The certificate of origin for export goods is an important certification document for the customs of the importing country to conduct trade statistics, implement quantitative restrictions and differential tariff treatment in international trade. This standard is specially formulated to improve the quality of the "Certificate of Origin of Export Goods of the People's Republic of China", protect the legitimate rights and interests of my country's export goods in international trade, maintain the reputation of my country's certification agencies, and make the certification work of my country's export goods scientific, standardized and standardized. This standard strictly implements the relevant provisions of the "Rules of Origin of Export Goods of the People's Republic of China", "Measures for the Implementation of the Rules of Origin of Export Goods of the People's Republic of China", "Regulations on Issuing the Certificate of Origin of Export Goods of the People's Republic of China" (Trial), and "Measures for the Administration of Electronic Certification of Origin". This standard specifies the various related tasks that must be carried out for issuing the certificate of origin of export goods. This standard gives a scientific definition of the various tasks of the certificate of origin of export goods. This standard classifies each link of the certification work and tabulates each task. 1 Scope
This standard specifies the operational requirements for issuing the "Certificate of Origin of Export Goods of the People's Republic of China" (hereinafter referred to as the general certificate of origin), the "Certificate of Processing and Assembly" and the "Certificate of Re-export". This standard applies to the visa work of the general certificate of origin. 2 Definitions
This standard adopts the following definitions.
2.1 Certificate of Origin
A document that proves the place of production or manufacturing of goods, referred to as certificate of origin. 2.2 Rules of Origin
Laws, regulations and generally implemented administrative decisions formulated by the state to determine the origin of goods. 2.3 Visa Agency
An agency that issues general certificates of origin. Currently, the official agency is the local entry-exit inspection and quarantine agency of the General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China. The visa agencies mentioned in this standard refer to the local entry-exit inspection and quarantine agencies of the General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China. 2.4 Completely Original Products
Products that are produced or manufactured in China using raw materials and parts that are completely of Chinese origin. 2.5 Products with Imported Ingredients
Products that use imported raw materials or parts in the production and manufacturing process. 2.6 Imported Ingredients
Imported raw materials or parts used in the production or manufacturing process of products. 2.7 On-site investigation
The act of sending personnel to production enterprises to investigate and verify the enterprises and the products applying for general certificates of origin in order to verify whether the export products applying for general certificates of origin meet the origin standards.
2.8 Registration
The process of investigation, assessment, registration and filing of enterprises, export products and certificate applicants applying for general certificates of origin by visa agencies. 2.9 Foreign inquiry
The investigation and inquiry of the importing country of goods on the authenticity and accuracy of the general certificates of origin issued by the visa agencies or whether the products under the certificates meet the origin standards. 2.10 Electronic visa
The act of visa agencies reviewing and signing the general certificates of origin transmitted electronically by enterprises through electronic networks. 2.11 Visa investigation
The on-site investigation conducted by the visa agency to the product manufacturer in order to verify the authenticity and accuracy of the product or a column of the certificate during the review and approval of the general certificate of origin. 2.12 Annual review
The annual review conducted by the visa agency on the registered enterprises, registered products and registered certificate applicants who apply for the general certificate of origin in accordance with the relevant provisions and requirements of the "Rules of Origin of Export Goods of the People's Republic of China", "Implementation Measures for the Rules of Origin of Export Goods of the People's Republic of China" and "Regulations on Issuing the Certificate of Origin of Export Goods of the People's Republic of China" (Trial). 2.13 Post-issuance of certificate
General certificate of origin issued after the goods are shipped. 2.14 Re-issuance of certificate
General certificate of origin reissued by the visa agency due to the loss or damage of the original certificate. 2.15 Certificate Change
General Certificate of Origin, which is a document that proves that the goods are processed and assembled only in China due to changes in the actual shipment situation or errors in the certificate content, and is reissued after review and approval by the certification agency. 2.16 Processing and Assembly Certificate
Document that proves that the goods are only processed and assembled in China. 2.17 Re-export Certificate
Document that proves that the goods are re-exported through China. 3 Registration
Enterprises applying for general certificates of origin, export products and certificate applicants must all register. 3.1 Registration of Enterprises
3.1.1 Review of Enterprise Registration Qualifications
