Container Equipment Delivery Receipt (EIR) is a voucher for the transfer of equipment by relevant units or individuals during the circulation of containers. Its main contents include recording the container body, status, seals, dangerous goods category, etc., so as to serve as the basis for the division of responsibilities and costs for container damage. Container Equipment Delivery Receipt has been widely used in the process of container transportation internationally, but there is no unified document internationally. The earliest formal equipment delivery receipt in my country was designed and printed by China Ocean Shipping Agency Corporation with reference to the format of foreign documents, and was used in some ports in my country.
This standard is mainly based on the provisions on the format and requirements of container equipment delivery receipt in the "Detailed Rules for the Implementation of the Regulations of the People's Republic of China on the Administration of International Maritime Container Transport", and is formulated in combination with the current use of documents in various ports in my country. Appendix A and Appendix B of this standard are both standard appendices. This standard is proposed by the Ministry of Transport of the People's Republic of China. This standard is under the jurisdiction of the Water Transport Management Department of the Ministry of Transport. The drafting units of this standard are: the Institute of Standards and Metrology of the Ministry of Communications, the Institute of Water Transport Science of the Ministry of Communications, China Ocean Shipping (Group) Company, China Ocean Shipping Agency Company, and Shanghai Ocean Shipping Agency Company. This standard specifies the role, printing, content and format of the container equipment interchange receipt (hereinafter referred to as the equipment interchange receipt) during international container transportation, as well as the filling and handover requirements of the equipment interchange receipt. This standard applies to the handover of international container equipment at terminals, yards, and stations, and also to the handover of international container equipment in road and water transportation.

This standard adopts the following definitions.
3.1 EQUIPMENT CONTROLLER means the owner of the container.
3.2 CNTR.USER
means the cargo owner or cargo owner's agent, or the responsible party who signs a container use contract with the container management unit. 3.3 CNTR.HAULIER
means the inland carrier entrusted by the cargo owner or cargo owner's agent and other entrusting parties. 3.4 SEAL means the mark of a closed heavy box made of metal or plastic, with a steel stamp number on it. 4. The role and printing of the equipment handover form
4.1 The role of the equipment handover form
The equipment handover form is the certificate for the handover of container equipment between the container management unit, the container user/container transporter and the terminal (yard, station) operator, and records the status of the container and its auxiliary equipment at the time of handover. 4.2 Printing of the equipment handover form
4.2.1 The equipment handover form is provided by the container management unit. 4.2.2 The equipment handover form is divided into three copies, namely, the incoming equipment handover form and the outgoing equipment handover form, which are: Copy (1): the copy kept by the container management unit;
Copy (2): the copy for the terminal and yard;
Copy (3): the copy for the container user and container transporter; Approved by the State Administration of Technical Supervision on October 9, 1996 and implemented on June 1, 1997

6 Requirements for filling out the equipment handover form

6.1 Contents of filling out the equipment handover form
6.1.1 The container management unit shall fill in: the container user/container transporter, the return/container collection location, the ship name/voyage, the size/type, the operator, the free period, the purpose/status of entering/exiting the site in the equipment handover form for entry (exit). 6.1.2 The container user/container transporter shall fill in: the vehicle brand, the source location, the container number, the bill of lading number, the seal number, the cargo weight, and the dangerous goods category in the equipment handover form for entry.
6.1.3 The terminal (yard, station) handler shall fill in: the date of entry (exit), the inspection record, the container pick-up location, and the container number in the equipment handover form for exit. 6.2 Requirements for filling out the equipment handover form
6.2.1 Each column of the equipment handover form must be filled out truthfully, with clear handwriting and accuracy. 6.2.2 The vehicle license plate column must list the abbreviation of the container transporter and the vehicle license plate. 6.2.3 The entry (exit) date column must use a 24-hour system. 6.2.4 If the container is damaged, the extent and size must be noted. 6.2.5 When signing the equipment handover form, the full name should be written. 7 Requirements for the use of the equipment handover form
7.1 The container management unit fills out the equipment handover form and hands it over to the container user/container transporter. 7.2 The container user/container transporter shall hand over the equipment handover form to the terminal (yard, station), jointly inspect the container, and make a damage record. After the handover, both parties shall sign together.
7.3 The handover of container equipment and the determination of the degree of container damage shall comply with the requirements of GB11601. 7.4 The terminal (yard, station) handler will keep the container management unit copy and the terminal and yard copy, and return the container user/container transporter copy to the container user/container transporter. 7.5 The terminal (yard, station) handler will return the container management unit copy to the container management unit. 7.6 The equipment handover form shall not be changed after it is issued. If any change is required, it must be handled at the container management unit and stamped with the official seal of the container management unit.
