CB/T 27068—2006/ISO/IEC Guide 6B:2002 The primary objective of conformity assessment is to provide users with confidence that the requirements applicable to products, services and systems have been met. This responsibility can directly promote market acceptance of products, services and systems (which may include compliance with regulatory requirements): One of the reasons for repeated conformity assessment of goods and services in international trade is that conformity assessment users in one country lack confidence in the capabilities of conformity assessment bodies in other countries. Therefore, it is necessary for private and public purchasing powers, regulators and other users to have confidence in the cooperation of conformity assessment bodies and accreditation bodies. This user confidence can be achieved through cooperation between conformity assessment bodies and/or accreditation bodies. Such cooperation can achieve recognition and promote the internationalization of cooperation among the various parties involved. This standard describes the elements and procedures currently used to establish and maintain such cooperation. 1 Scope CB/T 27068—2006/ISO/IEC Guide 68:2002 Agreement on the recognition and acceptance of conformity assessment results This standard describes the development, publication and implementation of agreements on the recognition and acceptance of the results of work of bodies engaged in similar conformity assessment and related activities. This standard is applicable to activities related to cross-border market transactions that are not regulated by the government. Although the content of this standard can be referenced in intergovernmental agreements on the regulation of goods and services transactions, this standard is illustrative and general in nature and does not specifically address many of the specific requirements that may be specified in intergovernmental agreements. How to obtain and continuously enrich the human and institutional resources for conformity assessment required to participate in inter-institutional agreements is not within the scope of this standard. 2 Normative references The following references are necessary for the application of this standard. For dated references, only the version cited is applicable. For undated references, the latest version applies to this standard (including all revisions). 1S0/IE Guide 2:1996 Standardization and related activities — Common vocabulary 3 Terms and definitions The terms and definitions established in ISO/IEC Guide 2 and the following apply to this standard. Past: 1S01EC17000:2004 has replaced [ST)/IF Guide 2, Clauses 2 to 17 of 1S0E on conformity assessment. 3.1 Recognition agreement recognition arrangement agreement between participating bodies to recognize conformity assessment results produced by validly operated equivalent procedures of other participating parties. 3.2 Acceptance arrangement agreement between participating bodies to use conformity assessment results produced by recognized equivalent procedures of other participating parties that are validly operated. 3.3 Agreement group agreement group All the contracting institutions of the agreement on which the arrangement is based, 3.4 peer assessment The evaluation of an institution by representatives of other institutions in the agreement group or candidate institutions of the agreement group in accordance with the existing requirements. The term "agreement" refers to the document signed by the participants of the agreement group, 4.1 General The results of the joint assessment given in 1.2 to 1.12 are the complete elements contained in the relevant agreement. Generally speaking, one agreement includes most of the elements.bZxz.net 4.2 Title When the agreement has legal binding force, the term "mutual recognition agreement" is sometimes used. 4.3 Introduction The agreement should usually include an introduction or preface briefly describing the origin and historical background of the agreement and details of the need that the agreement seeks to address, for example, to promote activities in the review and re-evaluation process. 4.4 Parties The agreement should specify the type of organization that constitutes the agreement and, where applicable, details of legal status, location or other qualifications. 4.5 Scope This element clearly defines the categories of products and/or industries and the conformity assessment activities covered by the agreement. 4.6 Qualification conditions The agreement usually specifies the qualification conditions of the parties to the agreement. These conditions are usually based on documents (see "References") and include confirmation of the following requirements: a) compliance with the relevant document requirements of the applicable "qualified body"; b) it has procedures to ensure the effective implementation of assessments within the scope of the agreement; c) it has available resources to maintain the ability to perform its obligations to the agreement group on a continuous basis. 4.7 Unilateral obligations of the parties The statement by the parties that they agree to undertake obligations: or other requirements promised constitute an important part of the agreement. Typical obligations in existing agreements are as follows: a) recognition of the equivalence of the activities of the contracting parties within the scope of the agreement; b) where appropriate,Accept the results of the work of other contracting parties within the scope of the agreement; promote public recognition of the equivalence of the work of the contracting parties and their results (when appropriate); d) keep confidential the confidential information marked by other contracting parties; c) bear legal responsibilities and liabilities, and report major changes to other contracting parties. Some agreements require one party to complete the agreement and use the results of other agreements to avoid unnecessary work for the other party in the decision-making process. 