4.4 The technical requirements of the equipment specified in this standard shall comply with the relevant regulations of the Ship Inspection Bureau of the People's Republic of China. Among them, the VHF radio telephone shall also meet the relevant requirements of the local radio management committee. 4.5 Small urban passenger ferries with a rated passenger capacity of less than 100 people and auxiliary ships with a main engine power of no more than 88kW serving urban passenger ferries are allowed to be equipped with only portable walkie-talkies. 4.6 The communication equipment of a few coastal city passenger ferries sailing in non-Class III sea areas should be equipped in accordance with the current relevant specifications of the Ship Inspection Bureau.
When the communication equipment of a city passenger ferry sailing in the above-mentioned navigation area does not meet the requirements, it should be approved by the ship inspection department before sailing.
4.7 For city passenger ferries without passenger broadcasting rooms, the command broadcasting equipment in the driving room should have the function of passenger broadcasting, but the external shouting and the broadcasting to passengers and crew members should be separated by switches. 4.8 For city passenger ferries and catamaran passenger ferries equipped with emergency steering devices, the number of direct command telephones should be increased by 1 set according to the provisions of Table 3.
4.9 For mountain city passenger ferries or suburban routes, if the flight distance exceeds the communication distance of their VHF telephone stations, radio relay stations (stations) can be established according to specific circumstances to meet the requirements of communication coverage. 4.10 The communication equipment standards for special passenger ships (such as hovercraft, high-speed tourist ships, etc.) in city passenger ferries should refer to the standard configuration of Class II Group 1.
4.11 The working type of VHF radiotelephone shall be frequency modulation telephone system (F3E), and shall have a sufficient number of channels, including Channel 6 (156.300MHz for ship-to-ship communication), Channel 13 (156.650MHz for ship-to-shore communication), and Channel 16 (156.800MHz for international calls). The VHF radiotelephone channels used by urban passenger ferries with their own radio communication systems in specific navigation areas (such as lakes and reservoirs) may be agreed upon by the ship user department and the local radio authority. 4.12 Ship communication equipment shall be powered by the ship's main power supply and can be powered by a temporary emergency battery pack. When the ship is equipped with only a battery pack as the main power supply, it can be powered by a dedicated line for the battery pack. The voltage drop of the power supply line should not exceed 5% of the rated voltage of the power supply or the nominal voltage of the battery pack. The cables of radio communication equipment shall be shielded cables, and the shielded metal casing shall be reliably grounded.
4.13 Communication equipment should not be powered by the main and auxiliary engine starting battery packs (except for small ships with only one battery pack). 5 From the date of implementation of this standard, all newly built, updated, and overhauled urban passenger ferries must be equipped with communication equipment in accordance with the provisions of this standard. The remaining ships should implement the requirements of this standard in conjunction with ship repairs within two years. Additional notes:
