The "Outline for Inspection of Imported Equipment and Materials for Chemical Construction Projects" compiled by China Chemical Engineering No. 13 Construction Company has been reviewed and approved as the industry standard of the People's Republic of China and is hereby promulgated with the number HG20234-93, which will take effect on August 1, 1993.
This standard is managed and interpreted by the Ministry of Chemical Industry, and published and distributed by the Engineering Construction Standards Promotion and Editing Center of the Ministry of Chemical Industry.

Preparation Instructions
According to the arrangement of the Ministry of Chemical Industry (90) Chemical Base Standard No. 21, the 13th Construction Company of China Chemical Engineering was the chief editor, and the 10th Construction Company of China Petrochemical Corporation, Qilu Petrochemical Company of China Shijiao Chemical Corporation, and the Construction Company of Nanjing Chemical Industry Corporation participated in the compilation of the "Outline for Inspection of Imported Equipment and Materials for Chemical Construction Projects". This standard is based on the "Outline for Inspection of Imported Equipment and Materials for Suspended Construction Projects" promulgated by the Ministry of Chemical Industry in 1981, and comprehensively investigates the implementation of the outline in domestic complete sets of imported equipment, absorbs the on-site inspection experience of large-scale fertilizer and ethylene equipment imported in the late 1980s, and during the compilation process, widely solicits opinions from construction, construction, design and other units, and is compiled in accordance with international trade practices and my country's national conditions. The added standard has gone through the stages of preliminary draft, solicitation of opinions, and review draft for approval, and basically reflects the actual level of my country's current import commodity inspection policy regulations, and has a normative guiding role in the inspection work in the future. This standard is divided into chapters, including: general terms, general provisions, static equipment inspection, machine inspection, material and accessories inspection, electrical equipment and equipment inspection, industrial automation instrumentation and materials inspection, industrial control computer and DCS inspection, and maintenance requirements during inspection.
With the development of construction and market economy, export-oriented enterprises continue to emerge. When implementing this standard, each unit should carefully summarize experience and actively feedback modification opinions so as to supplement and improve it in the future.

1General
1.0.1·This standard is formulated to implement the "Law of the People's Republic of China on Import and Export Commodity Inspection" and safeguard the national economic rights and interests, and to implement the inspection of imported equipment and materials for chemical construction projects based on contracts.
1.0.2This standard applies to the foreign inspection, domestic port inspection, unpacking inspection and quality inspection of complete sets, single items, and single machines of imported machinery, stationary equipment electrical, industrial automation instruments, industrial control computers and other equipment and materials and their documents and materials for chemical construction projects from the effective date of the contract to the end date of the mechanical warranty period. This standard also applies to the inspection of equipment and materials manufactured by Chinese manufacturers that are purchased and supplied by foreign contractors. 1.0.3This standard is a general provision for the inspection of imported equipment and materials. Each chemical construction project should prepare corresponding inspection plans or detailed rules according to the characteristics of specific equipment and contract environment.
1.0.4 The technical standards, specifications and inspection specifications provided by the seller and the manufacturer specified in the contract or confirmed by the buyer should be the technical basis for the implementation of the inspection. The standards, specifications and technical requirements specified in the design documents, technical data and drawings confirmed by both parties should be the inspection basis for specific equipment and materials.
1.0.5. When the standards and specifications provided by the seller are incomplete or cannot meet the needs of the inspection, the corresponding international standards, foreign advanced standards, product manufacturing standards or current standards in my country can be adopted after consultation between the buyer and the seller.
1.0.6 In the inspection of imported equipment and materials for chemical projects, the relevant provisions on safety, labor protection, environmental protection, industrial hygiene, fire prevention, explosion prevention, etc. must comply with the provisions of my country's current laws and standards.
1.0.7 This standard should be used in conjunction with the "Management Measures for the Inspection of Imported Equipment and Materials for Chemical Construction Projects".
