To all provincial, autonomous region and municipal chemical industry departments (bureaus), head offices directly under the ministry, design institutes, construction enterprises and construction project headquarters: The "Technical Document Provisions for the Completion of Chemical Industry Engineering Construction" organized and compiled by the Ministry and entrusted to China National Chemical Engineering Corporation has been reviewed and is now approved as the industry standard of the People's Republic of China and is promulgated, with the number HG20237-94, and will be implemented from October 1, 1994.

Preparation Instructions
According to the requirements of the Ministry of Chemical Industry (92) Chemical Basic Standard Letter No. 12, China National Chemical Engineering Corporation was entrusted by the Ministry to prepare this standard.
In the process of preparing this standard, we summarized and absorbed the experience of contracting chemical and petrochemical equipment and other projects over the years, including the experience of introducing equipment and contracting projects abroad. Based on the principles of facilitating the implementation of current construction and acceptance specifications, ensuring project quality, and simplifying and being practical, we referred to the contents and requirements of the technical documents for completion of projects in major developed countries and conducted a lot of investigation and research work. On this basis, we widely solicited opinions on the technical documents for completion of projects (including the format of the technical documents for completion of projects), conducted multiple discussions, screening and revisions, and finally organized expert review of the draft for review. This standard clearly stipulates the requirements for filling, checking, signing, sorting, and archiving of the handover technical documents; it compiles the handover technical document formats for four professional installation projects, namely, machinery, piping, electrical, and automation instruments, and the related common handover technical document formats, which are applicable to chemical industry engineering construction projects. The handover technical document format in this standard has the following characteristics: 1. A process quality control table is compiled to implement process quality control during the construction process. This quality control is to define several control points that must be implemented for quality control according to the sequence of the construction process of the construction object from the beginning of installation to the end of pre-commissioning. At each control point, different control levels are defined according to the importance of the process and the necessity of control, and different levels of inspection activities are implemented. If the previous process is unqualified, the joint inspection parties will not sign, and the next process will not be able to be constructed, so that the construction quality can be effectively controlled. 2. The handover technical document format has been simplified. First, the function of the handover technical document format is expanded, the table type is simplified, and one table is used for multiple purposes. Second, some nameplate items are deleted from the header, and the signing procedures and levels are simplified at the end of the table. Third, in terms of record content, most of the intermediate test data are cancelled, and only the final test data is recorded. 3. The quality control table and construction record table of the DCS system and PLC system are newly compiled. 4. The format of the handover technical document adopts the joint translation of Chinese and English. This standard is divided into eight chapters, and the main contents are: general principles, terms, general regulations, the format of the installation project handover technical documents, the implementation regulations of the process quality control table, the content of the handover technical documents at the time of project handover, the preparation of the completion drawing, the filing of the handover technical documents and two appendices, and there are clause explanations and instructions for the use of the handover technical document format. All units should carefully summarize their experience when implementing this standard in order to revise and improve it. This standard is managed by the Construction Coordination Department of the Ministry of Chemical Industry, and the China National Chemical Engineering Corporation is responsible for the interpretation of specific clauses. 1 General
1.0.1 This standard is formulated to unify the content and format of the technical documents for the construction and completion of chemical industry projects, promote enterprises to strengthen management, and improve the level of quality control.
1.0.2This standard applies to the following scope:
1.0.2.1 New construction, expansion, reconstruction and technical transformation projects in the chemical industry: 1.0.2.2 The technical documents for the project handover should be the technical documents handed over by the construction unit to the construction unit from the start of the project construction to the completion of the pre-commissioning of all the equipment in the factory
1.0.2.3 The format and content of the technical documents for the handover of mechanical, piping, electrical, and automation instrumentation installation projects in the chemical industry. 1.0.3 The format and content of the technical documents for the handover of construction projects shall be implemented in accordance with the provisions of the current national standards. 1.0.4 The format and content of the technical documents for the handover of boiler and pressure vessel assembly (or manufacturing) shall be implemented in accordance with the current national standards and the provisions of the Ministry of Labor.
1.0.5 The format and content of the technical documents for the handover of project quality inspection and evaluation shall be implemented in accordance with the relevant provisions of the current national standards "Standards for Quality Inspection and Evaluation of Construction Installation Projects" and "Standards for Quality Inspection and Evaluation of Industrial Installation Projects". 1
Project: refers to a construction project.
2 Terminology
Device: It is a component of a construction project, and can also be called a single project. Work number: It refers to the engineering code specified in the engineering design. 2.0.4
Machinery: A general term for machines and equipment.
Machine: A machine equipped with a drive device and mainly with moving working parts. Equipment: A machine mainly with stationary working parts 2.0.7 Unit: A mechanical combination composed of several different machines, equipment and automatic detection systems, which can jointly complete specific tasks.