Enterprises established in accordance with the law within the territory of the People's Republic of China that enjoy the right to engage in foreign trade, enterprises engaged in "processing with supplied materials", "processing with supplied drawings and samples", "assembly with supplied parts" and "compensation trade" businesses, and foreign-invested enterprises are eligible to apply to the local inspection and quarantine agency for registration procedures. 3.1.2 Review of enterprise registration information
Enterprise registration must provide the following information
a) Completed "Application for Registration Form for Certificate of Origin of Export Goods of the People's Republic of China" (see Table A1 in Appendix A); b) Documents granted by the government department to the enterprise for import and export rights: c) Enterprise business license;
d) General trade: product export contract, domestic purchase and sales contract, letter of credit; e) Processing trade: product production and processing contract; f) "Product Cost Detail Sheet" (see Table A2 in Appendix A); g) Purchase contract and invoice of Chinese origin materials and parts, "Customs Import Goods Declaration Form of the People's Republic of China" (materials are transferred to other factories in China), "Remote Investigation Result Sheet" (see Table A3 in Appendix A) (produced in other places). 3.1.3 On-site investigation of application registration products
After accepting the application, personnel shall be sent to conduct on-site investigation of the applicant enterprise and the declared products based on the information provided by the enterprise and the situation reported by the enterprise. The survey content includes a) the company's production scale, production equipment, production capacity, and business management; b) the product's processing procedures; c) the origin of the raw materials and parts used in the product; d) the origin marking of the product and its packaging and instructions; e) the product's input, materials, production, and shipment records; f) the percentage of the value of the product's imported components in the product's ex-factory price. 3.1.4 Fill in the "Record of Origin Investigation of Export Goods of the People's Republic of China" (see Table A4 in Appendix A) based on the investigation results: 3.1.5 Review the origin standards of registered products 3.1.5.1 Products that meet any of the following conditions are judged as completely original products: a) Mineral products extracted from the territory and continental shelf of the People's Republic of China; b) Plants and their products harvested or collected in the territory of the People's Republic of China; c) Animals and their products bred and raised in the territory of the People's Republic of China; d) Products obtained by hunting or fishing in the territory of the People's Republic of China; e) Marine products and other products obtained from the ocean by ships or other tools of the People's Republic of China and products processed from them; f) Waste and scraps recovered during the manufacturing and processing process in the territory of the People's Republic of China and other waste and old items collected in the territory of the People's Republic of China; g) Products completely processed from the above products and other non-imported raw materials in the territory of the People's Republic of China 3.1.5.2 For products containing imported components, the imported materials must be substantially processed and comply with the provisions of changing the H, S. item number: For products listed in the "List of Main Manufacturing and Processing Procedures of the Origin Standards of Export Goods Containing Imported Components of the People's Republic of China", they must comply with the requirements of the processing list. 3.1.5.3 In view of the fact that Taiwan, Hong Kong and Macao are independent customs areas, materials imported from these three places are regarded as imported components. 3.1.5.4 Materials of unknown origin are regarded as imported components. 3.1.5.5 Products applied for registration and their packaging, instructions and other product-related items and materials shall not have origin marks of other countries or regions outside China. 3.1.6 Review of product registration content
Products that meet the requirements after investigation and review can go through registration procedures. Product registration includes: product name, specifications, model, HS, item number, types of certificates that can be applied for, etc. 3.1.7 For enterprises that meet the registration qualifications, the "Registration Certificate of the People's Republic of China for the Certificate of Origin of Export Goods" (see Table A5 in Appendix A) will be issued. 3.2 Registration of General Certificate of Origin Applicants Registered enterprises must designate a special person to apply for general certificates of origin. General certificate of origin applicants must be authorized by the legal representative of the enterprise and provide the "Authorization Letter of the People's Republic of China for the Certificate of Origin of Export Goods" (see Table A6 in Appendix A). After training and passing the assessment by the visa agency, they can go through the registration procedures for general certificate of origin applicants. 3.2.1 The registration of general certificate of origin applicants must include the following: name, age, gender, education level, ID number, handwriting, enterprise registration number, and applicant certificate number. 3.2.2 Duties of General Certificate of Origin Applicants With the "Certificate of the People's Republic of China for the Certificate of Origin of Export Goods" issued by the visa agency (see Table A7 in Appendix A), they can handle the general certificate of origin business of their enterprise and perform various obligations such as payment on behalf of their enterprise.
