Instructions on the flag making law
(First Plenary Session of the Chinese People’s Political Consultative Conference on September 28, 1949 Announced by the Presidium) The shape and color of the national flag are the same on both sides, and the five stars on the flag face each other. For convenience, this article only uses the flagpole on the left side as the standard for illustration. For flagpoles on the right side, all references to left in this article should be changed to right, and all references to right in this document should be changed to left. (1) The flag is red and rectangular. Its length and height are in the ratio of three to two. There are five yellow five-pointed stars on the upper left corner of the flag. The first star is larger, and its circumscribed circle has a diameter of three-tenths of the flag's height, and is located on the left; the fourth star is smaller, and its circumscribed circle has a diameter of one-tenth of the flag's height, and is arched to the right of the big star. The flagpole cover is white.
(2) The position and drawing method of the five stars are as follows: A, in order to easily determine the position of the five stars, first divide the flag surface into four equal rectangles, and divide the upper left rectangle into ten equal parts. Divide left and right into fifteen equal parts.
B, the center point of the big five-pointed star is located at five points on the top of the rectangle, five on the bottom, five on the left and ten on the right. The drawing method is: take this point as the center of the circle, and divide the radius into three equal parts to draw a circle. On this circle, identify five equidistant points, one of which must be directly above the circle, and then connect two points that are apart from each other so that they form a straight line. The outer contour line formed by these five straight lines is the required large five-pointed star, with one tip of the five-pointed star facing upwards.
C. The center points of the four small five-pointed stars are: the first point is at the top, second and bottom points of the rectangle, ten and five points from the left and right, the second point is at the four and six points from the top, the left and three points from the left and the third point, and the third point is at the top and seven points. Three below, twelve left and three right, and the fourth point is nine one above, fifteen left and five. The drawing method is: take the above four points as the center of the circle, divide the radius into equal parts, and draw four circles respectively. Determine five equidistant points on each circle, one of which must be located on the connecting line between the center point of the big five-pointed star and the centers of the above four circles, and then use the same method to form the big five-pointed star to form a small Pentagram. Each of the four small five-pointed stars has one tip facing the center point of the large five-pointed star. (3) The general standards for the national flag are set as the following five, and all walks of life can choose to use them as appropriate: A. 288 cm long and 192 cm high.
B. 240 cm long and 160 cm high.
C, 192 cm long and 128 cm high.

Appendix A
(Appendix to the title)
Instructions on the production method of the national flag
(Announced by the Presidium of the First Plenary Session of the Chinese People's Political Consultative Conference on September 28, 1949) The shape and color of the national flag are the same on both sides, and the five stars on the flag are opposite to each other. For convenience, this document only uses the side with the flagpole on the left as the standard for explanation. For the side with the flagpole on the right, all the left in this document should be changed to right, and all the right should be changed to left. (I) The flag is red and rectangular, with a ratio of three to two in length and height. There are five yellow five-pointed stars on the upper left of the flag. One star is larger, with a diameter of its circumscribed circle of three tenths of the flag height, and is on the left; four stars are smaller, with a diameter of its circumscribed circle of one tenth of the flag height, and are arched to the right of the large star. The flagpole cover is white.
(II) The position and drawing method of the five-pointed star are as follows: A. To facilitate the determination of the position of the five-pointed star, first divide the flag face into four equal rectangles, and divide the upper left rectangle into ten equal parts, and the left and right rectangles into fifteen equal parts.
B. The center point of the large five-pointed star is at the point where the upper and lower fives, the left and right tens of the rectangle are divided into five equal parts. The drawing method is: take this point as the center of the circle, and draw a circle with three equal parts as the radius. On the circumference of this circle, determine five points of equal distance, one of which must be located directly above the circle, and then connect the two points separated by each other among the five points to form a straight line. The outer contour line formed by these five straight lines is the required large five-pointed star, and one of the corners of the five-pointed star is facing upward.
C. The center points of the four small five-pointed stars are: the first point is at the position of the rectangle 2 up, 8 down, 10 left and 5 right; the second point is at the position of the rectangle 4 up, 6 down, 12 left and 3 right; the third point is at the position of the rectangle 7 down, 3 down, 12 left and 3 right; the fourth point is at the position of the rectangle 9 down, 1 down, 10 left and 5 right. The method of drawing is: take the above four points as the center of the circle, and use one equal division as the radius to draw four circles respectively. On each circle, determine five points of equal distance, and each of them must have a point located on the connecting line between the center point of the big five-pointed star and the centers of the above four circles. Then, use the same method to form the big five-pointed star to form the small five-pointed star. Each of these four small five-pointed stars has a corner point facing the center point of the big five-pointed star. (III) The general size of the national flag is set as follows, and each sector can choose according to its own circumstances: A. Length 288 cm, height 192 cm.
B. Length 240 cm, height 160 cm.
C. Length 192 cm, height 128 cm.
D, length 144 cm, height 96 cm.
E, length 96 cm, height 64 cm.

Determine five equidistant points on each circle, one of which must be located on the connecting line between the center point of the big five-pointed star and the centers of the above four circles, and then use the same method to form the big five-pointed star to form the small five-pointed star. Pentagram.
Ding, 144 cm long and 96 cm high.
