1 Subject content and scope of application
1.1 Subject content

Measuring instrument verification procedure writing procedure
2 The writing process and requirements of the verification procedure of measuring instruments The writing process of the verification procedure of measuring instruments is generally divided into four stages: drafting, pre-examination, review and sorting for approval. The main tasks and requirements of each stage are as follows:
2.1 Drafting pre-examination stage
The main tasks of the drafting pre-examination stage are:

The drafting of the draft verification procedure (draft for comments) shall comply with the provisions of Part II of this standard. The drafting of the preparation instructions shall comply with the provisions of Article 5.1 of this standard. The drafting of the error analysis shall comply with the provisions of Article 5.2 of this standard. 2.1.1.3
2.1.2 Verification
Necessary verification work should be carried out on the verification principles and methods in the draft verification regulations (draft for comments), and a verification report should be written to put forward conclusive opinions on the verification content. 2.1.3 Preliminary review
During the preliminary review stage, the organizer shall organize relevant personnel to conduct preliminary review of the draft verification regulations (draft for comments).

2.1.3.1 Preliminary review form
Generally, the following two forms are adopted

a. Letter review: After the drafting work is completed, the organizer will send the draft verification regulations (draft for comments), preparation instructions, error analysis and other relevant materials to relevant units for comments. The time for letter review is generally 1 month to 1.5 months, and the letter review unit should respond within the specified time limit. b. Convene a preliminary review meeting.
2.1.3.2 Handling of opinions
After the preliminary review, the organizer shall summarize, organize, analyze and study the preliminary review opinions, list the summary table of opinions, and modify and supplement the draft regulations and other documents, propose the draft regulations for review, and write the minutes of the preliminary review meeting or the letter review conclusion.
2.2 Approval stage
After the preliminary review work is completed, the organizer shall submit the draft verification regulations (draft for review) and its preparation instructions and other relevant materials to the Secretariat of the Verification Regulations for Electronic Instruments of the Ministry of Machinery and Electronics Industry. The Secretariat shall make suggestions for joint review or letter review to the chairman according to the specific circumstances. 2.2.1 Review content
2.2.1.1 Whether the verification principle, verification method and error analysis in the draft regulations (draft for review) are correct and practical, whether the technology is advanced, whether the economy is reasonable, and whether the content is complete. 2.2.1.2 Whether the draft regulations (draft for review) comply with the provisions of the relevant laws and regulations such as the Metrology Law of the People's Republic of China.
2.2.1.3 Whether the draft regulations (draft for review) are compiled in accordance with the provisions of the second part of this standard. 2.2.2 Review
2.2.2.1 One month before the review meeting, the Secretariat shall send the draft verification regulations (draft for review), preparation instructions and attachments to the members of the Review Committee together with the meeting notice. 2.2.2.2 According to the requirements of Article 2.2.1, the draft regulations (draft for review) that have been reviewed and approved shall be filled in the form of the approval form L (see Appendix A (Supplement)], and the draft regulations that have not passed the review shall be subject to specific handling opinions by the Regulation Review Committee. 2.2.3 Letter review
2.2.3.1 Necessary documents for letter review
Necessary documents for letter review include:
a. Official document for letter review: The official document for letter review shall be accompanied by the letter review unit and the draft (submitted for review) letter review opinion form of the verification procedure for measuring instruments (format see Appendix B (supplement), b. Draft (submitted for review) of verification procedure
c. Preparation instructions of the draft (submitted for review) of verification procedure, error analysis, test report, opinion summary form, preliminary review meeting minutes or preliminary letter review introduction,
d. Other relevant documents.
2.2.3.2 Deadline for letter review
The letter review period is generally two months. Participants in the letter review shall fill in the procedure review opinion form within the specified time and send it back to the Secretariat of the Verification Procedure Review Committee in time. If no position is expressed after the deadline, it shall be deemed as consent. 2.2.3.3 Handling of letter review results
|The Secretariat will summarize the opinions received, list the summary of the opinions, and write the conclusions. After reviewing the current draft of the verification procedure (draft for review), fill in the approval letter. For the draft for review that has not passed, the Secretariat will put forward specific handling opinions.
2.3 Sorting out and submitting for approval stage
2.3.1 The draft verification procedure (draft for review) that has been reviewed and approved by the Verification Procedure Review Committee will be sorted out by the Secretariat or the sponsor to form the verification procedure draft (draft for approval). 2.3.2 The Secretariat or the sponsor will organize the preparation instructions and the summary of opinions and other relevant materials. 2.3.3 The Secretariat will draft the approval report and submit it to the Ministry of Machinery and Electronics Industry for approval and release. 3 After the preliminary review of the necessary materials for the submission of the draft verification procedure (draft for review) is completed, the sponsor must submit it to the Verification Procedure Review Committee. 5.1 Preparation instructions
The preparation instructions are records of the analysis and demonstration of the main contents of the draft verification procedures from a technical perspective during the preparation process of the draft verification procedures, which serve as one of the main bases for the approval of the draft verification procedures. The preparation instructions for the draft verification procedures should include the following contents:

