1 Scope
Technical Specifications for the Compilation of Sea Area Charts

4 General Principles
Principles for Compilation and Drawing of Zonghai Charts
4.1.1 Accuracy
The definition of boundary points in Zonghai Charts should be accurate, the content should be compiled and drawn in detail, and the drawing should be standardized and rigorous. 4.1.2 Clarity
The diagrams and diagrams of the distribution of boundary points and boundary lines should be clear and intuitive. 4.1.3 Aesthetics
The drawing of the Zonghai map should be soft and beautiful. The configuration should be reasonable and neat. 4.2
Mathematical basis of mapping
4.2.1 Coordinate system
The 2000 National Geodetic Coordinate System (CGCS2000) is adopted. 4.2.2
Depth datum
The local theoretical lowest tide level is adopted. The local average sea level can be adopted in the offshore area according to the actual situation. 4.2.3 Elevation datum
The 1985 National Elevation Datum is adopted.
4.2.4 Map projection
Generally, the Gauss-Kruger projection is adopted, and the central meridian is the 0.5° integer multiple meridian near the Zonghai center. The Mercator projection should be adopted for sea areas with a large east-west span (longitude difference greater than 3) such as submarine cables and pipelines, and the datum latitude is the 0.5° integer multiple latitude near the center of the mapping area.
General process of drawing a sea map
4.3.1 Data collection
Collect the sea registration field survey data of the project's sea use, design plan, ownership and boundary data of adjacent sea use projects, as well as the current use status of the sea area around the project, basic geographic information, remote sensing images in the past two years and other data. 4.3.2 Determination of sea use methods
According to the relevant provisions of HY/T123, determine the sea use methods included in the project's sea use. 4.3.3 Subdivision
Subdivided according to the following principles:
a) According to the closure of the ownership and boundary lines of the project's sea use, the project's sea use shall be subdivided: land reclamation sea use shall be subdivided separately:
Sea use with inconsistent sea use periods shall be subdivided separately; d) Cable pipelines, cross-sea bridges and other sea uses that cross other project sea uses do not need to be divided into sections. 4.3.4 Determination of Zonghai and its internal units

According to the sea use design plan and the boundary point coordinate records of the marine field survey data, the Zonghai and its internal units records, etc., the Zonghai boundary points shall be accurately determined and the scope of the Zonghai internal units shall be defined. The outermost boundary of the Zonghai internal unit is the scope of the Zonghai. Within the Zonghai, the Zonghai internal units shall be divided according to the scope of different sea use methods. Sea areas with the same sea use methods but non-contiguous scopes shall be divided into different Zonghai internal units.
4.3.5 Area calculation
The area calculation method shall be implemented in accordance with the provisions of HY/T124. 4.3.6 Map drawing
Draw the location map of the sea area and the boundary map of the sea area on the basis of the base map. When the location map of the sea area cannot clearly reflect the relative position relationship between the sea areas, draw the plane layout map of the sea area
4.3.7 Map finishing
On the basis of the complete compilation of the mapping information, make the overall layout and finishing of the boundary point list, the internal unit list of the sea area and the mapping information list.
4.3.8 Quality inspection
Inspect the completeness, standardization, accuracy and other contents of the mapping elements and contents. 5 Compilation and requirements of sea area charts
5.1 Base map
5.1.1 Selection of base map
Base map refers to the basic map necessary for making sea area charts. The latest national basic geographic information map remote sensing images or sea charts that can reflect the adjacent sea areas and land elements (coastline, place names, isobaths, etc.) should be used. The base map of the Zonghai location map can be a digital line map, or a topographic map or sea chart in raster format, or a remote sensing image with a spatial resolution of not less than 10m.
The base map of the Zonghai boundary map and the base map of the Zonghai plan layout map should be a digital line map. 5.1.2 Base map elements
The base map of the Zonghai map should include the following basic geographic information: sea area, islands, land area, coastline, etc.: a

Sea area, land administrative boundaries·Projects involving international optical cables should include the outer boundary of the territorial sea: islands, bays, estuaries, straits, important place names and other notes. e
The mainland coastline adopts the latest coastline survey results announced by the province. For mainland coastlines that have not announced coastline survey results, the coastline of the provincial marine functional zoning shall prevail: the island coastline shall be based on actual measurements: the administrative boundaries shall adopt the approved land administrative boundaries and sea administrative boundaries. The base map of the Zonghai location map should be marked with isobaths or water depth points: the base map of the Zonghai boundary map and the base map of the Zonghai plane layout map may not mark isobaths and water depth points according to actual conditions3