2.0.8 Intermediate handover: The handover between the construction unit and the construction unit after the completion of a single (unit) project or part of the device within the scope specified in the design documents, and after the internal processing of the pipeline system and equipment, the debugging of electrical and instrumentation, and the passing of the single machine test run.
2.0.9 Project handover: The handover work done by the construction unit and the construction unit in accordance with the specified content after the pre-test run of all the devices in the factory is completed.
3 General Provisions
3.0.1 The responsibilities and obligations of each party regarding the technical documents for completion of the project should be clearly stated in the project contract. When the project starts, each unit should authorize relevant departments and personnel to be responsible for the inspection, visa, sorting, storage and handover of the technical documents for completion of the project. 3.0.2. The filling and sorting of the technical documents for completion of the project should comply with the following provisions; 3.0.2.1 The filling of the technical documents for completion of the project must be true, accurate, timely, and clear, and no arbitrary alterations are allowed. The paper and drawings should be neat, and the language should be concise and standardized; 3.0.2.2 The archived materials must be delivered in originals, and must not be written or drawn with ballpoint pens or other writing materials that are easy to fade; 3.0.2.3 The visa procedures and stamping of the technical documents for completion of the project must be complete and complete; 3.0.2.4 The sorting of the technical documents for completion of the project should be systematic and complete. 3.0.3 The paper used for the handover technical documents shall comply with the following provisions: The paper format should be 297mm×210mm (±1.0mm); 3.0.3.1
The paper material should be 60g paper.
4 The format of the handover technical documents for the installation project
4.0.1 The process quality control table is a table for quality control of the main processes of the construction object. In the process control level, all those with "R\" should have the specified record form, inspection (test) report and other formats to fill in the relevant data and required content.
4.0.2 This standard classifies the forms used by two or more professional projects into common forms. 4.0.3 The formats of the technical documents for handover in this standard are divided into five categories, totaling 134 types. Each format number shall be implemented in accordance with the following provisions: 4.0.3.1 Common forms are numbered with the prefix "1", including 28 forms. The specific format of the forms shall comply with the provisions of Tables H-101 to H-128 in Appendix B of this standard;
4.0.3.2 Mechanical forms are numbered with the prefix "2", including 28 forms. The specific format of the forms shall comply with the provisions of Tables H-201 to H-228 in Appendix B of this standard. ;
4.0.3.3 The number of the piping table is prefixed with "3", including 5 tables. The specific format of the table shall comply with the provisions of Table H-301 to Table H-305 in Appendix B of this standard;
4.0.3.4 The number of the electrical table is prefixed with "4", including 49 tables. The specific format of the table shall comply with the provisions of Table H-401 to Table H-449 in Appendix B of this standard;
4.0.3.5 The number of the automation instrument table is prefixed with "5", including 24 tables. The specific format of the table shall comply with the provisions of Table H-501 to Table H-524 in Appendix B of this standard. 4.0.4 When it is necessary to add a new format of technical documents for handover, it shall be jointly formulated by the construction unit and the construction unit in accordance with the requirements of the design documents and the relevant provisions of the standards and specifications. 5 Implementation regulations for process quality control table
5.0.1 Process quality control is divided into three levels: A (or Ar), B (or BR), and C (or Ck). For each control level, a strict joint inspection must be carried out. When conducting joint inspections on control levels such as Ar, B, and C, the construction team (group) must provide relevant construction records or relevant inspection (test) reports. 5.0.2 The inspection of each quality control level shall comply with the following regulations: 5.0.2.1 For level A (or AR), it shall be jointly inspected by the quality inspection departments of the construction unit, the contracting unit, and the construction unit; 5.0.2.2 For level B (or Br), it shall be jointly inspected by the quality inspection departments of the contracting unit and the construction unit; 5.0.2.3 For level C (or CR), it shall be jointly inspected by the quality inspection department of the construction unit and the construction team ( 5.0.2.4 Joint inspection personnel shall be authorized quality inspectors of each unit; 5.0.2.5 Joint inspection of each level must be carried out after the construction team (group) has passed the self-inspection; 5.0.2.6 Joint inspection of A (or Ar) and B (or Br) levels must be carried out after the quality inspection department of the construction unit has passed the inspection;
5.0.2.7 For engineering projects or construction sites without a general contractor, A (or A) level and B (or BR) level shall be jointly inspected by the quality inspection departments of both the construction unit and the construction unit; 5.0.2.8 In the joint inspection of each level, when the construction quality of a certain process meets the relevant requirements of the design documents, standards and specifications, the inspection parties shall complete the visa procedures in the signature column, and the construction team (group) may proceed to the next process. When the construction quality of a process does not meet the requirements of the design documents, standards and specifications, the inspection parties shall not perform the visa procedures, and the construction team (group) shall not enter the next process.