3.3 Handling the addition and change of registration content
Registered enterprises must establish records of the input, use, production and shipment of registered products. Changes in the processing procedures and production materials of registered products must be reported to the certification agency in a timely manner. Registered enterprises must go through the new product registration procedures at the certification agency when adding registered products (see 3.1.2 to 3.1.6 for relevant requirements). For registered enterprises that relocate, change their names, change the nature of enterprises, add or replace general certificate of origin applicants, etc., they must be required to apply to the certification agency in a timely manner to change or add registration content. After passing the review, the change or addition procedures will be handled. 3.4 Registration validity period
The registration validity period is based on the registration date. The registration validity period is one year. After the expiration of the period, it will be extended for one year after investigation and review. 3.5 Registration approval procedures
Registration approval must undergo cross-examination and secondary approval. 4 Annual review
4.1 The registration validity period of a general certificate of origin is one year. Annual review must be conducted when the validity period expires. If the annual audit is passed, the annual audit procedures will be handled and the registration validity period will be extended for one year. If the audit is not passed, the registration and visa qualification will be cancelled.
4.2 Audit annual audit materials
The materials that must be provided for the annual audit of the enterprise:
a) Documents granted by the government competent department to the enterprise for import and export rights: b) Enterprise business license:
c) "Product Cost Details" of registered products; d) Purchase contracts, invoices, "Customs Import Goods Declaration Form of the People's Republic of China" (materials are transferred to the factory in China) and other supporting materials for the domestic raw materials and parts used in the registered products:
e) "Authorization Letter for the Applicant of the Certificate of Origin of Export Goods of the People's Republic of China" signed by the legal representative of the enterprise. 4.3 Annual Review Investigation
On-site investigation of registered enterprises and registered products, including: a) Whether the production scale and production equipment of registered enterprises have changed; b) Whether the processing procedures and production materials of registered products have changed; c) The origin of raw materials and parts of registered products; d) The origin mark of registered products and their packaging and instructions; e) The input, use, production and shipment records of registered products; f) The value of the imported components of registered products as a percentage of the ex-factory price of the product. 4.4 The investigators shall fill in the "Annual Review Investigation Record Sheet of the Certificate of Origin of Export Goods of the People's Republic of China" (see Table A8 in Appendix A) according to the results of the on-site investigation. 4.5 For enterprises and products that have undergone annual review, the "Annual Review Passed" or "Annual Review Failed" mark shall be added to their registration materials and electronic files. If the annual review is passed, the registration validity period shall be extended by one year. If the annual review is failed, the registration and visa qualification shall be cancelled.
5 Review of visa application
5.1 Review of visa application materials
The following materials must be provided for visa application
a) "Application for Certificate of Origin/Processing and Assembly Certificate of Export Goods of the People's Republic of China" (see Table A9 in Appendix A); b) General certificate of origin in English; c) Copy of commercial invoice for export goods in English; d) Other materials deemed necessary by the visa agency. 5.2 Review of visa documents
5.2.1 Review whether the applicant enterprise, the product to be certified, and the applicant for general certificate of origin are registered and filed. 5.2.2 Review whether the "Application for Certificate of Origin/Processing and Assembly Certificate of Export Goods of the People's Republic of China" is complete and correct. 5.2.3 Review whether the contents of each column of the general certificate of origin are consistent with the commercial invoice of export goods, "Application for Certificate of Origin/Processing and Assembly Certificate of Export Goods of the People's Republic of China" and other relevant materials.
5.2.4 Review whether the preparation of each column of the general certificate of origin meets the requirements (see Appendix B for the preparation requirements of each column) 5.3 The examination and approval of the general certificate of origin shall be completed within two working days at the latest. The visa agency shall issue one original and three copies of the general certificate of origin, one original and two copies of which shall be submitted to the applicant enterprise, and the other copy shall be archived by the visa agency.
