1 General Principles
1.0.1 This regulation is the review regulation for engineering design documents of the automatic control specialty during the engineering design stage, and is also a guiding document for carrying out design review and verification work. It will play an important role in ensuring the quality of engineering design documents. 1.0.2 This regulation is applicable to the review of engineering design documents of the automatic control specialty, and can also be applied to the review of design documents related to feasibility studies, basic design/preliminary design. 1.0.3 Relevant standards are as follows:

Reviewing work must be carried out in a serious manner in accordance with the "Quality Assurance Procedure for Design of Automatic Control Engineering" (HG/T20636.8) and the contents of these regulations. The reviewer shall jointly study and determine the design principles and design schemes for basic design/preliminary design with the designer, and implement them correctly in engineering design. The scope of the review work of the auditor shall include the following contents: various design documents:
design calculations;
3 design conditions submitted for each discipline.
2.1.3 The auditor shall participate in the discussion and research of design principles, design schemes and major technical issues, and guide and help designers and auditors solve difficult technical problems. He shall be primarily responsible for the correctness and rationality of design schemes and major technical issues. The scope of the auditor's review work shall include the following contents: 1 design principles, design schemes and major technical issues; 2 major design calculations;
3 important detection, control systems and safety interlocking systems; instrument engineering cost control.
2.2 Handling of review opinions
2.2.1 During the review work, if the opinions of the designer and the auditor cannot be unified, the auditor shall make the decision; if the opinions of the auditor and the auditor cannot be unified, the auditor shall make the decision. 2.2.2 For major design schemes and technical issues, if necessary, the design manager shall be asked to make a decision, and confirmation from relevant parties shall be obtained.
2.3 Review Record
After reviewing the design documents, the reviewer shall truthfully fill in the "Design Document Review Record" for the designer to modify and supplement, and as the basis for design quality assessment. 143
Basic Requirements for Review
3.1 Design Principles and Design Schemes
3.1.1 The design principles and design schemes of engineering design shall be consistent with the basic design/preliminary design, meet the requirements of the design contract and the user, and shall be fully and correctly reflected in various design documents. 3.1.2 If the design principles and design schemes of engineering design are inconsistent with the basic design/preliminary design, they must be approved by the original approval department and confirmed by the user.
3.2 Standards and Specifications
3.2.1 The standards and specifications used in engineering design must be the latest version and shall meet the requirements of the superior competent department and the user.
3.2.2 If the standards and specifications used are to be indicated in the design documents, the names and standard numbers of the standards and specifications shall be listed.
3.3 Depth of content of design documents
3.3.1 The composition and content depth of engineering design documents shall comply with the provisions of "Composition and preparation of engineering design documents for automatic control specialty" (HG/T20637.1) and "Regulations on the depth of engineering design documents for automatic control specialty" (HG/T20638). If the content of certain design documents is cancelled or simplified, the integrity of the design documents must be guaranteed and the requirements of the construction department and users must be met.
3.3.2 The content depth of design documents for foreign-related engineering projects shall comply with the standards provided by foreign businessmen and the content depth requirements stipulated in the contract.
3.4 ​​Submission and acceptance of documents
3.4.1 During the engineering design process, the content of design documents submitted and accepted by the automatic control specialty must comply with the requirements of "Typical Conditions Table for Engineering Design of Automatic Control Specialty" (HG/T20639.2). And it can meet the requirements of relevant specialties and this specialty to carry out design work.
3.4.2 The submitted and accepted design documents must be signed by the design and verification levels, and if necessary, the reviewer must also sign. The accepted design conditions must be reviewed and signed by the reviewer. 3.5 Instrument Engineering Cost Control
3.5.1 The cost of the instrument equipment and materials included in the design documents should not exceed the estimated value of the instrument engineering, and should meet the requirements of the instrument engineering cost control of the general contracting project. 3.5.2 When reviewing the design documents, if the increase or decrease of the instrument equipment and material costs is involved, the confirmation of the engineering cost control department should be obtained.
