This part is Part 1 of GB/T14946
This part is drafted in accordance with the rules given in GB/T1.1-2009. GB/T14946.1-2019
This part replaces GB/T14946.2--2009 "National Cadre and Personnel Management Information System Index System and Data Structure Part 2: Data Structure". Compared with GB/T14946.2-2009, except for editorial changes, the main technical changes are as follows: the relevant content of the national organization, cadres, and personnel management public data elements have been added; in view of the needs of organizational work, data elements on members of the Communist Party of China and party organizations have been added: the data elements such as the pinyin of the name and the abbreviation of the pinyin of the name have been added to the personal information and unit information; the attribute values of the data elements such as the identifier and name have been adjusted. This part was proposed by the Organization Department of the Central Committee of the Communist Party of China. This part is under the jurisdiction of the National Technical Committee for Information Classification and Coding Standardization (SAC/TC353). The work of organization, cadre and personnel management is closely related and closely related. The "National Cadre and Personnel Management Information System Index System and Data Structure" (GB/T14946.1~GB/T14946.2-2009) has detailed specifications for the indicators in cadre and personnel management, and has played an important role in cadre and personnel management. However, the standard lacks relevant indicators for the management of party members and party organizations, and to a certain extent cannot fully meet the needs of current and future organizational management work. In addition, with the development of society and the changes in management mechanisms, the business content and business boundaries of organization, cadre and personnel management have also changed accordingly. The original standard's exhaustive work ideas and presentation forms of business indicators are increasingly difficult to adapt to the constant changes in business needs. It is particularly urgent to supplement and improve the standard structure from multiple dimensions such as the theory, method and principle of indicator formulation. This revision, based on the original standard work, fully absorbs and draws on the relevant content and indicators in the management of party members and party organizations in the "National Organization and Personnel Management Information System Information Structure System Standard" of the Organization Department of the Central Committee of the Communist Party of China. In terms of the overall framework and technical route of the standard, based on the relevant provisions of GB/T19488 e-government data elements and GB/T18391 "Information Technology Metadata Registration System (MDR)", the data structure and indicator system in the standard are standardized and presented in the form of data elements and classification code sets. Organization, cadre, and personnel management data elements refer to data elements used in the business field of organization, cadre, and personnel management. This standard standardizes the concept, attribute, method, and application of data elements, and standardizes relatively stable information items in the form of public data elements: Information items that may change frequently with business are given in the form of application data elements for reference. When information systems share and exchange information, the objects of exchange are structured documents or data in databases, and the structures of databases and documents between different systems are not necessarily the same. It is necessary to establish a unified data exchange set for information sharing and exchange, and data elements constitute the smallest unit in the exchange set. Different organization, cadre, and personnel management information systems use the data elements specified in this part to establish data exchange sets to achieve information sharing and exchange. In order to further promote the sharing and exchange of organization, cadre, and personnel management information, various organizations, cadre, and personnel management information systems should use the data elements given in this part in their database design, structured document design, and information system development.
When the business of organization, cadre, and personnel management changes, the design and specification of relevant data elements can be carried out according to the methods given in GB/T14946.

This part is applicable to the data sharing and exchange of national organization, cadre (including civil servants) and personnel management work, and the development of relevant information systems and the design of related tables, certificates, sheets and books can be used as a reference. b) Characteristics: A characteristic that all members of an object class have in common and that is different from other object classes is a means of distinguishing and describing objects:
Example 2: Personnel's name, gender, date of birth, etc. Range: A set of allowed values for a data element. The allowed values in the range can be listed by enumeration or given rules by text description. The range is related to the data type. In some cases, the range needs to be described in units of measurement. Example 3: The data element "The amount of party dues that party members should pay" can be represented by non-negative integers (in RMB as the currency unit) expressed in Arabic numerals as its allowed value set. This set is its range, and its data type is numeric, and the unit of measurement is RMB. Example 4: The data element "Name of the category of the party organization" can use words such as "Provincial Committee of the Communist Party of China" and "Baizhi District Committee of the Communist Party of China" as its allowed values. The combination of object class and characteristic constitutes data element concept, and the combination of data element concept and value range constitutes data element. There is a many-to-one relationship between data element and data element concept, that is, one data element concept can correspond to multiple data elements. Example 5: The data element concept of "Party organization category" can correspond to multiple data elements such as "Party organization category name" and "Party organization category code", among which the value range of "Party organization category name" is a set composed of words such as "Provincial Committee of the Communist Party of China" and "Baizhi District Committee of the Communist Party of China". Data elements are described and standardized through data element attributes. This part uses a total of 11 attributes to describe and standardize national organization, cadre, and personnel management data elements.

5.1 Data element naming rules
The following rules should be followed in the process of data element naming:a) Uniqueness rule: The data element name should be unique in a certain contexth) Semantic rules include:
1) The name generally includes object class words, characteristic words, and expression words. Example 1: In the data element "Party organization identification code", "Party organization" is the object class word, "category" is the characteristic word of the data element, and "code" is the expression word of the data element.

Object class words indicate the thing or concept to which the data element belongs, indicate an activity or object in a certain context, and are the dominant part of the data element. There should be and only one object class word in the data element name. In order to simplify the data element name, the object class word can be omitted when the object class is unambiguous. Example 2: In the data element "Name of the Party Organization where the Party Member Works", the object word "Party Member" can be omitted and named "Name of the Party Organization where the Party Member Works". A characteristic word is a significant and distinguishing feature that indicates the object class of the data element. There should be only one characteristic word in the data element name.
4) An expression word is a component in the data element name that describes the representation form of the data element. It describes the format of the set of valid values of the data element. There should be and only one expression word in the data element name. Example 3: In the data element "Date of Birth", "date" is an expression word. Note: Common expression words include name, code number designation, date, etc. When it is necessary to describe a data element and make it unique in a specific context, qualifiers can be used to qualify the object class word, characteristic word or expression word. Qualifiers are optional. Example 4: In the data element "Start date of employment at the grassroots party organization", "grassroots party organization" is a qualifier of "employment" and "start" is a qualifier of "date".
Grammar rules include:
1) Object class words should be in the first (leftmost) position of the name. Attribute words should be in the second position. Indicator words should be in the last position.
Qualifiers can be attached to object class words, attribute words and indicator words. Qualifiers should be placed in front of the qualified components, and the order of qualifiers should not be used to distinguish different data elements. When the indicator word and the attribute word are repeated or partially repeated, the redundant words can be deleted from the name. 3)
Example 5: In the "Party Organization Name" data element, the attribute word is "name" and the indicator word is also "name". Delete the redundant words in the data element name. 5.2 Data Element Classification
The main purpose of classifying organizational cadre and personnel management data elements includes: helping users quickly find a specific data element from a large number of organizational, cadre and personnel management data elements; identifying the relationship between data elements to facilitate the management and analysis of data elements; through inheritance, semantic content that cannot be fully expressed with the help of other attributes (such as name and description) can be expressed to eliminate ambiguity.