5.4 Issuance of certificate after examination and approval
For enterprises that apply for a general certificate of origin after the goods are shipped due to special reasons, if the reasons are sufficient, a later certificate may be issued. The later certificate shall require the enterprise to provide the goods export declaration form, bill of lading and other information. The actual application date and issuance date shall be filled in the eleventh and twelfth columns of the certificate respectively, and "ISSUEDRETROSPECTIVELY" shall be added in the fifth column. 5.5 Examination and approval of reissued certificate
If the issued general certificate of origin is lost or damaged, the enterprise may issue a reissued certificate within six months from the date of issuance if it requests a reissued certificate. The issuance of a reissued certificate requires the enterprise to fill in the "Application for Change/Reissue of the Certificate of Origin of Export Goods of the People's Republic of China" (see Table A10 in Appendix A), provide a written report and valid evidence. The reissued certificate number must be preceded by "D" in front of the original certificate number, and the reissue application date and issuance date must be filled in the eleventh and twelfth columns respectively. In the fifth column, add "THIS CERTIFICATE IS IN REPLACEMENT OF CERTIFICATE OF ORIGIN NO. DATE D WHICH IS CANCELLED" and stamp "DUPLICATE". 5.6 Review and approval of the change certificate
If the enterprise requests to change the content of the issued general certificate of origin, a change certificate can be issued. The issuance of a change certificate requires the enterprise to fill in the "Application for Change/Reissue of the Certificate of Origin of Export Goods of the People's Republic of China" and return the original certificate. Its certificate number must be preceded by "R" in front of the original certificate number. If the original certificate cannot be returned due to special reasons, the enterprise must be required to provide a written report and valid evidence, cancel the original certificate, add "THECERTIFICATEOFORIGINNO.....·DATED..·..·ISCANCELLED" in the fifth column of the correction certificate, and fill in the change application date and issuance date in the eleventh and twelfth columns respectively. If the goods have been exported, they must also be handled in accordance with the relevant requirements of the later certificate. 5.7 Review and approval of the "Certificate of Processing and Assembly
If the manufacturing process of the goods in China is insufficient and does not meet the requirements of the "List of Main Manufacturing and Processing Processes of the Origin Standards of Export Goods Containing Imported Components of the People's Republic of China", and fails to obtain a general certificate of origin, a "Certificate of Processing and Assembly" may be issued. To issue this certificate, the enterprise must fill in the "Application Form for Certificate of Origin/Certificate of Processing and Assembly of Export Goods of the People's Republic of China" and provide the "Certificate of Processing and Assembly" prepared in English, a copy of the commercial invoice of the export goods prepared in English, and other information deemed necessary by the visa agency. The requirements for the preparation of the "Certificate of Processing and Assembly" are shown in Appendix B.
5.8 Review and Approval of the "Re-export Certificate"
For foreign goods re-exported through China, the "Certificate of Origin of Export Goods of the People's Republic of China" shall not be issued, but the "Re-export Certificate" may be issued. The issuance of the "Re-export Certificate" requires the enterprise to fill in the "Re-export Certificate Application Form" (see Table A11 in Appendix A), the "Re-export Certificate" in English, the goods import and export declaration form, bill of lading or packing list, and a copy of the commercial invoice for export goods. The requirements for filling out the "Re-export Certificate" are shown in Appendix B.
6 Electronic Visa
6.1 Review of the Qualifications of Enterprises Applying for Electronic Visas Enterprises applying for electronic visas must meet the following conditions: a) Have completed the registration procedures for general certificates of origin at the visa agency; b) The products applying for general certificates of origin meet the Chinese origin standards and have completed the registration procedures for general certificates of origin at the visa agency; c) Have personnel who have passed the training examination of the visa agency and obtained the general certificate of origin applicant certificate and obtained the qualification certificate after the electronic visa training; d) Use the unified national organization code (legal person code); e) Have no violations of laws and other relevant regulations in visa work; f) Have the hardware equipment required to carry out electronic visa business. 6.2 Review the information provided by the enterprise applying for electronic visa. The enterprise applying for electronic visa must provide the following information: a) "Registration Form for Application for Certificate of Origin of Export Goods of the People's Republic of China": b) "Application Form for Electronic Visa of Certificate of Origin of Export Goods of the People's Republic of China" (see Table A12 in Appendix A); c) "Guarantee of Electronic Visa of Certificate of Origin of Export Goods of the People's Republic of China" (see Table A13 in Appendix A); d) "Authorization Letter for Electronic Visa Applicant of Certificate of Origin of Export Goods of the People's Republic of China" (see Table A14 in Appendix A). 6.3 Assessment of Enterprises Applying for Electronic Visa
After accepting the application of the enterprise, the enterprise shall be assessed in accordance with the relevant regulations and the requirements of 6.1, and the applicants shall be trained and tested. For enterprises that meet the conditions, the general certificate of origin electronic visa business shall be allowed to be processed.
