Notice on the approval and issuance of "Construction and Acceptance Specifications for Ventilation and Air Conditioning Engineering"

The national standard "Construction and Acceptance Specifications for Ventilation and Air Conditioning Engineering" compiled by Shanghai Construction Committee and Shanghai Construction Engineering Bureau in conjunction with the Ministry of Metallurgy and Chemical Industry and relevant units of Beijing, Anhui, Guangdong, Hunan, Henan, Sichuan, Shaanxi and other provinces and cities and the Air Conditioning Institute of China Academy of Building Research has been reviewed and finalized. It is now approved for issuance and filed with the State Economic Commission. It will be implemented from March 1, 1983 and is numbered GBJ243-82. The management and interpretation of the specification shall be the responsibility of the Ventilation and Air Conditioning Standards and Specifications Management Group of Shanghai Industrial Equipment Installation Company. We hope to inform them of any problems and opinions encountered during implementation for reference in further revision.

Revision Notes
According to the notice of the State Construction Commission (78) Jianfa Shi Zi No. 514 and (79) Jianfa Shi Zi No. 168, the "Construction and Acceptance Specifications for Ventilation and Air Conditioning Engineering" has been revised by the Shanghai Construction Commission, the Shanghai Construction Engineering Bureau, in conjunction with the Ministry of Metallurgy and Chemical Industry, the design and construction units of Beijing, Henan, Shanghai, Shaanxi, Anhui, Sichuan, Hunan, Guangdong and other provinces and cities, and the Air Conditioning Technology Research Institute of the China Academy of Building Research. The revision work began in March 1979, and opinions were widely solicited from relevant construction, design, scientific research units, colleges and universities, and construction units across the country. In March 1980, a preliminary review meeting for the specifications was held in Changzhou City, Jiangsu Province. After the meeting, it was revised and verified to become the final draft of the specifications. In December 1980, a specification review meeting was held in Zhenjiang City, Jiangsu Province. After coordination and comparison with relevant specifications, the specification was revised and submitted for approval. In July 1981, a special symposium was held in Zhangzhou City, Fujian Province, and a consensus was reached. This revision is based on the relevant chapters and sections in the eleventh chapter "Internal Sanitary Technology Engineering" of the "Interim Technical Specifications for Construction and Acceptance of Building Installation Engineering" promulgated by the former State Construction Commission in 1956, and incorporates the effective practical experience, technological innovation and scientific research results in construction since the founding of the People's Republic of my country into the specification. The revised specification retains the applicable content of the original specification, deletes and modifies the inappropriate provisions, and adds the following new content: the production and installation of stainless steel plates, aluminum plates, rigid polyvinyl chloride plates and glass fiber reinforced plastic air ducts, the production of ventilation and air conditioning system components, the production of air handling equipment, the production and installation of air clean systems and refrigeration systems, the anti-corrosion and thermal insulation of ventilation and air conditioning systems, and the measurement and adjustment of air conditioning systems. In order to make this specification better meet the needs of production and construction development, if you find any problems that need to be modified or supplemented during the implementation process, please send your opinions and relevant information to the "Ventilation and Air Conditioning Standards and Specifications Management Group" of Shanghai Industrial Equipment Installation Company for reference during revision.

Chapter 1 General Provisions
Article 1.0.1 This code applies to the construction and acceptance of ventilation and air conditioning projects in general industrial and civil buildings. Article 1·0·2 For underground buildings with special requirements, ventilation and air conditioning projects of exhaust purification systems, as well as cold storage, deep freezing and refrigeration processes with special requirements, shall be implemented in accordance with the current relevant standards and specifications. Article 1·0·3 The safety technology, environmental protection, etc. of the construction of ventilation and air conditioning projects shall be implemented in accordance with the current relevant regulations issued by the state. Article 1·0·4 The main materials, equipment, finished products and semi-finished products used in ventilation and air conditioning projects shall have factory certificates or quality appraisal documents.
Article 1·0·5 Ventilation and air conditioning projects must be constructed according to the approved design drawings. Modifications to the design shall be accompanied by a change notice or visa from the design unit. Article 1·0·6 The construction of ventilation and air conditioning projects shall be coordinated with civil engineering and other professional types of work. After the completion of civil engineering projects related to ventilation and air conditioning systems, they shall be jointly inspected by the construction, design and construction units.