5.8 Verification report
Verification is to verify whether the verification principle and verification method of the draft verification procedure are correct and feasible. The content of the verification report should include a.

8.6.1 Environmental conditions
Determined according to the specific requirements of the measured instrument and the verification equipment. If there are no special requirements, the environmental conditions shall be as follows:
Environmental temperature: 20±2℃, 23±2℃ or 25±2℃, relative humidity: 45%~75%,
Atmospheric pressure: 86106kPa,
AC power supply voltage: 220V±2%
AC power supply frequency: 50Hz±1%!
Surrounding environment: Avoid external electromagnetic interference, others.
8.6.2 Verification equipment
Verification equipment refers to standard instruments and auxiliary equipment for verification, and the relevant technical indicators and reference models should be stated. 8.7 Verification items and verification methods
8.7.1 Verification items are items that must be verified in order to verify whether the main technical performance of the inspected measuring instruments meets its technical requirements. The determination of the inspected items should be based on reality and be feasible. 8.7.2 Verification methods are specific methods and steps that must be followed to complete the verification items. Its content should include the selection of verification points, the provisions of verification status, the reading of values and data processing, etc. The determination of verification methods must have a theoretical basis, and the verification steps should be simple, clear and feasible. 8.8 Processing of verification results and verification cycle
8.8.1 Processing of verification results refers to the conclusion made on whether the inspected measuring instruments are qualified after the verification is completed. The verification result clauses are written as follows:
For measuring instruments that pass the verification, a verification certificate shall be issued; for measuring instruments that fail the verification, a verification result notice shall be issued, and the unqualified items shall be indicated.
8.8.2 Verification cycle
The verification cycle refers to the time interval between two consecutive verifications of the inspected measuring instruments. The length of the verification cycle shall be determined based on many factors such as the performance, operating environment conditions and frequency of use of the inspected measuring instruments. Since there are many factors that affect the verification cycle, the provisions on the verification cycle of measuring instruments in the verification regulations generally only stipulate the longest verification cycle. Introduction and explanation of other relevant technical contents. 9 Division, numbering and arrangement format of chapters, sections, articles, clauses and items of the verification regulations 9.1 Division and numbering of chapters, sections, articles, clauses and items of the verification regulations The verification regulations are divided into several chapters, sections, articles, clauses and items for description according to their contents. According to the complexity of the contents of the regulations, they can be adopted in full or in part, but the articles must be numbered. The numbers are: "Chapter" numbering is represented by one, two, three... "Section" numbering is represented by (one), (two), (three)... "Article" numbering is represented by 1, 2, 3. In the main text of the regulations, each article should be numbered consecutively. "Clause" is the sequential unit under the clause. Its number is represented by 1.1, 1.2, 1.3, 2.1, 2.2, 2,3...…. "Item" is the sequential unit under the "clause". Its number is represented by 1.1.1, 1,1.2, 1.1.3... The numbering sequence of chapters, sections, articles, clauses and items in the verification regulations is shown in Appendix G (Supplement). 9.2 Arrangement of chapters, sections, articles, clauses and items 9.2.1 "Chapter" should have a title. Its number and title should be located in the center of the page and occupy a separate line. There should be a space between the number and the title.
9.2.2 "Section" should have a title. Its number is located at the left end of the page and is separated by two spaces. There is a space between the number and the title, and no period is added after the number.
9.2.3 The number of the article, clause and item shall be written from the left end of the page with two spaces between them. If there is a title, it shall occupy a single line, with one space between the number and the title, and no period shall be added after the number. If there is no title, the specific content shall be written with one space between the number.
The arrangement format of chapters, sections, articles, clauses and items of the verification regulations is shown in Appendix H (Supplement). 10 The method of reaching drawings, tables, formulas and notes in the verification regulations 10.1 Drawings of the verification regulations
10.1.1 The drawings and graphic symbols of the verification regulations shall comply with the provisions of relevant national standards. 10.1.2 If there are more than two drawings in the same verification regulation, the drawing numbers shall be marked continuously, such as Figure 1, Figure 2 and Figure 3. If necessary, the name of the drawing shall be written after the drawing number, and there shall be one space between the two. The drawing number and the name of the drawing shall be written in the center below the drawing.
10.2 Verification Procedure Tables
10.2.1 The tables in the verification procedures should generally be arranged near the relevant provisions. In the same procedure, if there are more than two tables 8-

