GB 17265—1998
This standard is specially formulated to ensure the filling safety of liquefied gas cylinders and to regulate the safety and technical conditions of liquefied gas cylinder filling stations in various industries.
This standard is closely related to GB14193-93 "Regulations on Filling Liquefied Gas Cylinders". The former makes specific provisions on the construction requirements, personnel conditions, plant equipment, safety facilities, management system and other aspects of liquefied gas cylinder filling stations; the latter, on the basis of the former, makes more detailed requirements on the safety and technical protection of liquefied gas cylinder filling stations. The formulation of this standard is mainly guided by the "Regulations on Safety Supervision of Gas Cylinders" promulgated by the Ministry of Labor in December 1989, and quotes some national standards and industry standards that have been promulgated and implemented in my country. It is hoped that relevant personnel will implement the cited standards while implementing this standard. This standard is formulated for the first time in China. Since no relevant international and foreign standards have been found, it is only written based on the current national conditions. Considering the introduction of advanced technology, the development of the gas cylinder filling industry and the requirements of aligning with international standards, it is hoped that relevant personnel will pay attention to collecting relevant information for the purpose of revising and republishing this standard.
This standard is proposed by the Ministry of Labor of the People's Republic of China. This standard is under the jurisdiction of the National Technical Committee for Standardization of Gas Cylinders and is responsible for its interpretation. The drafting units of this standard are: Calcium Carbide Plant of Jilin Chemical Industry Co., Ltd., Fertilizer Plant of Jilin Chemical Industry Co., Ltd., and Beijing Chemical Experimental Plant.

3.5 Regularly report the safety and technical management status of the filling station and the main problems existing to the local boiler and pressure vessel labor department. 4 Basic conditions for filling stations
4.1 Before the construction of the station, it must be reviewed and approved by the relevant government departments in accordance with the provisions of the "Regulations on the Safety Management of Hazardous Chemicals" promulgated by the State Council.
4.2 It must be reviewed and accepted by the boiler and pressure vessel safety supervision agency of the provincial and municipal labor departments, and the registration procedures must be completed before it can engage in gas cylinder filling.
4.3 It should have a complete set of facilities and factory buildings such as filling equipment, pipelines, etc. that are suitable for the type of liquefied gas to be filled. 4.4 The management system for ensuring filling quality and safety shall be equipped and established according to the following contents: a) National standards, regulations, procedures and other professional technical data related to the gas and gas cylinders being filled. b) Safety operating procedures, job operation methods and job responsibility system. c) Safety technical management records of equipment, instruments, electrical appliances, gas cylinders, etc. d) Before filling the gas cylinder, confirm the type of medium in the cylinder and conduct residual pressure test, purity analysis of the remaining medium, weight inspection and weight re-weighing system after filling.
e) Filling record management system.
f) Regular inspection or testing system for equipment, safety accessories, instruments and measuring instruments. 4.5 The filling station must be equipped with corresponding facilities for replacing, detoxifying, discharging or recycling the residual liquid of flammable, toxic and other liquefied gases in the cylinder according to the characteristics of the gas being filled. The discharged residual gas and liquid must meet the requirements of the relevant provisions in TJ36. 4.6 Fire extinguishing equipment and other fire-fighting equipment suitable for the gas being filled shall be configured according to the specific requirements in GBJ140. 4.7 A permanent organization for emergency rescue and fire fighting that is appropriate to the type and scale of the liquefied gas to be filled shall be established, and emergency response measures and emergency equipment and facilities shall be available. : 4.8 The station shall be equipped with gas analysis and detection instruments and an operation room dedicated to the repair or replacement of gas cylinder accessories. 4.9 The filling station shall set up safety signs in conspicuous places inside and outside the station according to the specific provisions of GB2894 based on the characteristics of the gas. 5 Personnel conditions of the filling station
5.1 The station must be equipped with a technical person in charge who has more than three years of experience in filling station work and has a technical title of engineer or above (including engineer).
5.2 A full-time or part-time safety officer with a high school degree or above and qualified professional technical training from the competent department of the industry shall be equipped. 5.3 A certified gas cylinder inspector who has received special technical training and passed the assessment by the local labor department must be equipped to be responsible for the inspection of gas cylinders before filling. bzxz.net
5.4 Gas cylinder filling personnel must be certified personnel who have received professional and technical training from the local labor department and obtained certification qualifications, and there must be no less than two filling personnel per shift.
5.5 The station should be equipped with an appropriate number of gas analysis and gas cylinder accessory maintenance personnel who have received professional and technical training from the local labor department or the competent industry department.
6 Filling station plant and equipment conditions
6.1 The fire resistance level of the plant building, the fire protection distance within the plant area, the safe passage and the fire water consumption and other safety and fire protection conditions must comply with the specific provisions of GBJ16.
6.2 The temperature of the filling room, gas cylinder storage location and liquefied gas storage tank plant should generally not exceed 30℃, and ventilation, sunshade, rain and snow protection, lightning protection, static electricity conduction and over-temperature prevention facilities should be set up. 6.3 Gas cylinder filling stations with a filling volume of 40L or more (including 40L) should have a platform dedicated to gas cylinder loading and unloading. If gas cylinders are stored on the platform, the following should be done: a) Empty bottles and full bottles must be separated and clearly marked. 103

