Comparative testing of consumer products and services refers to testing different products or services of the same type through standard experimental methods, comparing the test results, and then providing the comparison results to consumers for reference. In order to standardize the comparative testing of consumer products, it is necessary to formulate a national standard for my country.
This standard is formulated in accordance with the Guide No. 46 of the International Organization for Standardization and the International Electrotechnical Commission (ISO/IEC) "Comparative Testing of Consumer Products and Related Services - General Principles", and is equivalent to it in terms of technical content and writing format. The test methods specified in this standard shall comply with the requirements of GB/T16760-1997 "General Principles for the Development of Standard Methods for Performance Testing of Consumer Products".
This standard is proposed and managed by the China Institute of Standardization and Information Classification and Coding. This standard describes the basic principles for conducting comparative tests. These principles apply to consumer products, related services and a combination of the two. These principles are beneficial to groups and associations that implement comparative testing procedures. The purpose of this standard is to propose meaningful methods for presenting test results and information to help consumers and others make informed choices that suit their needs. The scope and boundaries of the consumer goods and services to be compared shall be clearly defined and may be based on local, national or international markets. The characteristics of the consumer goods and services tested may be specific or general (the notes in the table provide some, but not all, methods for applying these principles). 1 Scope
This standard specifies the basic principles for the implementation of comparative tests of consumer goods and related services. This standard applies to comparative tests of consumer goods and related services that provide information to consumers. 2 Basic principles
2.1 Selection of consumer goods or services
Unless the selection is limited, the reasonable selection should reflect the consumer goods or services available on the market. 3.1 Test Methods
Test methods should adopt international or nationally recognized standards as much as possible. If these methods are not suitable or there are no such standards, attention should be paid to the reproducibility of the selected test methods. When using test methods that are not internationally or nationally recognized, the national standardization department should be recommended to formulate these test methods into standards. Note: Regarding the test procedures, the provisions of GR16760--1997 should be followed: 3.2 Evaluation of test results
Measures should be taken to minimize the impact of errors or defective samples on the test results. The test results can be notified to the producer (agent/trade representative/importer), and sufficient time should be left for comments before the results are announced. The test results submitted to the producer (agent/trade representative/importer) shall be accompanied by a list of the test methods used and the characteristics tested. If the producer (agent/trade representative/importer) disagrees with the test results, it is recommended that it promptly provide data to prove that the test results are incorrect or abnormal, or that the test piece method used is inappropriate. In the case of abnormal results, the sample can be tested retrograde. If the test results indicate that the consumer product or service is dangerous and puts the consumer at an unacceptable risk, the producer (agent/trade representative/exporter) and the relevant department shall be notified immediately. 3.3 Expression of test results
The test results shall be expressed truthfully in terms that consumers can understand and in a way that allows consumers to make choices based on their special needs
Regardless of the verification procedure, if major errors are found in the published report, the department shall make timely corrections.