, the serial number of the table should be written, such as Table 1, Table 2, Table 3. If necessary, the table name can be written after the table number. The table number is written in the upper left corner of the table with two spaces in front, and the table name is written in the center of the top of the table. 10.2.2 If the parameters in each column of the table use the same measurement unit, the unit should be written in the upper right corner of the table with two spaces in the back. If the measurement units of each column are different, the units should be written below or to the right of the parameter name in each column and marked. If adjacent parameters use the same measurement unit, they can be combined and written in their common unit column. The symbols or words "same as above" or "same as left" shall not appear in the table. The decimal points of the values in the table should be aligned. When there is no content in some columns in the table, they are represented by a short horizontal line.

If a certain content in an individual article or chart does need to be explained, the note should be added below the relevant article, clause, item and chart, and written on a new line with two spaces from the left. 10.4.2 If there are two or more notes in the same article, figure or table, a colon should be added after the word "Note", and then the notes should be numbered in sequence (1), (2), (3). If there is only one note in the same place, a colon should be added after the word "Note", followed by the content of the note.
Each note should be written separately, and when moving to another line, it should be aligned with the position where the text was started. 10.4.3 For notes on numbers or symbols in figures or tables, an asterisk "" should be made in the upper right corner of the marked object, and the content to be annotated should be written at the bottom of the same page as the asterisk, and a thin solid line should be drawn on the left side of the page to separate it from the article. The length of the thin solid line is about one-fourth of the width of the page. The “*” is written with two spaces between it from the left end. If there are more than two notes on the same page, different numbers of asterisks are used to represent them, such as “”, “*”, “*”·”. 11 Methods of writing numerical values and rules for rounding numerical values in verification procedures 11.1 Methods of writing numerical values
11.1.1 The data in the procedures shall all be written in Arabic numerals, but the numerals in sentences such as “twice”, “three points”, and “five years”, among which “two”, “three”, and “five” can be written in Chinese numerals as usual. 11.1.2 When writing decimals, the “0” before the decimal point must be written, for example, 0.35, 0.05. 11.1.3 All the significant digits of the numerical value should be written out. For example, the number series with 3 significant digits, 1.50, 2.75, 2.00, should not be written as 1.5, 2.7, 2.
11.1.4 When the number has many digits, such as an integer with more than three "0"s after it, or a pure decimal with more than three "0"s after the decimal point, it can be written by multiplying by 10 (Ⅱ is a positive or negative integer), but all the "0"s in the effective digits must be written out. For example, it is clear that the number 120000 has three effective digits, so it should be written as 120×10, and cannot be written as 12×10* or 1200×10. 11.1.5 The values indicating deviation ranges are written as follows: 20±2℃ (not written as 20℃+2℃)

11.2.1 When the various measurements and calculations in the verification regulations need to be rounded off, the following rules should be followed: a