5.1.3 Requirements for base map compilation
5.1.3.1 Schematic
For the schematic diagram of coastline, please refer to Appendix A. For other basic geographic information compilation, please refer to GB/T20257.120257.3 and GB12319.
2 Labeling
Basic geographic information names are generally labeled in 14K Song font. The names of cities above the county level and important basic geographic information names can be appropriately enlarged.
Scale
The scale of the base map should be consistent with the scale of the finished map. 5.2
Zonghai Location Map

Zonghai Location Map should include the following contents:

5.2.2 Requirements for Compilation of Zonghai Location Map
5.2.2.1 Location and plane wheel information of the sea area used by the project Use map patches to indicate the scope of the sea area used by the project, and clearly and accurately compile the geographical location of the sea area used by the project, the plane wheel sector and its relative position relationship with important landforms in the area. Use arrows to highlight the coordinates of one or more typical boundary points. The coordinates can be placed in a rectangular frame with black characters on a white background, 16K Song font with black font, and a border line width of 0.5mm. The color is R, GB: 0.0.0. See Appendix A for the location map of the Zonghai.
2 Text description of the project sea location
Use a brief text description of the project sea location, generally not more than 40 characters, 12K Song font, black on a white background. The text description of the project sea location is placed in a rectangular frame, which is arranged in the lower left corner of the drawing. The height-to-width ratio of the rectangular frame is 1:2. The size is determined by the number of characters. The width of the frame line is 0.2mm. The color is RG, B.0.0.0. 5.2.2.3 Cartographic Information List
Please refer to 5.5.3 for the requirements of drawing the cartographic information list. 5.2.2.4 Please refer to 5.5.4 for the requirements of drawing the map name, scale, map outline, latitude and longitude notes and compass map name.
The scale should be able to clearly reflect the geographical location of the sea used for this project, the plane outline and its relative position relationship with nearby important landmarks. Please refer to 5.5.5 for the requirements of drawing the scale style. Please refer to 5.5.6 for the requirements of drawing the map outline and latitude and longitude notes. Please refer to 5.5.7 for the requirements of drawing the compass.
5.2.2.5 Zonghai Location Map
Please draw a Zonghai Location Map for the same project. Please refer to the Technical Specifications for Compilation of Zonghai Maps (Trial) (Guohai Specifications [2016] No. 2) for examples of Zonghai Location Maps. 5.3 Zonghai Boundary Map

Zonghai Boundary Map should include the following contents:
a) Zonghai Boundary Information;
Adjacent Zonghai Information;
Boundary Point Coordinates List:
Zonghai Internal Unit List;
List of Cartographic Information such as Coordinate System, Projection, Surveying and Mapping Unit; Map Name, Scale, Gallery, Longitude and Latitude Notes, Compass and other Map Elements. 5.3.2 Zonghai Boundary Map Compilation Requirements
Boundary Point Compilation
Boundary point compilation is based on boundary point coordinates and is compiled through a computer mapping system. The diagram is shown in Appendix A. HY/T251—2018
Boundary points are marked from the lower left corner of each sea unit in principle, and boundary points are uniformly numbered in Arabic numerals, starting from 1 and continuously numbered in a counterclockwise direction. The boundary points of different internal units of the sea area are numbered in the order of the secondary categories of HY/T123 sea area use. For sea use units with many boundary points and consecutive numbers, only the key boundary points can be marked in principle to clearly reflect the boundary of the sea area: for arc boundary areas, on the basis of the boundary points at both ends and the vertex of the arc, the number of boundary points should be appropriately increased to reflect the arc characteristics. The boundary point serial number marking generally uses 14K Song font bold and black. When the boundary points are dense, the boundary point number marking can be in the form of lead lines. The lead line width is 0.2mm and the color is RGB: 0.92.230. Boundary line drawing
Connect the boundary points of the internal units of the sea area in sequence in a counterclockwise direction to form a closed boundary line. For circular boundary areas, the coordinates of the center of the circle and the radius of the circle can be used to express the boundary range of the sea use unit. See Appendix A for the diagram. 5.3.2.3 Compilation of internal units of the Zonghai
The internal units of the Zonghai are compiled in the form of polygonal patches. The patch patterns compiled in different sea use methods are shown in Appendix A. 5.3.2.4 Adjacent Zonghai Information
The adjacent Zonghai information includes the adjacent Zonghai patches, project names and other information. The surrounding related information is generally marked in 14K Song font, black. The adjacent Zonghai patch pattern is shown in Appendix A. 5.3.2.5 Boundary Point Coordinate List
The Zonghai boundary map should list the boundary point coordinate list. The boundary point coordinate units are degrees, minutes and seconds, and 3 decimal places are retained after the second. The boundary point number corresponds to the number in the map and is listed in order. If there are many boundary points and the list space is insufficient, an additional page can be added to fill in the boundary point numbers and coordinates, and add the acceptance instructions. The names of the surveyor, draftsman and reviewer should be signed on the additional page, and the surveying and mapping unit should be indicated and stamped with the unit seal. The name of the boundary point list is "Boundary point number and coordinates (North Latitude East Longitude)". All fonts in the table are 11K Songti black, the line width of the table is unified to 0.1mm, the color is R, GB: 0.0.0. The diagram of the boundary point coordinate list is shown in Figure 1. L10mm
5.3.2.6 List of internal units of Zonghai