6.4 Requirements for Enterprise-side Software
Applicants must use the "Enterprise-side Software of Certificate of Origin Electronic Visa System" that has been evaluated and approved by relevant national departments. For enterprises that meet the conditions for conducting electronic visa business after assessment, they shall be allowed to conduct electronic visa business.
6.5 Requirements for visa software
When issuing electronic visas for general certificates of origin, visa agencies must uniformly use the "Certificate of Origin Electronic Visa Management System" that has been evaluated and qualified by relevant national departments, and use the "China Inspection and Quarantine Electronic Business Service Platform" of the General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China for communication. 6.6 Electronic review and verification
6.6.1 Review whether the message sent by the enterprise complies with the relevant regulations and industry standards of the General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China. 6.6.2 Verify whether the enterprise has sent the contents of the generated general certificate of origin and related documents to the visa agency by electronic means. 6.6.3 After receiving the general certificate of origin and related documents sent by the enterprise, it is necessary to ensure that the computer system automatically verifies whether the enterprise and products are registered, whether the certificate is duplicated, etc. If there are problems such as the enterprise or product not being registered, the certificate must be returned to the enterprise through the electronic communication platform as soon as possible, and the enterprise is required to go through the registration procedures. 6.6.4 After automatic verification by the system, the general certificate of origin and related documents sent by the enterprise shall be reviewed on the machine in accordance with the relevant provisions of the "Rules of Origin of Export Goods of the People's Republic of China" and the "Implementation Measures for the Rules of Origin of Export Goods of the People's Republic of China" and the requirements for the general certificate of origin system. The review results must be sent to the enterprise's email within two working days after receiving the application. If an error is found, a non-acceptance receipt will be issued, and the details of the error items will be fed back to the applicant enterprise. If the certificate is correct, a correct receipt will be issued. 6.7 Issuance of Certificates
6.7.1 Provide a copy of the export commercial invoice and other relevant information, and the general certificate of origin will be issued based on the "Certificate of Applicant for Certificate of Origin of Export Goods of the People's Republic of China" presented by the enterprise applicant. 6.7.2 When collecting the general certificate of origin, the enterprise applicant must be required to sign the certificate and stamp the Chinese and English seals of the enterprise. If the signature and seal are inconsistent with the registration file, the certificate shall not be issued. 7 Visa investigation
In order to ensure the quality of visa, in addition to product registration investigation, a visa investigation of registered products shall be carried out according to the situation during the visa process. 7.1 Visa investigation situation
In case of any of the following situations, a visa investigation shall be carried out a) The content of the certificate is inconsistent with the attached materials:
b) The name, model, material of the product applied for certification is inconsistent with the registration file c) The product name is not specific and the description is not clear d) The words of origin of other countries or regions outside China appear on the certificate; e) Other situations that the visa agency believes require on-site investigation. 7.2 Contents of visa investigation
a) Whether the product applying for the general certificate of origin is produced in the enterprise; b) Whether the product is registered;
c) Whether the name, model, quantity and H·S item number of the product under the certificate are consistent with the actual goods; d) Whether the processing procedures of the product in the enterprise are complete; e) The origin of the materials and parts used in the product; f) The value of the imported components contained in the product as a percentage of the ex-factory price of the product; g) Whether the product and its packaging and instructions have origin marks of other countries or regions outside China. 7.3 Based on the investigation results, the investigators must truthfully fill in the "Visa Investigation Record of the Certificate of Origin of Export Goods of the People's Republic of China" (see Table A15 in Appendix A), and put forward handling opinions, which will be handled after approval.
