color of the national flag made of silk in GB12983. When evaluating according to GB/T250, the color difference shall not be less than 3~4 levels. 4.5 National flag color fastness

The color fastness of national flags made of cotton, wool and linen fabrics shall not be lower than the requirements for silk screen materials in Table 2. 4.6 Sewing of national flags
4.6.1 The flag surface of the national flag shall not have any joint seams. 4.6.2 The seams around the flags of No. 1~5 and the flag of the car shall be double-threaded, and no wool yarn shall be exposed at the seam edges. Yellow cover

4.6.3 The number of stitches for the seams around the flag, the flagpole cover and the flag surface is 34-42 stitches per 100 tmr. The stitching line is straight and wrinkle-free.
4.7 Appearance evaluation of the flag surface

No obvious stains, overlapping colors, color fullness and wrinkles are allowed. No obvious stains, color stains and five corners are allowed. When evaluated according to GB/T 250, it should not be lower than Grade 4. No self-edge, deep edge or fabric defects that have a significant impact on the appearance of the flag surface are allowed. It is not allowed to attach decorations, words or other patterns to the flag surface (including both sides) and edges. 5 Test methods
5.1 The quality test method for fabrics used for national flags shall be carried out in accordance with the provisions of GB/T17392. 5.2 The color difference assessment method for the red and yellow colors of the flag surface and the white color of the flagpole cover shall be carried out in accordance with GB/T250. 5.3 Test methods for color fastness of national flags,
5.3.1 The light fastness test shall be carried out in accordance with the provisions of 6.2.3 in GB/T8427-1998. 5.3.2 The weather fastness test shall be carried out in accordance with the provisions of 6.4 in GB/T8430--1998. GB 12982-2004
5.3,3 The color fastness test for chemical fiber fabrics to washing shall be carried out in accordance with the provisions of GB/T3921.3, and the color fastness test for silk to washing shall be carried out in accordance with the provisions of GB/T3921.1.
5.4 The size and allowable error of the standard national flag shall be measured with qualified measuring tools with an accuracy of not less than 0.5%. 5.5 The national flag appearance assessment test shall be conducted under bright natural light at a distance of 1.0 m~1.2 m from the flag, using visual retrograde judgment. When using lighting inspection, daylight fluorescent lamps shall be used with an illumination of not less than 7501x. 6 Inspection rules
6.1 The shape, pattern and standard size of the flag, fabric quality, flag evaluation, flag sewing, and color quality inspection are the inspection. When the material, dye, or craft changes, a type inspection should be carried out. 6.2 The number of samples for each batch of products to be inspected is 2% of the total number of products in the batch, and shall not be less than 10: the samples shall be randomly selected. 6.3 In the inspection of each batch of products, if all the inspection items of each sample are qualified, the sample shall be judged as qualified. When all samples are qualified, the batch of products shall be judged as qualified products, otherwise they are unqualified products. Unqualified products shall not be shipped. 7 Marking, labeling and packaging
7.1 Each national flag shall be packaged separately, and the packaging shall indicate the product name, specifications, material, name and address of the manufacturer, trademark, and the number of national standards implemented.
7.2 The outer packaging of the batch of national flags shall ensure that the quality of the finished product is not damaged and is convenient for transportation. The outer packaging shall indicate: product name, specifications, material, quantity, name and address of the manufacturer, trademark, external dimensions, weight, and safe transportation mark. 7.3 Each national flag shall be accompanied by the manufacturer's trademark, which shall be placed at the bottom of the flagpole cover. The dimensions of the flag in all directions shall not be greater than the width of the flagpole cover. The logo of the car flag, signature flag, and table flag can be pasted and printed on the inside of the bottom of the flagpole cover or on the lower right side of the single-sided outer packaging bag. Instructions for the production of national flags
(Announced by the Chairman of the First Plenary Session of the Chinese People's Political Consultative Conference on September 28, 1949) The shape and color of the national flag are the same on both sides, and the five sides of the flag are opposite. For convenience, this document only uses the side with the flagpole on the left as the standard for explanation. For the side with the flagpole on the right, all the left in this document should be changed to right, and all the right should be changed to left. (I) The flag is red and rectangular, with a length and height ratio of three to two. There are five yellow five-pointed stars on the left side of the flag. \The star is larger, and its circumscribed circle diameter is three-tenths of the flag height, and it is on the left; the four stars are smaller, and their circumscribed circle diameter is one-tenth of the flag height, and they are arched to the right of the large star. The flagpole cover is white.
(II) The position and method of the five stars are as follows: A. To facilitate the determination of the position of the five stars, first divide the flag face into four equal rectangles, and divide the upper left rectangle into ten equal parts, and the left and right rectangles into fifteen equal parts.
B; The center point of the large five-pointed star is at the point where the upper and lower fives, the left and right ten of the rectangle are five equal parts. The method of drawing it is: take this point as the center of the plaque, and draw a circle with three equal parts as the radius. On this circle, determine five points of equal distance, and the ... point must be located directly above the circle. Then connect the two points separated by each other among these five points to form a straight line. The outer circle formed by these five straight lines is the required large five-pointed star, and one corner of the five-pointed star is facing upward. C: The center points of the four small five-pointed stars are: the first point is at the position of the rectangle 2 up, 8 down, 10 left and 5 right; the second point is at the position of the rectangle 4 up, 6 down, 12 left and 3 right; the third point is at the position of the rectangle 7 down, 3 left, 12 right and 3 right; the fourth point is at the position of the rectangle 9 down, 1 left and 10 right and 5 right. The method of drawing is: take the above four points as the center of the circle, and use one equal division as the radius to draw four circles. On each circle, determine five points of equal distance, and each of them must have a point located on the connecting line between the center point of the large five-pointed star and the centers of the above four circles. Then, use the same method to form the large five-pointed star wall to form the small five-pointed star. (III) The general scale of the national flag is set as follows, and each sector can choose as appropriate: A: 288 cm long and 192 cm high.
B: 240 cm long and 160 cm high.
C: Length 192 cm, quotient 128 cm.
D: Length 144 cm, height 96 cm.
: Length 96 cm, height 64 cm.

Method for calculating the oblique length of the large five-pointed star on the national flag GB 12982-2004
Take the entire national flag cloth, and tear it in half along the cloth edge (perpendicular to the upper and lower sides), with the common fold line as the vertical axis, and then use the large five-pointed star top corner A and the large extension corner star valley bottom B to draw two parallel lines parallel to the cloth edge, and intersect with the fold line EF after the full-radius national flag cloth edges are aligned at (1).