The boundary map of the Zonghai should list the internal units of the Zonghai, including internal units, sea use methods, boundary lines and areas. The internal units are filled in according to the specific use of the units. The sea use method adopts the secondary sea use method in HY/T123. The boundary line is represented by the boundary point number plus ", and the first and last digits of the boundary point number are the same. For internal units with many boundary points, for the convenience of writing, the continuous numbering part can be omitted in the middle, such as: 1-2--79-80-1. The unit of area is public, and 4 decimal places are retained. All fonts in the table are 11K Songti black, the table line width is unified to 0.1mm, and the color is R, GB: 0, 0.0. Cartographic Information List
For the requirements of compiling the cartographic information list, see 5.5.3.5.3.2.8

The scale of the Zonghai Boundary Map should be able to clearly reflect the distribution of the boundary points and the scope of the boundary. For the requirements of compiling the scale style, see 5.5.5

Requirements for drawing sea map of typical sea use projects
For sea uses with complex plane layout or large span of occupied sea area such as offshore wind power, cross-sea bridges, submarine cables and pipelines, in order to clearly reflect the shape of the sea and the distribution of boundary points at the same time, the sea boundary map can be drawn by partial enlargement for typical, important and complex areas on the basis of reflecting the plane distribution of the sea as a whole. When partial enlargement is adopted, the annotation frame form is used, the line width is 0.2mm, the color is R, GB: 0.0.0: Place the scale in the lower right corner of the annotation frame. The annotation frame map and scale should be able to clearly reflect the shape of the sea and the distribution of boundary points.
For sea uses with large differences in length and width such as submarine cables and pipelines, cross-sea bridges, and roads, it is advisable to adopt a partial unequal proportion method to shift and draw according to actual conditions to clearly reflect the distribution of the boundary points of the Zonghai. For three-dimensional sea use, the Zonghai shall be drawn in accordance with the relevant requirements of this specification. The Zonghai that overlaps with the Zonghai shall be handled as the adjacent Zonghai. The overlapping part only reflects the map of the Zonghai. For examples of the compilation of the Zonghai boundary map, please refer to Appendix B.
Zonghai plane layout map
5.4.1 Main contents of the Zonghai plane layout map
The Zonghai plane layout map should include the following: a) Plane layout information of each Zonghai and its internal units belonging to the same project: list of coordinate system, projection, surveying and mapping units, etc.; b)
Map elements such as map name, scale, outline, longitude and latitude notes and compass. 5.4.2 Requirements for the compilation of the plan layout of the sea area
5.4.2.1 Plan layout information of each sea area and its internal units of the same project The plan layout of the sea area should reflect the plan layout and position relationship between each sea area and its internal units of the same project. The plan layout of the sea area only compiles the boundary line and the map of the internal unit of the sea area. The map of the boundary line and the map of the different sea use methods of the internal unit of the sea area is shown in Appendix A. 2 Cartographic information list
The requirements for the compilation of the list of cartographic information are shown in 5.5.3. 5.4.2.3 The requirements for the compilation of the map name, scale, outline, longitude and latitude notes and compass map name are shown in 5.5.4.
The scale of the plan layout of the sea area should be able to clearly reflect the plan layout and relative position relationship between the guest sea areas of the same project. The requirements for the compilation of the scale style are shown in 5.5.5.

5.5.1 Map size
Zonghai location map, Zonghai boundary map, and Zonghai plan layout map are each drawn separately, generally in A4 format, full-format design: when A4 format cannot meet the requirements, the map size can be adjusted to A35.5.2 Map configuration
Zonghai location map, Zonghai plan layout map should place the entire map in the map frame, and the mapping information list should be placed in the lower right corner. The left side of the Zonghai boundary map is the map, and the right side is configured from top to bottom in order of the boundary point coordinate list, Zonghai internal unit list, and mapping information list.
