Fair weighing equipment is provided by the organizer of the farmer's market for buyers and sellers to verify whether the commodity measurement is correct. 4 Measurement management requirements
4.1 Basic requirements
The organizer of the farmer's market shall manage in accordance with the "Measures for the Supervision and Management of the Measurement of Collective Markets" and GB/T21720. The measurement activities of the farmer's market shall follow the principles of fairness, equity and openness, use the national legal measurement units accurately, ensure the accuracy of the measuring instruments and commodity quantities, and the weighing and measuring instruments shall be uniformly equipped and managed by the organizer of the farmer's market, and uniformly determined and rotated. The entry and operation agreement signed between the organizer of the farmers' market and the business operator should have clear measurement rights, obligations and legal responsibilities. The organizer of the farmers' market should register the compulsory verification weighing and measuring instruments used for settlement, and cooperate with the legal measurement verification agency to do a good job in compulsory verification.
4.2 Management system
The farmers' market should have a system for the equipment, verification, repair, update and scrapping of measuring instruments, as well as management systems such as measurement inspection, integrity measurement, measurement complaints, and measurement job responsibilities.
The organizer of the farmer's market should be equipped with fair weighing and measuring instruments, and publicize the negative deviation of measurement, the allowable shortage, and the management margin of compensation before disposal at the fair weighing and measuring instruments: 4.3 Measurement responsibilities
4.3.1 Organizer of the farmer's market
The organizer of the farmer's market is the main responsible party for measurement management and services, and its main responsibilities are: a) Implement the measurement laws, regulations and policies related to the management and services of the farmer's market; h) Equip the farmer's market with measurement management personnel and clarify the responsibilities of measurement positions; c) Provide resource and financial guarantees for measurement work; d) Conduct measurement work inspections and implement the reward and punishment system for measurement work. 4.3.2 Metrology Manager
Agricultural markets should be equipped with at least one trained metrology manager, whose main responsibilities are: a) Strictly implement metrology laws, regulations and policies related to the management and services of farmers' markets; b) Establish a ledger of mandatory calibration of metrology instruments and metrology management files for farmers' markets; cooperate with statutory metrology calibration agencies to carry out mandatory calibration of weighing and measuring instruments; c)
Carry out on-site inspections:
Newly added weighing and measuring instruments and unqualified weighing and measuring instruments should be promptly inspected (repaired) or scrapped; e
Accept metrology complaints and handle metrology disputes. 4.3.3 Business Operators
The main responsibilities of farmers' market operators are:
Use legal measurement units; do not use cheating scales; a
Explicitly indicate the unit price of goods;
When trading, correctly record the unit price of goods into the weighing and measuring instruments, and show the weighing and settlement process of goods to customers; TYKAONiKAca
d) Do a good job in the maintenance of daily weighing and measuring instruments. 4.4 Measurement ledger

Farmers' markets should establish a mandatory verification metering instrument ledger (see Appendix A), uniformly number and register weighing and measuring instruments, and farmers' markets should promptly record the daily measurement management, measurement inspection, measurement maintenance, measurement complaint handling, measurement transmission and other activities. Farmers' markets with conditions should establish a measurement information management system. 4.5 Measurement Invitation Inspection
The organizer of the farmers' market shall implement a weekly measurement invitation inspection system to conduct spot checks on the legality of the measurement units used by the business, the validity of the weighing and measuring instrument labels, and the accuracy of the weighing and measuring instruments. If it is found that any business operator uses illegal measurement units, it shall be corrected immediately. If it is found that the verification certificate and verification seal of the weighing and measuring instruments in use are damaged, they shall be stopped from use immediately. If it is found that the settings of the weighing and measuring instruments are changed or the weighing and measuring instruments are modified without authorization, they shall be immediately banned and blacklisted. The organizer of the farmers' market shall use the magnetic code that has passed the verification to conduct spot checks on the measurement accuracy of the weighing and measuring instruments in use. The sampling quantity of the measurement inspection shall be determined by the farmers' market according to the actual situation. If the inspection finds that the weighing and measuring instruments are inaccurate or cheating in measurement, records shall be kept and the use shall be stopped immediately.
The organizer of the farmers' market shall check the net content of the quantitative packaged goods (except for the goods with quantitative package C mark) sold by the operators. The batches for spot check shall be determined by the farmers' market according to the actual situation. If the shortage is found to be inconsistent with the provisions of 6.2, it shall be recorded and sales shall be stopped, the purchase channels shall be tracked, and the local measurement administrative department shall be reported. 4.6. Unified management of weighing and measuring instruments
For farmers' markets that implement the "four unifications" of weighing and measuring instruments, weighing and measuring instruments should be uniformly configured, and business operators are not allowed to bring their own weighing and measuring instruments into farmers' markets for business activities.
The organizer of the farmers' market should conduct regular or irregular supervision and spot checks on the business. If it is found that the business operator uses the weighing and measuring instruments brought by himself or deliberately damages the weighing and measuring instruments uniformly equipped in the farmers' market, it shall not be used for trade settlement. 5. Requirements for the management of measuring instruments
5.1 Equipment
The organizer of the farmers' market should be equipped with weighing and measuring instruments that meet the needs of the business in accordance with the "Supervision and Management Measures for the Weighing and Measurement of Retail Products", see Table 1. For business operators who sell multiple commodities, the small division value of the weighing and measuring instruments they are equipped with shall be based on the highest unit price of the retail commodity. The weighing range and accuracy level of the weighing instruments equipped by the farmers' market organizers should be consistent with the unit price of the commodities sold in the farmers' market, and equipped with a 500g (±25mg) special magnetic code. All the compulsory inspection measuring instruments in use in the farmers' market shall be uniformly inspected every year, and the inspection rate shall reach 100%. Accuracy
For the weighing and measuring instruments that have not been inspected and added or replaced by the business operators, the farmers' market shall promptly apply for inspection to the local statutory metrology inspection agency.
For the weighing and measuring instruments that have passed the inspection, the anti-cheating seal shall be promptly registered in the measurement ledger. 5.3 Use
Weighing and measuring instruments in use in farmers' markets should be within the validity period of metrological verification, and the verification qualification mark, sealing mark and factory nameplate of weighing and measuring instruments should be kept intact. If any weighing and measuring instruments are found to be unverified, inaccurate or expired, they should be stopped from use. Weighing and measuring instruments should remain stable during use, and appropriate waterproof and dustproof measures should be taken for places with poor use environment. The display screen of weighing and measuring instruments should face consumers, and its height should ensure that consumers can see it clearly, and the displayed data is clearly visible. 5.4 Repair
Unqualified weighing and measuring instruments found during daily metrological inspections should be sent to qualified institutions for repair in a timely manner, and can only be used after metrological verification is passed after repair.
Weighing and measuring instruments that cannot be repaired or fail to pass verification after repair should be scrapped immediately. 6 Technical requirements for measurement
6.1 The negative deviation of measurement of retail commodities in farmers' markets shall comply with the provisions of the "Interim Measures for the Supervision of Weighing and Measurement of Retail Commodities", see Table 2. 4
