This standard specifies the calculation method of the price index of printed documents, and reasonably determines the collection scope, focus and collection of printed documents.

The following terms apply to this standard.
3.1 Information work institution: an organization engaged in document work and having the functions of processing, analyzing and disseminating information. Such as information institutes, etc. 3.2 Document work institution: an organization whose main functions are to collect, organize, disseminate and use documents. Such as document centers, libraries, etc. 3.3 Printed documents: printed carriers that record knowledge. Such as printed books and serial publications. 3.4 Books: generally refers to documents with no less than 49 pages and consisting of a book-day unit. 3.5 Book price: the price set or recommended by the publishing house (publisher) for the published books without discount. 3.6 Book fees: the book fees actually paid by the information and documentation work agency, including basic pricing, taxes, discounts, service fees, etc. 3.7 Serial publications: printed or non-printed publications, published in batches, usually with numbers or year-month-day sequence marks, and planned to be published regularly or irregularly. Serial publications include periodicals, newspapers and other documents, such as series of reports, academic journals, series of conference proceedings and monographs. 3.8 Serial publication price: the price of serial publications set by the publishing house (publisher). 3.9 Serial publication fees: the serial publication fees actually paid by the information and documentation work agency, including basic pricing, taxes, discounts, service fees, etc.

Price index: the percentage of the price in the reporting period to the price in the base period used as a comparison standard. 3.11 National price index: an index reflecting the price changes of printed documents in a country. 3.12 Local price index: an index reflecting the price changes of printed documents in one or a group of information and documentation institutions. 3.13 Overall price index: an index reflecting the price changes of multiple or all types, disciplines and all printed documents. 3.14 Individual price index: an index reflecting the price changes of printed documents of a certain type, discipline or physical unit. 3.15 Cost index: the percentage of the cost in the reporting period to the cost in the base period used as a comparison standard. 3.16 National cost index: an index reflecting the price changes of printed documents in a country. 3.17 Local cost index: an index reflecting the price changes of printed documents in one or a group of information and documentation institutions. 3.18 Overall cost index: an index reflecting the price changes of multiple or all types, disciplines and all printed documents. 4 Price index and cost index of books
4.1 Books included in the index statistics

4.3 Index subjects
Appendix A lists the 22 basic categories of the "Chinese Library Book Classification" for index subject classification. In addition, children's books and middle and primary school textbooks need to determine the index separately, but no longer be classified by subject. 4. 4 Basis for calculating prices and costs
Prices should come from the national bookstore or publishing and distribution departments. Various price indices can be calculated directly. Costs should be based on the purchase price, including all costs paid in domestic and foreign publishing and distribution departments. Local cost indices should be determined based on individual or group (system or region) conditions and the physical units or categories of documents in the documentation work agency. Calculation of national cost index, overall cost index and individual cost index are based on local cost index. 4.5 Calculation method
Price index and cost index are first classified and counted according to 22 basic categories and special series of children's books and primary and secondary school textbooks. 5.3 Basis for calculating prices and costs

All price indices for serial publications are based on the prices set by the publishing house (publisher): the local cost index for serial publications is calculated based on the total costs actually paid by domestic and foreign distribution departments, and the national cost index, overall cost index, and individual cost index are all calculated based on the local cost index. 5.4 Calculation method
Price and cost data can be collected in full or given through a sample survey of typical cases. Among them, the "periodical group index should be determined as far as possible according to the 22 basic categories of the Chinese Library Classification (see Appendix A). At the same time, statistics should be conducted on foreign and Hong Kong and Taiwan editions based on the language type (mainly Western, general, Japanese, and Chinese). The price index and cost index of domestic editions of periodicals should be calculated separately based on the language type (mainly Chinese, foreign languages, and domestic minority languages), and the open and non-open publication methods. The statistical period is usually one calendar year. The total price of all serial publications divided by the number of types is the average price of serial publications. The average price of the reporting period is divided by the average price of the basic period, and then multiplied by 100%, which is the price index number for the reporting period. The total cost of all serial publications divided by the number of serial publications is the average cost of serial publications.
