Chemical Industry Standard of the People's Republic of China
General Rules for Inspection, Transportation and Storage of Coating Products Subject Content and Scope of Application
This standard specifies the general rules for inspection, transportation and storage of coating products. This standard is applicable to coating products.
2 Reference Standards
GB3186 Sampling of Coating Products
GB/T13491 General Rules for Packaging of Coating Products
3 General Rules for Inspection
HG/T2458-93
3.1 The quality of coating products shall be inspected in accordance with the provisions of the corresponding national standards, industry standards or enterprise standards. 3.2 The inspection of coating products is divided into type (or routine) inspection and factory inspection. Type inspection is a comprehensive assessment of product quality, that is, all technical requirements specified in the standard are inspected. Under normal circumstances, the standard should specify the interval (cycle) of type inspection. In addition, type inspection should be carried out when a new product is initially finalized, when there are major changes in product formula, process and raw materials, when a product is resumed after a long period of suspension, or when the national quality supervision agency requires type inspection. Exit inspection is a routine inspection that must be carried out on each batch of products that have undergone type inspection before they are delivered from the factory. The inspection items of the factory inspection are clearly specified by the product standards. 3.3 The quality inspection department of the manufacturer shall inspect the coating products batch by batch (in intermittent production, products with the same quality and color produced in the same production cycle; or in continuous production, products with the same quality and color produced within a limited time of no more than 24 hours shall be inspected one by one). The manufacturer shall ensure that all products leaving the factory meet the technical requirements of the corresponding product standards, and shall be accompanied by a certificate of conformity, and, if necessary, a product quality certificate, instructions for use and precautions. The quality certificate shall at least include the following contents: product model, name, grade and standard number, a.wwW.bzxz.Net
manufacturer name and trademark;
batch number and effective storage period;
inspection results or proof that the product meets the standard technical requirements, signature of the inspector and special inspection seal;
inspection date.|| tt||3.4 The product shall be sampled in accordance with the provisions of GB3186. After the sample is evenly mixed, it shall be divided into two portions and placed in suitable containers. A label shall be affixed to the container, which shall include: sample model name, production batch number and quantity, sampling date and name of the sampler. One portion shall be sealed and stored for future reference, and the other portion shall be used as a test sample. Samples must be stored in a cool, dry and safe place. The packaging container and seal shall be kept intact during the entire shelf life. 3.5 The receiving department has the right to inspect the product in accordance with the product standards. If it is found that the quality does not meet the technical requirements specified in the standards, the supply and demand parties shall jointly re-take double samples for re-inspection in accordance with the provisions of GB3186. The re-inspection results shall apply to the entire batch of products. If it still does not meet the technical requirements specified in the standards, the product shall be considered unqualified. 3.6 Both the supply and demand parties shall respond to the product The packaging, markings and quantity shall be inspected and verified. If any damage or leakage in the packaging, discrepancies in the quantity, or markings not in compliance with regulations are found, the relevant departments shall be notified in a timely manner for handling. 3.7 When a dispute arises between the supply and demand parties over product quality, the product quality supervision agency may conduct arbitration inspection. Approved by the Ministry of Chemical Industry of the People's Republic of China on June 29, 1993 and implemented on April 1, 1994
4 General Rules for Transportation and Storage
HG/T2458-—93
4.1 The transportation and storage of coating products shall be carried out in accordance with the regulations of the relevant departments. 4.2 Before transportation and storage of the product, check whether the packaging method (including outer packaging) and container materials comply with the regulations of the transportation department and GB13491 General Rules for Packaging of Coating Products. It should also be checked before and after transportation and storage. Check whether the packaging container is damaged, whether the lid is tight and leak-free. 4.3 When transporting and storing products, they must be classified according to their properties, stacked in batches, and the first-in-first-out principle should be followed. 4.4 When loading and unloading products, be cautious and careful to avoid damage to the container due to collision or falling. During transportation, it should be protected from rain and sunlight, avoid collision, and comply with the relevant regulations of the transportation department. 4.5 When storing products, they should be kept ventilated, dry, and protected from direct sunlight. When the temperature is too high in summer, appropriate cooling measures should be taken, and appropriate antifreeze measures should be taken for water-based paint in winter. 4.6 When transporting and storing flammable paint products, the relevant fire safety regulations of the Ministry of Public Security must be implemented. Fireworks must be strictly prohibited, fire sources must be isolated, and heat sources must be kept away. Sparks are strictly prohibited during operation, and complete fire-fighting equipment should be set up. When pumping products or pouring tanks, the tanks (tank trucks) and live pipes must be grounded with conductive metal wires to prevent fires due to static electricity accumulation. Storage places should be equipped with lightning protection devices. 4.7 The effective storage period of coating products shall be calculated from the date of production of the product, and the effective storage period shall be specified in the product standards. During the storage period, the product packaging shall not be unsealed and shall comply with the storage conditions. After the storage period, it is necessary to re-test according to the standards. If the results meet the requirements, it can still be used. 5 Others
Any matters not covered in this general rule may be supplemented by relevant product standards. Additional notes:
