Towing and mooring of shallow-water mobile platforms are relatively dangerous operations. In order to ensure the safety of such operations, this standard is specially formulated. This standard is the basic safety requirement that the platform owner and the operator should follow when engaging in shallow-water oil operations. This standard is based on the relevant offshore oil industry regulations of the People's Republic of China and combines the characteristics of shallow-water mobile platforms to make safety provisions for various operations of the platform, such as navigation, relocation, well position positioning, docking and off wellhead and wharf, mooring and docking. This standard is proposed by the Technical Supervision and Safety and Environmental Protection Bureau of China National Petroleum Corporation. This standard is issued by the Shishan Industrial Safety Professional Standardization Technical Committee. Thc safety provisions for towing and mooring of mobile platforms in shallow sea This standard specifies the safety requirements for towing and mooring of mobile platforms in shallow sea This standard applies to mobile drilling platforms, downhole operation platforms and oil production platforms used for oil exploration in shallow waters of the People's Republic of China.

4.1 Preparation by the Platform Party
The platform party shall make the following preparations for matters related to the platform and towing. 4.1.1 Commission
4.1.1.1 The towing contract shall be signed with the tugboat operator at least three days before the towing. 4.1.1.2 Before the departure, the platform party shall issue a formal towing notice to the tugboat operator, which shall include at least: a) the name of the tugboat operator; b) the name of the towed platform; c) the planned departure date: d) the name and geographical coordinates of the starting point and the end point: Approved by China National Petroleum Corporation on June 23, 1998 and implemented on November 1, 1998
e) the name of the platform party and the signature of the responsible person.

4.1.1.3 The half-tugboat party shall provide the tugboat party with the following information: a) basic data of the platform;
b) certificate of suitability for towing of the platform.
4.1.2 Before the tugboat party engages in the Greek navigation operation, the platform party shall submit a written declaration of suitability for towing inspection to the local ship inspection agency. 4.1.3 Certificates and information
Before the towing operation, the platform party shall prepare the following certificates, documents and information for the platform: a) Platform main business license (copy); ) Platform nationality certificate and ownership certificate; c) Safety certificate; d) Load line certificate; e) Tonnage certificate; f) Oil pollution prevention certificate; g) Lifting equipment certificate; h) Radiotelegraph, rear certificate and radio station license; i) Platform insurance policy;

4.1.4.1 Towing equipment shall meet the following requirements
) Long-cable (chain) cutting, each type of long-cable sinking pair, towing triangular eye breaking pair, spare towing main eye plate pair and suitable unloading torque:||t t||) Before towing, the towing winch, towing pile, towing cable, fairlead, fixed towing pin, towing self-eye plate, unloading and cable collection device should be away from the line and ensure that

) Check and test the system to make sure that the windlass, brake, chain stopper, anchor chain, etc. are in good condition. The anchor tension and clamp chain jump should show the actual value. Anchors and mooring ropes should be equipped according to actual needs: b) The mooring ropes should be equipped according to the specifications and quantity of the normal operation. 4.1.4.3 The watertight system meets the above requirements:) The buoy is damaged and the structure is not damaged; b) The water gate, water window, water balance door, sounding hole, and other doors of the platform should be closed and locked: the air inlet and outlet should be unobstructed and should be able to be closed in an emergency state; ) All manifold doors and seabed valves in the pipe system should be closed and can only be opened when the entire system is working: all valves, covers and stop valves of the injection pipelines in the cabin should be closed, 1.1.4.4 The lifting device of the self-elevating platform should meet the following requirements: ) The pile legs should be in the position specified in the towing state and be effectively fixed to the ground: 2