4.8 Joint obligations of the contracting parties The statement that the contracting parties agree to jointly bear the obligations is a vertical content of the agreement. The joint responsibilities that often appear and are detailed in the agreement are as follows: a) Evaluate and resolve complaints during the implementation of the agreement; b) Maintain and operate an existing system for regular monitoring and (or) review; handle and resolve disputes that arise within the contracting parties within the scope of the agreement; d) If agreed, the contracting parties use a common logo and (or) documents to ensure that: before agreeing to use the logo for a period of time, the contracting parties initially limit the scope of the agreement to build trust between them. 4.9 Relations with other treaty groups Some international agreements provide for relations with other treaty groups, a typical example of which is relations between regional organizations with similar scopes of cooperation. In order to make such relations effective, the agreement may stipulate the conditions for regional organizations to join and maintain membership, so as to ensure that the signatories of the regional organization can meet the requirements of 4 and 7. 4.10 Term of the agreement The agreement shall indicate the date of entry into force of the agreement, and may also stipulate the validity period, suspension or revocation of the agreement for one or more signatories. 4.11 Contact Person Most agreements specify the contact person of the contracting party. The contact person is responsible for updating and exchanging information, publishing the details of the agreement in their respective regions, and identifying situations where the contracting party cannot fulfill its obligations under the agreement. 4.12 Signing of the Agreement CB/T27068—2006/IS0/IECGuide68:2002 The text of the agreement usually contains the signature and title of the authorized personnel representing the contracting party organizations, and indicates the signing date. 4. 13 Conditions for Amending the Agreement The text of the Agreement shall generally include conditions (and procedures) for amending or changing the terms of the Agreement. Note: Appendix A lists the organizations that have signed the Agreement and provides the website containing the Agreement text (LRLs): You can consult this website to understand how the elements described in the Agreement are expressed in the Agreement. 5 Establishment of the Agreement Group 5.1 Confirmation of Compliance with International Recognition Requirements 5.1.1 In order to establish the Agreement Group, the parties need to have sufficient confidence that the qualified institutions that may become parties to the Agreement are capable of signing. 5.1.2 There are several common methods for demonstrating that participating organizations comply with the requirements specified in the applicable documents. The choice of these methods is usually determined by the contracting parties based on the quality assessment activities within the agreement. These methods are described in 5.2.1 and 5.2.2 and can be used when two or more organizations are involved. .2.1 Direct method When trust can be established through direct contact with the proposed contracting body, the direct method is selected. The technical basis of this method is that the proposed contracting body is evaluated by all other contracting parties or representatives. For ease of operation, a review team is usually established by the participating institutions to conduct conformity assessment on behalf of the contracting party. Note: Peer review is the main method for the general requirements of the market for the conformity assessment of qualified and recognized institutions. In addition to this conformity assessment, partners can also conduct non-conference, pre-certification or Discuss typical cases or conduct joint training courses. Collaboration: When applicable, methods such as proficiency verification are used as a step to confirm the equivalence of the work. Through the above methods, continuous trust can be established between partners. 5.2.2 Indirect method In the indirect method, the participants establish a responsibilities for the external evaluation system based on the evaluation results provided by the recognized external evaluation system. In particular, it is a common method for the accreditation body to accredit the participants using equivalence procedures. This may include the situation where the accreditation bodies themselves are members of a certain agreement group. Therefore, the accreditation body agreement for this work supports the cooperation between conformity assessment bodies. In addition, it is stipulated in the agreement that one or more bodies (for example, certification bodies) may participate in the assessment. Bodies that have the necessary competence and do not engage in assessment activities within the scope of the cooperation should be selected. 