1 Scope
GB/T 39319 specifies the terms and definitions, coding rules and maintenance requirements for the unified identification code of electronic commerce transaction entities.
GB/T 39319 is applicable to the identification and information processing of various electronic commerce transaction entities when data is shared and exchanged between electronic commerce platforms, between electronic commerce platforms and electronic government systems or other application systems.
GB/T 39319 is not applicable to financial products and services, audio and video programs played on information networks, and online publishing services.

3 Terms and Definitions
The following terms and definitions apply to this document.

Electronic commerce
Business activities involving commodity transactions or service transactions through information networks such as the Internet.
3.2
Electronic commerce platform
The sum of information network systems that provide web space, virtual business venues, transaction matching, information release and other services to both or multiple parties in e-commerce activities.

Electronic commerce platform vendor
Legal person or other organization that provides an electronic commerce platform for two or more parties to independently conduct transaction activities.

4 Coding rules
4.1 Structure of e-commerce transaction entity code
The e-commerce transaction entity identification code consists of six parts: country code, type code, platform code, entity identification code, check code and extended code.
4.2 Method of expressing e-commerce transaction entity code The e-commerce transaction entity code adopts a "combination code" that can be parsed and has an indefinite length, and is composed of Arabic numerals or uppercase English letters. The e-commerce transaction subject code can be parsed into six parts. The first and third digits are the country code, the fourth digit is the type code, the fifth to the 22nd digits are the platform code, the 23rd digit is the subject identification code, the first digit after the subject identification code is the check code, and the check code is followed by the extended code. "×" is used to represent the changed value in the e-commerce transaction subject code, and the six parts of the code are separated by the continuous mark "". Hyphens are used to distinguish the various components of the code. The representation format is as follows:

organizations that engage in e-commerce activities and have a unified social credit code for their organizations, their unified social credit code shall be used as their subject identification code, which shall consist of 18 digits or letters in accordance with GB32100. For foreign legal persons or other organizations that do not have a unified social credit code for their organizations, their true and valid registration document code or other identity information code shall be used as their subject identification code. Natural persons. For citizens of the People's Republic of China engaged in e-commerce activities, their citizen ID card number of the People's Republic of China shall be used as their subject identification code, which shall consist of 18 digits or letters in accordance with GB1143. 5 Maintenance requirements
5.1 Issuance of e-commerce transaction subject codes For e-commerce transaction subjects registered and transacting on e-commerce platforms provided by e-commerce platform operators registered within the territory of the People's Republic of China, it is advisable to assign a unified identification code to e-commerce transaction subjects. The code is issued by the e-commerce platform operator. 5.2 Change of e-commerce transaction subject code
If any e-commerce transaction subject changes its type and its country code, type code or subject identification code needs to be changed, it shall be regarded as a new e-commerce transaction subject and assigned a new e-commerce transaction subject code. The e-commerce transaction subject code before the change shall be used as its associated information.