2 Terminology
2.0.1 Equipment: The meaning of "equipment" in this standard refers to the core of mechanical equipment such as stationary equipment, machinery and electrical equipment, industrial automation instruments, industrial control computers, etc. 2.0.2 Static equipment: refers to static machinery, such as reactors, heat exchanger towers, storage tanks (tanks), boilers, Jiangye furnaces, etc.
2.0.3. Machine: refers to rotating machinery, such as: pumps, fans, compressors, steam turbine cranes, chemical special dynamic equipment, etc.
2.0.4. Material: refers to pipes, pipe fittings, valves, metal and non-metal materials, electrical and instrument materials, chemical raw materials, etc.
2.0.5: Quality inspection: Formerly known as quality inspection. Refers to the inspection, measurement, measurement, testing, etc. of the quality characteristics and properties of equipment and materials according to the specified standards and specifications. 2.0.6 Confirmatory inspection: Refers to the inspection and re-inspection of the specified items, key specific items and supplementary specified items of the received goods in the quality inspection according to the contract and the technical data and quality documents provided by the seller and the manufacturer. 2.0.7 Open inspection: Refers to the internal inspection work after the casing and cover of the equipment are opened or disassembled.
2.0.8 Partial inspection: Refers to the quality inspection work carried out after the necessary disassembly of the internal components of the equipment.
2.0.9 Appearance inspection: Refers to visual inspection or with the help of release Observe the surface condition of parts and products, and identify and confirm the appearance quality inspection. 2.0.10 Non-conformities: According to the contract, any dissatisfaction found in various inspections, test runs and assessments of the equipment, materials and design documents, drawings, technical data, software, etc. provided by the seller is a problem that is not in line with the specified requirements and is a non-conformity. 2.0.11 Defects: Any inspection item of equipment and materials that cannot meet the expected use requirements due to non-compliance with the quality characteristic indicators specified in the standards and damage caused by external factors are defects.
2.0.12 Harmful defects: Defects exceed the maximum deviation specified in the standard; defects in major parts and components endanger the performance and life; does not comply with the buyer's relevant regulations or mandatory Defects specified in the standards. Harmful defects are defects that are not allowed to exist, and their limits should be specified according to the use conditions specified in the standards (pressure, temperature, medium, precision, environment, etc.). 2.0.13 Inspection-related departments: refers to units and departments such as port affairs, foreign transportation, foreign agency, ocean freight, air transportation, railway transportation, insurance, commodity inspection, customs and boiler supervision. 2.0.14 Random inspection: refers to the quality inspection work of selecting a certain ratio of equipment and materials supplied in batches according to the same model, specification, batch, and manufacturer. 2.0.15 Machines supplied in bulk: machines that are provided by the manufacturer in parts and need to be assembled on site.
2.0.16 Machines supplied as complete sets: machines that are assembled at the manufacturer or provided as a whole or in sections. || tt||2.0.17 Storage level: Based on the characteristics of equipment and materials and their requirements for storage conditions and environment, the level required by the seller's technical documents or indicated on the packing list. For example: A, BC*.. or 1.2.3.. level, etc.
3 General provisions
3.1 General provisions for inspection
3.1.1 The inspection of steam boilers and pressure vessels shall comply with the provisions of the "Regulations on the Supervision and Management of Import and Export Boilers and Pressure Vessels" in addition to the provisions of this standard. 3.1.2 Except for equipment and materials that are exempted from inspection, goods that have not been inspected or have been found to be unqualified after inspection shall not be installed or used. 3.1.3 The scope and content of the inspection and supervision implemented by the commodity inspection agency shall be implemented in accordance with the provisions of the "List of Import and Export Commodities".
3.1.4 The handling of non-conformities shall comply with the following provisions: 3.1.4.1 Any non-conformities of equipment and materials found during on-site unpacking and other inspections shall be recorded in detail. During the unpacking inspection, the non-conformities shall be submitted to the seller for verification and disposal. If it is the seller's responsibility, the two parties shall negotiate and deal with it in a timely manner in accordance with the contract provisions, and the claims shall be handled in a timely manner.
