This standard is formulated based on the safety requirements for various road breaking operations in the production areas of chemical enterprises. The appendix to this standard is the appendix to the standard.

The Safety Code for Road Breaking in the Workplace HG23016—1999
This standard specifies the definition, safety requirements and application procedures for the "Road Breaking Safety Operation Permit" for factory-area road breaking operations. This standard applies to road breaking operations in the production areas of chemical enterprises. 2 Definitions
This standard adopts the following definitions:
Road Breaking in the Workplace
Operations that affect normal traffic, such as construction and hoisting of objects on traffic roads in the production areas of chemical enterprises. 3 Safety Requirements for Road Breaking Operations
3.1 Anyone who conducts road breaking operations in the factory area must apply for a "Road Breaking Safety Operation Permit". The format of the "Road Breaking Safety Operation Permit" is shown in Appendix A. 3.2 The unit that applies for road breaking is responsible for managing the construction site. The enterprise shall set up a road-breaking sign at the road-breaking intersection to indicate the detour route for vehicles passing by.
3.3 After the factory traffic management department approves the "Road Breaking Safety Operation Permit", it shall immediately notify the dispatching, production, fire protection, medical and other relevant departments in writing.
3.4 ​​After the construction workers receive the "Road Breaking Safety Operation Permit" and confirm that it is correct, they can carry out the road-breaking operation. 3.5 When the road is broken, the construction unit shall be responsible for setting up traffic barriers and road-breaking signs at the intersection. 3.6 After the road is broken, the construction unit shall be responsible for setting up fences and traffic warning signs at the construction site, and red lights shall be hung at night. 3.7 After the road-breaking operation is completed, the construction unit shall be responsible for cleaning up the site and removing the barriers, road-breaking signs, fences, warning signs, and red lights set up at the site and intersection. After inspection and verification by the unit applying for the road-breaking, it shall be responsible for reporting to the factory traffic management department, and then the factory traffic management department shall notify all relevant units that the road-breaking work is over and traffic is restored. 3.8 The circuit-breaking operation shall be carried out in accordance with the contents of the "Circuit-Breaking Safety Operation Permit". It is strictly forbidden to alter or lend the "Circuit-Breaking Safety Operation Permit", change the operation content, expand the operation scope or transfer the operation location. 3.9 If the approval procedures for the "Circuit-Breaking Safety Operation Permit" are incomplete, the safety measures are not implemented, and the operation environment does not meet the safety requirements, the operator has the right to refuse to work.
3.10 If the circuit-breaking operation is not completed within the time specified in the "Circuit-Breaking Safety Operation Permit", the circuit-breaking applicant unit shall re-apply for the "Circuit-Breaking Safety Operation Permit".
4 Application for "Circuit-Breaking Safety Operation Permit"
4.1 The "Circuit-Breaking Safety Operation Permit" shall be handled by a designated person of the unit applying for the circuit-breaking operation. 4.2 The "Circuit-Breaking Safety Operation Permit" shall be approved by the factory area traffic management department. 4.3 The unit applying for the circuit-breaking operation shall obtain the "Circuit-Breaking Safety Operation Permit" from the factory area traffic management department, fill in each item and submit it to the construction unit. 4.4 After receiving the "Circuit Breaker Safety Operation Permit", the construction unit shall fill in the contents that the construction unit should fill in in the "Circuit Breaker Safety Operation Permit", and then hand over the "Circuit Breaker Safety Operation Permit" to the circuit breaker application unit. 4.5 After receiving the "Circuit Breaker Safety Operation Permit" from the construction unit, the circuit breaker application unit shall hand it over to the factory traffic management department for approval, and retain the processed "Circuit Breaker Safety Operation Permit", and at the same time send a copy to the factory traffic management department and the construction unit respectively. 2
