1 General provisions
1.0.1 In order to unify the calculation method, formula and selected parameters of the design and operation fee of automobile transportation of chemical enterprises, and compare and select transportation plans, this regulation is specially formulated. 1.0.2 These regulations apply to the calculation of design and operation costs of automobile transportation in newly built, rebuilt and expanded chemical enterprises, and do not apply to the calculation of design and operation costs of automobile transportation for infrastructure, administration, life and mining in chemical enterprises.
1.0.3 In addition to complying with these regulations, the calculation of design and operation costs of automobile transportation in chemical enterprises shall also comply with the provisions of the current national and industry standards, specifications and directive documents. 2.1.1 Operation costs

3 Calculation of design operation cost of self-owned automobile transportation
3.1 Operation cost calculation level and cost composition
Operation cost calculation level:
Automobile operation cost is calculated at the level of automobile team or transportation workshop. 2
When making an economic comparison between self-owned vehicles and the consignment mode or other modes of transportation, the enterprise unit operating expenses shall be used for calculation.

3.1.3When the fleet has loading and unloading business, if it is necessary to calculate the operating expenses of each separately, the part that can be directly included should be directly included. The part that cannot be directly included shall be reasonably allocated according to the actual situation.
3.1.4 When calculating the automobile operating fee for transporting a certain part (or type) of goods, other expenses that cannot be directly included should be included in proportion to the freight volume. 3.1.5 For the automobile transportation design operating fee of enterprise reconstruction and expansion projects, only the newly added part shall be calculated. The existing part available for use by the enterprise shall be allocated its net value according to the freight volume or no longer included. 3.2 Calculation of the operating fee of the automobile team or transport workshop The operating fee calculation period is calculated on a monthly basis.