b) A passage with a width of not less than 2m must be left on the platform. 6.4 The design, manufacture, installation, use, inspection and management of pressure vessels for gas pressurization, separation, storage and metering must comply with the "Regulations on Safety Technical Supervision of Pressure Vessels", "Regulations on Inspection of In-use Pressure Vessels" and "Regulations on Registration and Management of Pressure Vessel Use". At the same time, the above-mentioned containers must be equipped with accurate, safe and eye-catching liquid level display devices and reliable anti-overloading and overpressure facilities. 6.5 The installation and testing of liquefied gas transmission pipelines and the selection of pipeline accessories and valves must comply with the provisions of GBJ235, and the corresponding color markings must be sprayed on the pipelines according to the type of medium and the relevant requirements of HGJ34. 6.6 The type and size of the filling joints shall comply with the provisions of Appendix A of GB15383--94. 6.7 The station should be equipped with weighing instruments equal to the number of its filling joints. The weighing instruments for re-inspection and filling should be used separately. The equipped weighing instruments should meet the following requirements:
a) The maximum weighing value of the weighing instrument shall not be greater than 3 times the actual weight of the gas cylinder (including the weight of the cylinder and the weight of the liquid), and not less than 1.5 times.
b) The accuracy of non-automatic weighing instruments shall meet the medium accuracy grade requirements specified in JJG1003; the accuracy of fixed electronic weighing instruments shall meet the grade 3 weighing grade requirements specified in GB7723. Liquid chlorine and liquid nitrogen gas filling stations with a daily filling volume of more than 10 bottles should be equipped with weighing scales with automatic self-cutting function when overfilled.
6.8 The accuracy of various pressure indicators installed on pipelines and equipment should not be lower than grade 1.5. 6.9 The filling room should be equipped with an interlocking device that can simultaneously cut off the gas source when the gas cylinder is overfilled. 6.10 Filling stations for toxic and flammable gases shall be equipped with corresponding gas concentration monitoring and alarm devices. 6.11 In addition to being fully equipped and intact, all the instruments, meters, and safety accessories such as pressure gauges, safety valves, etc. installed on the metering, monitoring, alarm and equipment pipelines in the station shall be regularly inspected and calibrated in accordance with the relevant provisions of the "Regulations on Safety Technical Supervision of Pressure Vessels", "Regulations on Inspection of In-use Pressure Vessels" and GB14193.
7 Special safety technical requirements
7.1 Filling stations for toxic liquefied gases
7.1.1 Filling stations for highly toxic liquefied gases must be equipped with a negative pressure operating system that can prevent gas from escaping while filling. 7.1.2 In addition to general mechanical ventilation, the factory building shall also be equipped with emergency exhaust devices. The air discharged containing a large amount of toxic gases must be purified to meet the requirements of the relevant provisions of TJ36. 7.1.3 Containers for storing highly toxic liquefied gases should be installed indoors and equipped with water supply devices that can form water curtains around the containers to prevent sudden accidents from causing toxic gas waves.
7.1.4 Filling personnel must be equipped with corresponding gas masks according to the toxic characteristics of liquefied gases. At the same time, special personnel should be assigned to regularly check and replace the above-mentioned gas masks and gas filter canisters.
7.1.5 First aid medicines should be available in specially designated places and regular inspections should be assigned to prevent failure. At the same time, reliable communication means and conditions for rescuing and transporting poisoned personnel should be provided. 7.2 Filling stations for filling flammable gases
7.2.1 The division of fire and explosion hazardous areas within the factory area, the design of transformers, substations and control rooms, the selection of electrical equipment and devices, and the mechanical exhaust conditions and other safety technical requirements must comply with the specific provisions of GB50058. 7.2.2 A safe exhaust device with sufficient pressure relief area must be installed in the filling plant in accordance with the specific provisions of GBJ16. For gases with a filling weight less than that of air, the pressure relief exhaust device should be installed at the top of the room; for gases with a filling weight greater than or equal to that of air, a mechanical exhaust device should be installed near the ground in the plant.
7.2.3 The installation and acceptance of electrical equipment in the station must comply with the relevant provisions of GBJ232. 7.2.4 The station should be equipped with flame arresters suitable for different types of motor vehicles. 7.2.5 Operators should wear anti-static clothes and shoes without iron nails on the bottom, and should avoid using maintenance tools that may produce sparks. 7.3 Filling stations filled with corrosive gases
7.3.1 The equipment, pipelines, valves, connectors and seals in the station should be made of corresponding corrosion-resistant materials according to the corrosiveness of the gas being filled. 10.

7.3.2 The pressure indicator installed on the equipment and pipeline system should be of corrosion-resistant diaphragm type. If a common pressure gauge is used, the inspection cycle should not exceed 6 months.
7.3.3 For filling stations that are used to fill liquefied gas cylinders that react with water to form highly corrosive media, a dry environment should be maintained at all times, and facilities for drying equipment, pipelines, valves, and gas cylinders should also be available. 7.3.4 When operating in the station, operators should wear reliable labor protection equipment to prevent acid and alkali burns. 7.4 For filling stations that are used to fill two or more of the above-mentioned types of liquefied gas cylinders, the relevant safety technical conditions for filling the corresponding types of liquefied gases must also be met. 7.5 In order to prevent overfilling of gas cylinders, all types of liquefied gas filling stations must adopt the method of weighing and filling each bottle at the same time; it is prohibited to fill gas cylinders directly from storage tanks or tank trucks without weighing. 103