4 Review content of various design documents
4.1 Review of text documents
4.1.1 The text description of text documents should be fluent, rigorous and clear, concise and easy to understand, and highly targeted. The description content should comply with the relevant provisions on the preparation of design documents. 4.1.2 The verification of INST.101 instrument design regulations shall include the following contents: 1 The detection, control and interlocking systems and their instruments are correctly selected, implemented reliably, economical and practical, and meet the requirements of process operation control:
2 The instrument installation method, protective measures and installation materials meet the requirements of the device environment; 3 The instrument connection size meets the requirements of pipelines, pipeline materials and equipment specialties; 4 The quality standard, usage and reliability of instrument power meet the needs of the device. 4.1.3 The review of INST.101 instrument design regulations shall include the following contents: 1 It meets the requirements of the relevant contents of the commencement report; 2 It meets the provisions of "Preparation of Instrument Design Regulations" (HG/T20637.3). 4.1.4 INST.102 The verification of instrument technical specifications shall include the following contents: 1 The instrument technical description and the provisions on business, general inspection and technical documents submitted by manufacturers meet the requirements of the project; bZxz.net
2 The standards and specifications for the manufacture of various instruments and instrument materials, product inspection and testing, as well as the provisions on spare parts, consumables, marking, packaging and transportation meet the requirements of the project. 4.1.5INST.102The review of the instrument technical manual shall include the following contents: 1The contents of the manual shall meet the requirements of the project; 2It shall meet the requirements of "Preparation of Instrument Purchase Order" (HG/T20637.5). 4.1.6INST.103The verification of the instrument construction and installation requirements shall include the following contents: 1The methods of instrument construction, inspection, testing and engineering construction procedures shall be clear, correct and feasible, and shall meet the actual situation of the project:

4.2.1 The form and content of various form-type documents shall comply with the "Typical Forms for Automatic Control Engineering Design" (HG/T20639.1) and relevant design document preparation requirements. The content of the form should be complete, without omissions, and no spaces should be left. If there is a space without content to be filled in, a horizontal line should be drawn to indicate that there is no content to be filled in. 4.2.2 The verification of INST.200A design file directory, INST.200B (design file) homepage, and INST.200C (design file) index should include the following content: 1 The content of the design file directory, homepage, and index should be consistent with the content of the design file and meet the requirements for retrieving the design file.
2 The content filled in is complete, accurate, and correct. 4.2.3 The review of INST.200A design file directory should include the following content: 1 The engineering design documents are complete and meet the requirements of the design contract and relevant regulations. 4.2.4 The verification of INST.201 instrument index shall include the following contents: 1 The instrument loop shall be used as a unit, and the instrument position number, purpose, name, supplier department and relevant design document number of all the detection and control systems of the project shall be filled in in the alphabetical order of the measured variables; 2 The instrument position number, purpose and name shall be consistent with the relevant "Instrument Data Sheet", and the relevant design document number shall be consistent with the corresponding design document number; :
3 The instrument position number shall be consistent with the instrument position number indicated on the "Pipeline Instrument Flowchart" (P&ID). 4.2.5 The review of INST.201 instrument index shall include the following contents: 1 The instrument position number, name and purpose as well as the composition of the instrument loop shall be consistent with the relevant design documents. 4.2.6 The verification of INST.202 instrument data sheet shall include the following contents: 1 The instrument position number, purpose and name shall be consistent with the instrument index; 2 The process and mechanical data shall be consistent with the "process material balance sheet", "pipeline naming sheet", "boundary condition sheet", "control valve and flow meter parameter sheet" or "instrument design condition sheet"; 3 The measuring range, accuracy and technical performance shall meet the process operation requirements; 4 The explosion-proof and shell protection level shall meet the requirements of the use environment; 5 The connection dimensions of the instrument with the pipeline and equipment shall be consistent with the relevant design documents of the pipeline and equipment 147
6 The power supply and gas source standards of the instrument are correct and meet the requirements of HG20509-92 and HG20510-92 standards; 7 The instrument supporting accessories are complete.
4.2.7INST.202The review of the instrument data sheet shall include the following contents:1The instrument shall meet the requirements of the detection, control loop, process operation and use environment;2It shall meet the requirements of the instrument inquiry and procurement;
3The key instrument use pressure, temperature and protection level shall meet the process operation requirements. 4.2.8INST.203The verification of the alarm interlock setting value table shall include the following contents:1The instrument position number and purpose shall be consistent with the "Instrument Index" and "Instrument Data Sheet";2The normal value, alarm value and interlock value of the process operation shall be consistent with the "Process Manual", "Control Principle" and "Main Control Instructions" or "Process Alarm Interlock Condition Table";3The alarm value and interlock value shall meet the process operation control requirements to ensure normal and safe production operation. 4.2.9 The verification of INST.204 cable list and INST.205 pipe and cable list shall include the following contents; 1 The technical performance of cables, pipes and cables, junction boxes and conduits shall meet the requirements of the use environment, and their numbering shall comply with the requirements of "Numbering of instrument auxiliary equipment and cables, pipes and cables" (HG/T20637.8); 2 The specifications of cables, pipes and cables and conduits shall meet the requirements of the corresponding instrument circuits. 3 The length of cables, pipes and cables, the starting and ending terminal (connector) numbers and the length of conduits shall comply with the requirements of "Instrument Location Diagram", "Instrument Cable (Pipeline Cable) and Bridge Layout Diagram" and "Field Instrument Wiring Diagram". 4.2.10INST.206 The verification of the nameplate table shall include the following contents: 1 The instrument position number, annotation content, installed instrument panel (box) number, etc. shall be filled in with the instrument panel (box) as the unit. The instrument position number and annotation content shall be consistent with the "Instrument Index" and "Instrument Data Table"; 2 The annotation content shall generally not exceed 16 bytes; 3 If necessary, the material, size, color of the nameplate and the font size and color of the annotation shall be indicated. 4.2.11INST.207 The verification of the instrument insulation heating table shall include the following contents: 1 The instruments and pipelines of insulation heating, as well as the insulation heating method and type, etc., shall, in principle, be consistent with the design of the pipeline material specialty:
2 The insulation heating installation diagram and the selection of the insulation box shall meet the requirements of the use environment and ensure the normal operation of the instrument.