b) The torque of the hydraulic motor or electric motor must meet the specified requirements; ) There should be a dedicated person in charge of the lifting control room;
d) The deep-water tower should be in the upper limit position and effectively fixed. 41.4.5 For a bottom-mounted platform with anti-skid piles, the anti-skid mechanism should be in the upper limit position, the hydraulic pin should be released, the manual pin should be inserted, and the platform should be fixed with a pile block.
4.1.4. Individual life-saving equipment should meet the following requirements: a) The lifeboat equipped on the platform should be in good condition; the life jacket should be within the validity period; the rescue jacket should meet the requirements of SY5747; each person should be equipped with a set of cold-proof life jackets for winter towing and stored in a convenient place; b) The portable radio station, radio position beacon and life signal, and the rope throwing device on the lifeboat should be equipped as required and kept in good condition.
4.1,4,7 Fire-fighting facilities shall meet the following requirements: a) Water fire-fighting is in good condition; b) Fixed fire-fighting system is within the validity period of the inspection; c) Mobile fire-fighting equipment shall be equipped according to the design; other fire-fighting tools shall be complete and regular; d) The sandbox shall be filled with the specified sand, and the fire-proof clothing shall be placed in the specified box. 4.1.4.8 Navigation signals shall meet the following requirements: a) The national flag, wind shield and ball used for daytime navigation shall be intact; b) The red, white and red tube signal lights, open frame top red lights, ship lights, left and right harbour navigation lights, etc. used for night navigation shall be in good condition; c) The air (chip) shall be intact and the signal shovel shall be in good condition; d) Other lights on the platform shall not affect the navigation light signals. 4.14-9 The main equipment should meet the following requirements: a) The main and auxiliary engines of the platform should be in good condition and the fuel quick closing valve should be tested for functionality before sailing; b) The emergency generator set should be in good condition and tested for manual and automatic start and grid connection; ) The power distribution board should be in good condition:
d) The emergency lighting system should be in good condition;
t) The air compressor system should be in good condition;
f) The pumps and piping systems in the pump room and the emergency drainage system should be in good condition; g) The communication equipment should be in good condition;
h) The alarm equipment should be in good condition.
4.1.4.10 The fixing of movable loads shall meet the following requirements: a) Ordinary derricks can be tightened with guy ropes; movable derricks must be locked in the towing position; movable derricks should be laid down and fixed; the traveling system or top drive device should be fixed:
) The crane arm, combustion arm, and well capping device should be placed on the bracket as required and should be tightened; c) During towing, the oil and gas gathering and processing systems on the oil platform should be wired, the crude oil storage tanks (tanks) should be emptied, the tanks should be cleaned and tested for explosion, and they should meet the explosion-proof requirements;
d) The movable loads such as winter drill bits, drilling tools, tools, steel plates left on the deck and drilling platform should be fixed: movable items such as tea cups and thermoses in the toilet, canteen, warehouse and each living room should be placed as required; e) Measure and calculate the liquid volume in each tank and the platform solid movable load and its placement position. 4.1.4.11 For the purpose of towing, the equipment for plugging leaks shall include: a) oxygen and acetylene gas; electric welding, gas welding and gas cutting tools: SY 6346-1998 b) ordinary marine welding tools of at least two sizes: some cast iron welding rods; c) angle steel, steel plate, waterproof canvas, rubber sheet, square wood, wood, nails, etc. of appropriate specifications; d) elastic turnbuckle, jack, water glass, cement, quick ten agent, sand, etc. of appropriate specifications. 4.1.4.12 Other equipment of the platform shall meet the following requirements: a! 4 watertight flashlights and 4 portable safety lights; b) navigation equipment and instruments shall be in good condition; c) platform special operation record book, emergency drill record book, oil pollution record book, platform manager chip and radio log, etc.; d) sufficient fuel, food, fresh water, etc. 4.1.4.13 The stability of the platform shall meet the following requirements: a! The platform shall be in a non-heeling state: in special cases, the inclination angle shall not be greater than the requirements of the operation manual; b) Before towing, the stability calculation of the platform shall be carried out, and the calculation results shall meet the design requirements. 4.1, 4.14 Before sailing, an escape and fire drill shall be carried out in accordance with the requirements of the platform emergency plan. 4.1.5 Towing Fitness Inspection
Before towing, the platform shall obtain a "Towing Fitness Certificate" issued by the ship inspection agency. 4.2 Preparation by the Towing Party
The Towing Party shall make the following preparations for the tugboat and related towing matters. 4.2.1 Towing plan
The tugboat operator shall formulate a towing plan before the tugboat is towed and send it to the towing platform for comments. The plan shall include: a) Names of the towing platform and the towed platform; b) Estimated date of towing; c) Names of the starting point and the end point and geographical silk marks; d) Track description; c) Voyage, economic speed and sailing time; 1) Selection of sheltered anchorages along the way (if necessary); g) Technical performance of the main tugboat and escort vessel; ) Technical specifications of towing rigging and connection methods; 1) Marine meteorology, Requirements of sea conditions and other conditions; Towing emergency plan:
k) Name of tugholder and date of issuance of person in charge 4.2.2 Application and report
4.2.2.1 Before the platform tows, the tugholder shall submit a written application for towing suitability inspection of the main tugboat and escort vessel to the local ship inspection agency.
+.2.2.2 Before the platform tows, the tugholder shall report the platform's planned towing period and the geographical coordinates of the starting and ending points to the local port supervision agency in writing, and handle the procedures for issuing navigation warnings or navigation notices. 4.2.3 Certificates and information Before engaging in towing operations, the tugboat operator shall prepare the following certificates, documents and information for the main towing vessel and escort vessel: a) Business license of the towing operator (copy); h) Certificate of nationality and ownership of the vessel; c) Classification certificate of the vessel; d) Safety certificate; e) Load line certificate; g) Oil pollution prevention certificate; h) Lifting equipment certificate; 634G-1998

