The fixed asset investment project code system is the basic investment management system clearly stipulated in the "Opinions of the CPC Central Committee and the State Council on Deepening the Reform of the Investment and Financing System" (Zhongfa 2016118), "Government Investment Regulations" (State Council Order No. 712) and "Enterprise Investment Project Approval and Filing Management Regulations" (State Council Order No. 673). Making good use of project codes is the statutory obligation of project units and the statutory responsibility of relevant departments. The project code generated by the National Investment Project Online Approval Supervision Platform (hereinafter referred to as the Online Platform) is the only identity identifier for the entire construction cycle of the project. It is the basic means for all relevant departments to strengthen collaborative management and improve service levels. It is also an important tool for project units to quickly obtain government management and service information and efficiently promote project work. It strongly supports the approval, supervision and service work of government departments. This document is designed in accordance with the basic principles and methods of information coding in national standards. National Fixed Asset Investment Project Code Coding Specification GB/T40058—2021
This document specifies the composition, coding procedure, coding rules, application fields and maintenance methods of fixed asset investment project codes. This document is applicable to the standardized management of various types of fixed asset investment project codes. 2 Normative Reference Documents

The project type is determined based on whether the project is confidential and the main construction content of the project. The National Investment Project Online Approval and Supervision Platform is a comprehensive project management service platform built on the Internet and the National Electric Power Government Extranet, and consists of a central platform and a local platform. 4.1 Structure requirements
The project code consists of 4-digit time code, 6-digit area code, 2-digit central business guidance department code, 2-digit project type code, 5-digit random code and 1-digit check code. Each code segment is connected by a horizontal line, totaling 21 digits. For specific examples, see Appendix A, and the code structure is shown in Figure 1.

Check code consists of 5 Arabic numerals, ranging from 0 to 9, and is calculated and determined according to the first 19 digits according to the check code calculation method. 5 Project code generation
5.1 Application for project code
The project unit must apply for the project code through the corresponding online platform before handling the first administrative procedure. Central projects apply through the central platform; local projects apply through the local platform. 5.2 The assignment of project codes shall meet the following requirements. Before assigning codes, the coding agency shall provide consulting services on development plans, industrial policies, etc. to the project units, and help the project units screen and eliminate problems in the interim report to avoid repeated codes for a single project. b) The coding agency shall not assign project codes to projects that are clearly prohibited by laws, administrative regulations, and relevant plans and industrial policies.
) The central platform for non-confidential projects generates project codes based on the coding decision and basic project information. The coding agency for confidential projects is responsible for generating project codes in a network environment that meets national confidentiality requirements: d) The coding agency shall ensure that one project corresponds to one project code. 5.3 Project code identification
Perform according to the following requirements
a) After the project code is generated: Generate a unified project code identification as a transmission carrier for the project code. The project code logo is a picture with a fixed format, see Figure 2. Sichuan uses the project code logo one-dimensional code to query project information such as project name, project code, project status, etc.
b) Project status includes "coded (F), pending project establishment (B), established project (L), started (K), completed (J), code expired (S), abnormal (Y)",The project status in the project code identification is expressed in English letters as follows: 1) Coded (F): refers to the online platform information showing that the project has only obtained the project code through the online platform, and has not completed any procedures: Pending project approval (B): refers to the online platform information showing that the project has completed at least one approval procedure, but has not completed the approval (project proposal, feasibility study or preliminary design), approval or filing: 2) Project approved (1): refers to the online platform information showing that the project has completed the approval (project proposal or feasibility study), approval or filing: 3) But has not started construction: 4) Started (K): refers to the online platform information showing that the project has started construction, but has not been completed: 5) Completed (J): refers to the online platform information showing that the project has been completed; GB/T 40058—2021
Code expiration (S): refers to the online platform information showing that the project code has expired and is unavailable; if after the project is coded, the project is no longer implemented due to subjective reasons, changes in objective conditions or policy adjustments, the project status is set to code expiration: Abnormal (Y): refers to the online platform information showing that the project has an abnormal situation after obtaining the project code, such as not submitting approval information within 1 year after coding, and not submitting construction information within 2 years after project establishment.

6 Application of project code
6.1 Scope of application of project code
Project approval, verification, filing and other approvals, investment plans, fund allocation, public resource transactions, bidding, supervision and inspection, post-evaluation, administrative processing, administrative penalties, information disclosure, etc., all involving the use of project names, should be marked with project codes in the corresponding documents, and the project code identification should be added. The relevant information in the above behaviors should be uniformly collected on the online platform through the project code, and information sharing should be achieved among various departments.
6.2 Project code verification
6.2.1 When accepting investment project approval matters, the application management department should verify the project information through the online platform. Applications without project codes or that have not passed the project code verification shall not be accepted and the project unit shall be informed: For the accepted interim reports, the acceptance notice shall indicate the project code.
6.2.2 The project code is a necessary condition for a legal project, but not a sufficient condition. When the project unit uses the project code to carry out related work, the applicant should use the project code to learn about its basic situation and legal information to prevent risks. 6.3 Collection of approval information
The application management department is encouraged to timely collect the receipt, acceptance, handling, and completion information of approval matters through the online platform. After the project approval matters are completed, the completion opinions, the number title of the approval document, the project unit, the investment amount and other key information of the approval document and the electronic version of the approval document should be collected in a timely manner. Relevant information should be exchanged to the online platform in real time. 6.4 Sharing approval results
After the project code is completed, the application management department should obtain the approval results of other departments collected on the online platform through the project code as the basis for approval of the department. The approval results that can be obtained through sharing will no longer be repeatedly provided by the project unit. 6.5 Collecting project supervision information
When the project supervision department carries out project supervision work, the supervision and law enforcement results information should be uniformly collected to the project code, and the relevant information should be exchanged to the online platform.
6.6 Querying project handling information
The project unit can query the project approval information through the project code to obtain the project approval results. It can supervise the project by querying the project handling information.