3 The insulation heating method shall comply with the requirements of the "Pipeline Material Design Regulations". 4.2.12 The verification of INST.208 instrument air distributor table shall include the following contents: 148

2The materials of the instrument air distributor and instrument air pipe shall meet the requirements of the use environment; 3. The drawing number of the "Instrument Location Diagram" where the instrument air distributor is installed is correct; 4The specifications and length of the instrument air pipe shall meet the requirements of the corresponding connected instrument. 4.2.13 The verification of INST.209 instrument installation material table shall include the following contents: 1 Instrument installation materials shall comply with the provisions of "Instrument Installation Material Statistics" (HG/T20637.7), and shall be divided into 10 categories of materials such as auxiliary containers, electrical connectors, pipe fittings, and pipes for statistics, and the design, spare and purchase quantities shall be listed: 2 The code, name and specification, material, standard number or model and actual quantity of the material shall be consistent with those shown on the "Instrument Installation Drawing", "Cable Table", "Pipe and Cable Table" and "Instrument Air Distributor Table"; 3 All types of instrument installation materials shall meet the requirements of instrument installation connection and use environment. 4.2.14 The review of INST.209 instrument installation material table shall include the following contents: 1 Comply with the requirements of technical documents for instrument installation material procurement; 2 The variety, specification, quantity and quality of the materials shall meet the requirements of instrument installation. 4.2.15INST.210 The verification of the cable table in the control room shall include the following contents: 1 The technical performance of the cable shall meet the requirements of the use environment and construction and installation, and its number shall comply with the requirements of "Instrument Auxiliary Equipment and Cable, Pipe and Cable Number" (HG/T20637.8): 2 The cable specifications shall meet the requirements of the corresponding instrument detection and control circuit, and there shall be a certain amount of spare cores for multi-core cables;
3 The cable number, model, specification, length, cabinet (panel) number, terminal row number and terminal number shall be filled in correctly and consistent with the relevant design documents.
4.2.16INST.211 The verification of the cable tray table shall include the following contents: 1 The cable number, name, model, specification and length shall be consistent with the "Control Room Cable Table" and "Cable Table";
2 The spare length of the cable shall comply with the requirements of "Statistics of Instrument Installation Materials" (HG/T20637.7); 3 The total length of the cable tray shall comply with the relevant regulations of the cable manufacturer. 4.2.17INST.213 The verification of the instrument purchase order shall include the following contents: 1 The filled-in contents shall be complete and clear, consistent with the contents of the relevant design documents, and meet the requirements for purchasing instruments and instrument materials;
2 The purchase date shall meet the requirements of the project construction schedule; 3 It shall meet the requirements of "Preparation of Instrument Purchase Order\ (HG/T20637.5).149
4.2.18INST.213 The review of the instrument purchase order shall include the following contents: 1 It shall meet the requirements of procurement and project construction schedule. 4.2.19INST.214 The verification of the instrument condition table shall include the following contents: 1 The contents of the condition table shall be complete and clear, consistent with the contents of the relevant design documents, and can meet the design requirements of all relevant disciplines;
2 The dimensions and installation positions of the cable tray and field instruments are correct and reasonable, which is convenient for construction, installation, operation and maintenance;
3 The layout of the control room , building standards, lighting and air conditioning, etc., are correct and reasonable and meet the requirements of relevant standards and specifications;
4 The resistance drop of throttling devices, various flow meters and control valves meets the requirements of this major and system major; 5 Instrument power sources, such as instrument power supply, instrument air and instrument heating steam, can meet the requirements of this major and related majors:
6 Meet the requirements of "Typical Condition Table for Automatic Control Engineering Design" (HG/T20639.2). 4.3 Review of Drawings and Documents
4.3.1 The size and format, scale, line and section symbols of drawings related to mechanical drawing should be drawn in accordance with the "Mechanical Drawing" (GB4457.15) standard. 4.3.2 According to the provisions of the "Start-up Report" of the engineering project, correctly fill in the contents of the drawing label, and the filled-in contents must be unified, such as: project name, sub-item name, user and contract number, etc. 4.3.3INST.301 The verification of the interlocking system logic diagram shall include the following contents: 1 The logical relationship shall comply with the requirements of "Process Description", "Operation Principle" and "Main Control Description": 2 The graphic symbols shall comply with the provisions of Chapter 3 of "Graphic Symbols and Text Codes for Automatic Control Engineering Design" (HG/T20637.2) on logical diagrams.
