1 Scope
Unified social credit code data management specification for legal persons and other organizations
GB/T36106—2018
This standard specifies the terms and definitions, data management process of the unified social credit code (referred to as the unified code) of legal persons and other organizations, including data collection, information feedback, data verification, data processing, data concentration, quality control, data security, and quality evaluation. This standard applies to the organization code management agencies, registration management departments, unified code application departments, unified social credit code database (referred to as the unified code database) construction departments, and relevant personnel at the national, provincial (including sub-provincial cities, separately planned cities) and military levels. 2 Normative referenced documents

GB32100, GB/T36105-2018 and the following terms and definitions apply to this document. 3.1

The legal identity code that is unique and unchanging throughout the country for each legal person and other organization. 3.2
Unified social credit code database
unified social credit identifier database A database of basic information on legal persons and other organizations established with unified codes as identifiers. 4 Data management process
The data management process includes data collection, information feedback, data verification, data processing, data concentration, quality control, data security, and data quality evaluation. The data management process is detailed in Figure 1.1

Data processing is carried out in accordance with the principle of completeness, standardization
Registration management departments at all levels should collect unified code data when assigning codes to legal persons and other organizations during the registration process. Data collection should comply with the requirements of GB/T36104. 6 Information transmission
Follow the provisions of 7.5 of GB/T36105-2018. 7 Data Verification
The organization code management department shall, together with the registration management department, establish a unified code duplication and error correction mechanism and information sharing, and regularly report the coding and information feedback situation.
The information returned by the registration management departments at all levels shall be consistent with the registration files and public information of the department. The organization code management department shall conduct data verification and data validity judgment in accordance with the requirements of GB/T36104. The questioned data generated shall be fed back to the registration management department in a timely manner, and the registration management department shall make corrections. The rules for judging data validity are shown in Appendix A.
8 Data Processing
The organization code management department shall process the data in the unified code database in accordance with the principles of complete, accurate, standardized and normalized data items.
9 Data concentration
After receiving and summarizing the information feedback data from the registration management departments at the same level, the provincial (including sub-provincial cities and independently planned cities) organization code management departments shall accurately, completely and promptly report the data to the national organization code management department to realize the centralization of the national unified code database and form a national unified code database. The provincial organization code management department shall report the data within the same time limit as the day when the information feedback data from the registration management department is received. 2

Organization code management departments shall establish a data quality control system and carry out technical management activities throughout the life cycle. The questioned data fed back by the application department in the application link shall be promptly fed back to the registration management department for verification. 11
Data security
In accordance with the requirements of relevant national laws, regulations and technical standards, establish an applicable network information security management system to ensure data security. Attention should be paid to content security protection, especially the security protection of personal privacy content. 12
Data quality evaluation
12.1 Integrity evaluation
According to the requirements of GB/T36104, evaluate the degree to which data elements are assigned values 12.2 Accuracy evaluation
According to the public information of the registration management department and the application feedback, evaluate the degree to which the data accurately represents the true situation of legal persons and other organizations.
12.3 Consistency evaluation
According to the association between data items, evaluate whether the data is inconsistent with the data used in other specific contexts. The evaluated associations include but are not limited to:
The association between the unified social credit code and the registration management department code and organization code; the association between the registered address and the administrative division; the association between the business scope and the economic industry; the association between the economic type and the name of the shareholder or investor; the association between the registration management department name and the registration management department code; the association between the competent unit and the competent unit code. 12.4 Timeliness evaluation
According to the public information of the registration management department and the application feedback, combined with the data items of the last update date, evaluate the accuracy of the data in time changes.