1) Other certificates and information related to ship life-saving, fire-fighting and structure, 4.2.4 Inspection by the Contractor
4.2.4,1 The towing equipment shall meet the following requirements! ε) One main towing cable, one spare towing cable and a towing cable that is compatible with the triangular eye plate used by the platform; b) Before towing, the towing machine, towing cable, towing agent, etc. shall be inspected to ensure they are in good condition. 4.2.4.2 The mooring system shall meet the requirements of 4.1.4.2a). 4.2.4.3 The main engine and propulsion system should operate normally. If there is a hull with a thrust system, it should be ensured to operate normally. 4.2.4.4 Sufficient fuel, food, fresh water, etc. should be prepared for towing. 4.2.4.5 The inspection of the ship's structure, watertightness, stability, important equipment and other systems should comply with the relevant requirements of the "Technical Rules for the Legal Inspection of Seagoing Vessels".
4.2.5 Seaworthiness Inspection
Before the platform tows, the tugboat should obtain a "Certificate of Fitness for Towing" issued by the ship inspection agency. 4.3 Towing Organization!
4.3.1 The tugboat operator shall assume the overall command of the on-site towing and be fully responsible for the towing process. 4.3.2 Except for unmanned towing, the platform operator shall determine the list of personnel participating in the towing, and the total number of personnel on the platform shall not exceed half of the total number of people on the lifeboat.
4.3.3 The platform operator shall designate the person in charge of the platform towing and the towing duty personnel. 4.3.4 The tugboat shall designate the person in charge of towing and the towing duty personnel. 4.3.5 The tugboat shall be fully staffed as required. 4.3.6 An escort ship shall be provided for this towing. 5 Towing
5.1 Towing meetingbZxz.net
Before towing, the tugboat and the platform shall hold a joint towing meeting. 5.2 Determination of towing time
5.2.1 After receiving the "Towage Notice" from the platform, the tugboat shall determine the towing time according to the platform towing performance requirements and the marine meteorological and navigation forecasts.
5.2.2 6 hours before the platform starts towing, the tugboat shall report the platform towing start time to the port supervisory duty room. 5.3 Duty
5.3.! The weather and sea condition forecasts of the sea area through which the platform is towed shall be listened to regularly every day. 5.3.2 A 24-hour shift duty system shall be implemented, and all information transmitted between the parties shall be recorded or recorded. 5.3.3 During normal navigation, the crew shall report the navigation status to the platform once every 2 hours, including: a) geographical coordinates; b) navigation; c) speed; d) force or power; e) description of the navigation status. SY 6346-1998 5.3.4 In case of emergencies during navigation, the crew shall inform each other at any time to take emergency measures. 5.4 Inspection and supervision 5.4.1 Within 1 hour after the platform starts towing, the personnel on duty on the platform shall conduct a full inspection of the platform to confirm that the platform is in a safe state. 5.4.2 The towing platform should be assigned a special person to conduct a patrol inspection every hour, with the following key points: a) Watertightness inspection;
) Active load fixation;
c) Towing system;
d) Navigation signal;
e) Draft and inclination of the four corners of the platform.
5.4.3 During towing, the main tugboat should be assigned a special person to conduct an inspection every hour, with the following key points: a) Navigation status of the main tugboat;
b) Towing system;
) Understanding the navigation status of the escort ship.
