Construction Standard [1992] No. 353
According to the requirements of the State Planning Commission's Document No. [1986] 250, the "Design Specifications for Small Oil Depots and Gas Stations" jointly formulated by China Petrochemical Corporation and relevant departments has been reviewed by relevant departments. The "Design Specifications for Small Oil Depots and Gas Stations" GB50156-92 is now approved as a mandatory national standard and will be implemented from December 1, 1992.
This specification is managed by China Petrochemical Corporation, and the specific interpretation and other work is the responsibility of the Beijing Design Institute of Petrochemical Corporation. The publication and distribution is organized by the Standard and Quota Research Institute of the Ministry of Construction.

This specification is compiled by the Beijing Design Institute of our head office in accordance with the requirements of the State Planning Commission's Document No. {1986] 250, and is compiled jointly with relevant units. In the process of compiling this specification, the specification compilation team conducted extensive investigations and studies, carefully summarized the practical experience of the design of small oil depots and gas stations in my country, referred to relevant international standards and advanced foreign standards, carried out scientific research and experimental verification work on major technical issues, and widely solicited opinions from relevant units across the country. Chapter 1 General
Article 1.0.1 The design of small oil depots and gas stations must implement the relevant national policies and guidelines, save land and energy, reduce oil loss, prevent environmental pollution, and achieve advanced technology, economic rationality, safe production, and convenient management. For this reason, this specification is specially formulated.
Article 1.0.2 This specification applies to the design of new construction and expansion projects of small oil depots and gas stations.
This specification does not apply to the design of natural cave oil depots, artificial cave oil depots, and oil storage facilities for oil products used in production processes. Article 1.0.3 The fire resistance level of productive buildings and structures in small oil depots and gas stations shall not be lower than Level 2. Article 1.0.4 The fire hazard classification of oil products stored in small oil depots and gas stations shall comply with the provisions of the current national standard "Petroleum Depot Design Specifications". Chapter 2 Small Oil Depots
Section 1
Site Selection
Article 2.1.1 The site selection of commercial small oil depots shall comply with the requirements of urban planning, environmental protection and fire safety, and shall be close to towns and places with convenient transportation. Its location should be upwind of the town's minimum frequency wind direction throughout the year. Article 2.1.2 The site selection of small oil depots affiliated to enterprises shall comply with the requirements of the overall planning, environmental protection and fire safety of the enterprise; and it should be located on the edge of the enterprise.
Article 2.1.3 The site of a small oil depot should not be selected in areas with unfavorable geology such as landslides, faults, landslides, swamp quicksand and mud-rock flows. Article 2.1.4 The design ground elevation of the depot area of ​​a small oil depot should be 0.5m higher than the highest flood level once in 25 years.

Article 2.2.4 The distance between the closed unloading joint of the tank truck for Class A and Class B oil products and the oil tank and oil pump room may not be restricted, but the fire protection distance from other buildings and structures shall be determined in accordance with the requirements for Class A and Class B oil storage tanks. Article 2.2.5 The distance between the zero-level oil tank and the railway unloading operation line to which it belongs shall not be less than 6m: the fire protection distance from other buildings and structures shall be determined in accordance with the requirements for oil tanks in Table 2.2.1 of this code.
Article 2.2.6 Oil tanks should be arranged in a centralized manner. When the terrain conditions permit, the oil tank area should be arranged at a location lower than the oil unloading site and higher than the oil filling site. However, when the ground elevation of the oil tank area is higher than the adjacent residential area, industrial enterprise or railway line, safety protection measures such as strengthening fire dikes to prevent the oil in the depot from flowing out must be taken.
