1 General provisions
1.01 Heating furnaces for petroleum industry (hereinafter referred to as heating furnaces) are used in oil and gas production and transportation plants. Special equipment widely used. According to the relevant provisions of the "Interim Regulations on Safety Supervision of Boiler Pressure Vessels", in order to ensure safe and economical transportation, promote the development of oil and gas production and transportation technology, protect personal and national property safety, and facilitate supervision and inspection by relevant departments, this regulation is specially formulated.
1.0.2 The design, manufacture, installation, use, management, inspection, repair and acceptance of heating furnaces and other related units must comply with this regulation. The competent departments at all levels are responsible for the implementation of this regulation, and the safety supervision departments at all levels are responsible for supervision and inspection. 1.0.3 This regulation applies to land oil companies. The following heating furnaces are used in the industry: (1) direct heating furnaces with fire: (2) direct heating furnaces with fire; (3) tubular heating furnaces. 1.0.4 Heating furnaces that adopt new technologies (new products, new materials, new processes, etc.) and are not subject to this regulation shall be subject to necessary scientific tests. 2 Terminology
2.01 Heating furnaces for the petroleum industry refer to special equipment for heating crude oil, natural gas, water and their mixtures with flames in oil and gas fields and long-distance pipelines. According to the structural type, they can generally be divided into fire tube heating furnaces and tubular heating furnaces. 2.02 Fire cylinder heating furnaces refer to a type of heating furnace that is surrounded by a metal shell on the outside and has a fire cylinder inside to transfer salt.
2.0.3 Rocket direct heating furnace refers to a fire-type heating furnace that directly heats raw materials such as water and their mixtures through a fire tube. 2.0.4 Fire-type indirect heating furnace refers to a fire tube heating furnace that heats crude oil, natural gas and their mixtures in the coil through an intermediate heat carrier. The intermediate heat carrier is water, which is referred to as a water jacket furnace.
2.0.5 Tubular heating furnace refers to a heating furnace that directly heats crude oil, natural gas, water and their mixtures in the furnace tube with flames, referred to as a tubular furnace. 2.0.6 The pressure components of the fire tube type heating furnace refer to the simplified, head, fire tube,: smoke tube heating coil, hole reinforcement plate, equipment flange, equipment main bolt manhole cover above M36, manhole method, manhole pipe and pipe with a true diameter of 250mm, etc. 3 General provisions
3.1 Design
3.1.1 The design of the heating furnace shall be undertaken by the unit that has obtained the "pressure vessel design unit approval" issued by the competent department of China National Petroleum Corporation. 3.1.2 The design unit and its design personnel shall be responsible for the safety performance of the designed heating furnace. The design drawings shall be signed step by step, the parts drawings shall be signed to the reviewer, and the general drawings shall be signed to the approver.
3.1.3 The design of the heating furnace must meet the requirements of safety and reliability, advanced technology, reasonable structure and good economic benefits. | |tt||The strength calculation of the pressure components of the fire-type heating furnace shall be carried out in accordance with the "Strength Calculation Method of Pressure Components of Fire-type Heating Furnaces": The strength calculation of the furnace tube of the tubular furnace shall be carried out in accordance with the "Technical Regulations for the Design of Tubular Heating Furnaces".
3.1.4 The design documents of the heating furnace must have the following information: (1) Design entrustment information:

3.2 Manufacturing
3.2.1 The manufacturing of the heating furnace shall be undertaken by an entity that has obtained a manufacturing license for boilers of Class D or above (including Class D) or pressure vessels of Class II or above (including Class II) issued by the labor department.
3.2.2 The manufacture of fire tube heating furnaces shall be carried out in accordance with the "Technical Conditions for Fire Tube Heating Furnaces", and the manufacture of tube furnaces shall be carried out in accordance with the "Technical Conditions for Tubular Heating Furnaces". 3.2.3 When the heating furnace leaves the factory, the following technical data must be attached: -4

3.2.4 The heating furnace must be equipped with a metal nameplate in a conspicuous position. The nameplate should indicate the following information: (1) Model of heating furnace: Name; (2) Manufacturer name and manufacturing license number: (3) Product number: (4) Rated heat load, MW or kW (S) Heating medium: (6) Working pressure, MPa (7) Working temperature, °C (8) Thermal efficiency (9) Total mass (10) Equipment dimensions, m (11) Manufacturing date (12) Inspection mark 3.2.5 For heating furnaces with controversial quality, the department in charge of quality shall organize the design, manufacturing, installation, safety and other departments to conduct appraisal and negotiate a solution. 3.3 Installation 3.3.1 The installation of the Xure furnace shall be undertaken by a unit that is professionally equipped, has a full range of work types, is equipped with necessary installation equipment, and has been reviewed and approved by the bureau-level safety department. 3.3.2 Before installation, the installation unit shall conduct a quality inspection of the heating furnace. If any unqualified quality is found or the installation quality cannot be guaranteed, the installation unit has the right to refuse installation and report to the main management department and the safety department.
3.3.3 Before installation, the installation unit shall conduct a handover acceptance of the heating furnace foundation (including other prefabricated components) in accordance with the relevant construction acceptance specifications for the heating furnace foundation. The foundation construction unit shall hand over the quality inspection results, measurement records and other construction technical data to the installation unit.
3.3.4 After the heating furnace is installed, the following work shall be carried out and records shall be kept (1) Check whether the heating furnace installation meets the requirements of the drawings (2) Comprehensive inspection Installation quality of the heating furnace: (3) Conduct a water pressure test and check for leakage at all connection points: (4) Perform furnace drying and trial operation
(5) Inspect all safety accessories in accordance with the requirements of the relevant provisions of Chapter 7 of this Regulation.
3.3.5 After the installation of the heating furnace is completed, the construction management department shall organize the user unit, the installation unit and the safety department to conduct a comprehensive inspection and acceptance of the installation quality in accordance with Article 3.3.4 of this Regulation.
3.3.6 The basic construction and installation technical data of the heating furnace shall be handed over to the user unit after acceptance and shall be stored in the heating furnace technical file by the user. 3.4 Repair and modification
3.4.1 Heating furnaces that cannot guarantee safe operation shall be repaired in a timely manner. 3.4.2 Repair and modification of heating furnaces shall be carried out by qualified personnel. The unit shall bear the responsibility and obtain the approval documents in accordance with the regulations.
3.4.3 For major repairs of the pressure components of the heating furnace, there shall be a construction technical plan. The plan shall be approved by the technical person in charge of the repair unit and submitted to the competent department for review and filing.
3.4.4 For major renovation plans of the pressure components of the heating furnace, the user unit shall entrust a unit with heating furnace design qualifications to propose:
3.4.5 The repair and renovation of the heating furnace shall have design drawings, material inspection, construction quality inspection and other technical data. After completion, the user unit shall store these data in the technical file of the heating furnace.
3.4.6 The following matters should be noted during repair:
(1) It is strictly forbidden to repair pressure components under pressure and high medium temperature: When starting a fire, the regulations on starting a fire shall be followed.
(2) Before entering the furnace for repair, anti-toxic, fire-proof and explosion-proof measures such as furnace cleaning or ventilation must be taken, and instruments shall be used for measurement to confirm safety before entering the furnace. When someone enters the furnace to work, there should be someone outside the furnace to supervise. 3.4.7 After the heating furnace is repaired or modified, it should be inspected and accepted according to the relevant documents of this regulation.