5.4.4 During towing, all participating ships and platforms should adhere to the observation system, especially when entering and leaving the port, passing through narrow channels, fishing net areas and navigation restricted areas (safe operation areas), etc., and observation should be strengthened. 5.5 Measures to be taken in case of storms
In case of storms, the following should be done:
a) Use the "KG" line to calculate the load distribution in the floating state to meet the stability requirements of storm towing. 1) Before the storm arrives, the platform should be towed to the predetermined sheltered area: When there is no time to take shelter in the sheltered sea area, the center of gravity height of the platform should be adjusted quickly to meet the requirements of towing in the storm. r) The platform should close all watertight doors and windows, and keep in touch with the tugboat and escort ship at all times; the platform personnel should wear life jackets and be in emergency status at any time.
5.6 Termination of towing
5.6.1 At the end of towing, the platform party and the tugboat party shall sign a certificate of completion of the towing task. 5.6.2 The platform party shall report the name and geographical landmark of the new location of the platform to the competent environmental protection authority of the sea area. 5.6.3 The tugboat party shall report the end of towing to the port supervision authority of the sea area. 6 Relocation
6.1 Letter of authorization
6.1.1 Before relocation, the platform party shall sign a relocation contract with the tugboat party. 6.1.2 Before relocation, the platform party shall issue a relocation notice to the tugboat party at least 3 days in advance, and the content of the notice shall comply with the requirements of 4.1.1.2.
6.2 Preparation
6.2.1 The preparation of the platform party shall comply with the requirements of 4.1.4 (excluding 4.1.4.10c)). 6.2.2 The preparation of the tugboat shall meet the requirements of 4.2.4. 6.3 Operation
6.3.1 The platform operator shall strictly follow the operating procedures. The weight of the platform's active load shall be calculated, and a placement diagram shall be drawn after fixing: the shifting draft is allowed to be larger than the draft during dry towing, and shall not exceed the allowable draft value of the platform under heavy load conditions; the mobile 6

6.3.2 The shifting operation shall be carried out under good marine weather and sea level, generally with a Beaufort wind force of less than 6, a wave height of less than 1m, and good visibility.
6.3.3 The platform and the tugboat shall designate a person to be responsible for the shifting operation. The tugboat shall strictly implement the shifting plan, and the participating personnel shall obey the command of the tugboat.

7.1 Commission 3

The inspection shall be approved by the platform manager and safe measures shall be taken. 9.4 In winter, the personnel on duty shall take all necessary measures. 9.5 When the platform is at sea, there shall be a tugboat capable of towing the platform for complete expansion. 6346—1998

And take prompt measures according to the requirements of the emergency plan to control the expansion of the accident and protect the accident site. 10.2 The classification and grading, reporting and statistical requirements of shallow water mobile platform accidents shall comply with the provisions of the "Reporting and Statistical Requirements for Offshore Oil Operation Accidents"; the classification and grading of ship accidents shall comply with the relevant regulations of the Ministry of Transport of the People's Republic of China. 10.3 The investigation and handling of accidents that occur when the platform is being towed or moored shall comply with the requirements of the "Maritime Traffic Safety Law of the People's Republic of China".