7.4 While conducting visa investigations, visa agencies must conduct visa spot checks, and the visa spot check rate shall not be less than 3% of the visa volume. 8.1 When the customs of the importing country inquires about the return of the general certificate of origin issued by our visa agency, we must investigate and verify the questions raised by the other party and reply within 6 months. 8.2 Upon receiving the letter of inquiry about the return of the certificate from the foreign customs, we must first file, number and register the letter, and notify the inspected enterprise to provide relevant information as soon as possible. 8.3 Document review
Call out the registration files of the inspected enterprise and the stub of the inspected certificate, and mainly review the following contents: a) Whether the inspected enterprise is registered;
6) Whether the product under the inspected certificate is registered; c) Whether the product registration status is consistent with the certificate issuance status; d) Whether the content of each column of the inspected certificate is true, and whether there is any alteration or addition. 8.4 On-site investigation
On-site investigation shall be carried out for all products inquired from abroad. On-site investigation shall be carried out on the products under inspection based on the review of registration files, certificate stubs and relevant information. The contents of the field investigation mainly include a) the production scale, production equipment, production capacity and management of the inspected enterprise; b) whether the inspected product is still in production; c) whether the contents of the export declaration, bill of lading and invoice of the inspected product are consistent with the actual shipment; d) the source of raw materials and production process of the inspected product; e) the origin mark of the inspected product and its packaging and instructions; f) the value of the imported components of the inspected product as a percentage of the ex-factory price of the product. 8.5 Reply processing
8.5.1 Fill in the "Overseas Inquiry and Investigation Review Form for the Certificate of Origin of Export Goods of the People's Republic of China" (see Table A16 in Appendix A) truthfully, and write a comprehensive conclusion and handling opinions based on the audit materials and field investigation.
8.5.2 According to the results of the audit and investigation, reply to the outside within 6 months. The "three-level control" system of preliminary review, re-examination and issuance must be implemented for the external reply. 9 File management
9.1 The general certificate of origin file includes three parts: registration file, visa file and return certificate inquiry file. The archives must be managed by a designated person and stored in a special counter and warehouse. The borrowing and destruction of archives must comply with the archive management regulations.
9.2 Management of registration archives
9.2.1 Information included in the registration archives

9.2.2 The registration file materials shall be filed rationally and scientifically with the registered enterprise as the unit and the registration number as the order. 9.2.3 No one shall modify the content of the registration file. If there are special circumstances and the modification is required, it shall be handled in accordance with relevant regulations. 9.2.4 The registration file is only for visa staff to consult and understand the relevant situation. If it needs to be borrowed, it shall be handled in accordance with relevant regulations. 9.2.5 The registration file must be kept for a long time.
9.3 Management of visa files
9.3.1 The materials included in the visa file:
a) Application for various certificates;
b) Copy of commercial invoice for export goods;
c) Copy of certificate;
d) Other relevant materials.
9.3.2 The filing of visa files can be based on the visa volume, and can be filed by time or by registered unit. 9.3.3 Visa files shall not be borrowed without permission. 9.3.4 Visa files are kept for three years and must not be destroyed without authorization in violation of regulations. 9.4 Management of return and inquiry files
9.4.1Information included in the return certificate inquiry file: a) Foreign customs inquiry letter and forwarding letter from the superior competent department: b) "Foreign Inquiry Investigation and Review Form for Certificate of Origin of Export Goods of the People's Republic of China": c) "Product Cost Detail Sheet" of the inspected product; d) Purchase contract, invoice, "Customs Import Goods Declaration Form of the People's Republic of China" (materials transferred to the factory in China) and other copies of supporting materials used in the inspected product:
e) Export invoice, packing list, bill of lading, and goods export declaration copy of the inspected product: f) Copy or photocopy of the external reply letter.
9.4.2 The return certificate inquiry file shall be filed in the order of the reply letter number. For the convenience of management, the letter number shall be added to the file. 9.4.3 The return certificate inquiry file shall be kept for five years. 10 Statistics
10.1 Statistics of the original visa data of the issued general certificates of origin shall be made by computer. 10.2 The statistical contents include: the name of the applicant, the HS item number of the goods (six digits), the mode of trade, the quantity/weight of the goods, the total FOB value of the goods (in US dollars), the final destination/country, the transit country and region, etc.
10.3 The visa agency shall submit the visa statistics and the summary data of the visa goods to the General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China in the prescribed time and in the prescribed manner (see Table A17, Table A18, Table A19 in Appendix A).
11 Management of blank certificates and visa seals
Blank certificates and visa seals shall be managed by designated personnel. Signed and stamped blank certificates shall not be handed over to applicants. The entry and exit of blank certificates shall be registered in a register. Visa seals shall be managed by designated personnel and stored in special counters, and the system of "taking them on duty and returning them after get off work" shall be implemented.