5.2.3 Other methods The direct method described above is not necessarily exclusive and can also be used in conjunction with other product certification bodies to conduct direct evaluations and at the same time conduct indirect reviews of the testing laboratories they use. For example, in an international agreement, it is possible to directly or indirectly prove that an organization is qualified to become a signatory (direct proof is sufficient to conduct an assessment of the organization, and indirect proof is a participant in a regional group). Regardless of the method, the organizations that sign these assessments should have similar capabilities and should operate in an equivalent manner. In any case, the principle of cooperation between them in operation should be followed. 5.3 Principles and requirements for international recognition In order to facilitate the process of building confidence in conformity assessment results, key measures may include the following: - Requirements for the availability of auxiliary documents; - Requirements for the test and inspection methods used: They constitute the elements of the test, inspection or assessment of the approval process: 3 CB/T 27068—2006/IS0/IEC Guide 68:2002 Methods for evaluating measuring facilities and calibration test equipment; - Methods for controlling environmental test conditions; - Format of test, inspection or evaluation reports; - Procedures for evaluating reports (which determine whether to approve or not); - Forms (e.g. certificates, marks) for notifying the parties of the results of the approval made in accordance with the procedures; - Procedures for review and decision-making; Application procedures to be followed by relevant testing, inspection and certification bodies; - Methods for evaluating the competence of personnel: - Accreditation procedures. Internationally recognized requirements for conformity assessment bodies and accreditation bodies have been developed into ISO/IEC Guides and International Standards. A.1 Overview Appendix A GB/1 27068—2006/IS0/1EC Guide 68:2002 (Informative Annex) Agreement Examples A month ago, bilateral, regional and international agreements were implemented. Accreditation body agreements and groups of conformity assessment bodies agreements have also been formed: The following are examples of regional and international agreements, agreements between accreditation bodies and agreements between certification/registration bodies. All instances are subject to the content of the agreement specified in Chapter 4, and during the operation of the instance, provide an agreement maintenance mechanism that is consistent with the requirements at the time of establishment of the agreement (see Chapter 5). 4.2 Related agreements between accreditation bodies A, 2. 1 International agreements Take the International Accreditation Forum (IAF) Multilateral Recognition Agreement (IAF ML, A) as an example. IAF MI,A is a recognition agreement, which is based on the equivalence of the relevant recognition systems implemented by member organizations and confirmed through peer review between IAF member organizations. The accreditation bodies participating in the agreement (such as the accreditation bodies of quality management system certification bodies) recognize each other's capabilities: the peer review process implemented by the signatories provides a mechanism for building trust for this multilateral recognition agreement. In order to ensure that the signatory bodies continue to meet the relevant requirements, the signatories of the agreement conduct peer reviews approximately every 4 years. 4,2.2 Regional Agreement Take the Asia-Pacific Laboratory Accreditation Cooperation (APLAC)'s Mutual Recognition Agreement (MRA) as an example: APLACMRA is a regional recognition agreement. This is a typical regional agreement between laboratory accreditation bodies. Through this agreement, each accreditation body recognizes the technical equivalence of the reports/certificates issued by the accredited laboratories and promotes their acceptance by users. This trust is established through peer review of testing capabilities. Since some contracting parties have legal obligations in operating as certification bodies, the establishment of this trust is subject to legal restrictions, and the establishment of trust may also be subject to restrictions from the parties concerned. Recognition of certification results Take the International Certification Alliance (IQNet) as an example. IQNet is an alliance of certification bodies that implements multilateral recognition agreements in the field of management system certification/certification. According to the IS(3/1EC standard, international standards and peer review rules, the equivalence of the members is guaranteed and the credibility is maintained through initial review and regular re-evaluation of all members. IQNet member bodies recognize the certifications obtained by them. IQNet member bodies use the IQNet logo and the registration documents in the format of IQNet: GB/r2706B-2006/1S0/1ECGuide68:2002. Take the IEC explosion-proof certification system (IF\IECEx) as an example. The IFCEx system is an acceptance agreement. The system provides manufacturers of electrical equipment used in explosive environments with a way to obtain conformity certificates. During this period, the certificate is accepted in all situations as having the same validity as the certification of the country. The certificate of conformity can be obtained by any certification body participating in the system. The certificate proves that the company operates a quality system that meets the requirements of the formal Ex system, namely IS9:I. Manufacturers with individual certificates of conformity can affix the IFC x mark on the equipment that has been proven to be qualified. The standard of this system is a single standard, a single certificate and a Chinese mark accepted worldwide.
