With the rapid development of my country's economy, the ecological and environmental problems caused by resource development and industrial production accumulation have become increasingly prominent. Building ecological civilization, developing resource conservation, paying attention to environmental friendliness and consumer friendliness have become important issues related to the national economy and people's livelihood. Promoting green development has become an important direction for governing the country. In order to accelerate the establishment of a systematic and complete ecological civilization system, solve the current problems of my country's green product certification and its labeling, the difficulty in matching industrial policies with fiscal policies, and the difficulty in implementing product renewal and industrial structure adjustment policies, in September 2015, the CPC Central Committee and the State Council issued the "Overall Plan for the Reform of the Ecological Civilization System", which clearly proposed to "establish a unified green product system" and "establish a unified green product standard, certification, labeling and other systems". As the competent department responsible for certification and labeling management, the National Certification and Accreditation Administration is responsible for formulating the "Green Product Certification and Labeling Integration Plan" and establishing a unified "China Green Product" conformity assessment system to promote the construction and implementation of my country's ecological civilization system. RB/T242 Requirements for Green Product Certification Bodies is an important part of the "China Green Product" conformity assessment system. It is formulated based on the relevant contents of GB/T27065-2015 and B/T24040-2008 standards, combined with the relevant requirements of the state to "establish a unified green product system" and "establish a unified green product standard, certification, labeling and other systems". This part refers to GBLT27065-2015 and proposes general requirements for green product certification bodies. Following these requirements is to ensure that green product certification bodies are able to implement green product certification programs in a consistent and fair manner, promote mutual recognition of international and domestic certification results, accept certified green products, better promote industrial structure upgrading and consumption of green-friendly products, and further reduce green international trade barriers. This part can be used as a standard document for approval and can be used as a standard document designated by government departments or other parties. Attached

3 Terms and definitions
The terms and definitions defined in GB/T27000 and GB/T33761 and the following terms and definitions apply to this document. For ease of use, some terms and definitions in GB/T27000 and GB/T33761 are repeated below. 3.1

The organization or individual who has the responsibility to ensure that the certification requirements, including product requirements, are met to the green product certification body. Green product certification scheme green product certification scheme A certification system that applies the same requirements, rules and procedures for specific green products. Legal and contractual matters
4.1.1 Legal Responsibilities
The green product certification body shall be a legal entity, or a clearly defined part of a legal entity, so that the legal entity can assume legal responsibility for all its certification activities. 4.1.2 Certification Agreement
4.1.2.1 The green product certification body shall have a legally binding agreement that provides the client with specified certification activities. The certification agreement shall take into account the responsibilities of the green product certification body and its client. 4.1.2.2 The green product certification body shall ensure that its certification agreement requires its clients to at least: always meet the certification requirements (see 3.5), including making appropriate changes when notified by the green product certification body (see 7.10); a) If the certification applies to continuous production, the certified products shall continue to meet the green product requirements (see 3.6); b) The client makes all necessary arrangements for the following matters: c) 1) Implement evaluation (see 3.3) and supervision (if necessary), including reviewing documents and records, visiting relevant equipment, sites, areas, personnel and the client's subcontractors; 2) Investigation of complaints; 3) Participation of observers when applicable.
d) The client's statement about the certification is consistent with the scope of certification (see 3.8); the client shall not use the results of the green product certification in a way that damages the reputation of the green product certification body, and shall not make statements about the green product certification that the green product certification body considers to be misleading or unauthorized: when the certification is suspended, revoked or terminated, the client shall stop using all advertisements containing green product certification content, take measures required by the green product certification scheme (such as returning the certification documents) and other necessary measures; g) If the client provides a copy of the certification document to others, the document should be reproduced in full or in accordance with the provisions of the green product certification scheme: bzxz.net
h) When the green product certification content is involved in documents, brochures or advertisements, the requirements of the green product certification body or the provisions of the green product certification scheme shall be complied with; the client shall comply with any requirements related to the use of the conformity mark (which may be specified in the green certification scheme) and green product related information;
Note: See GB/T27030, GB/T27023 and GB/T27027. )The client shall keep records of all known complaints related to compliance with certification requirements and provide them to the green product certification body upon request, and:
1) Take appropriate measures for these complaints and any defects found in the product that affect compliance with certification requirements; 2) Document the measures taken.
Note: The green product certification body's confirmation of is usually reflected in the green product certification plan, k) When changes occur that may affect the ability to meet certification requirements, the client shall promptly notify the green product certification body. Note: Examples of changes include:
Changes in legal, business, organizational status or ownership: Changes in organization and management (such as major management, decision-making or technical personnel changes) Improvements to products or production processes,
Contact address and production site;
Important changes in the management system;
- Changes in key stages and key indicators that affect the life cycle of green products. 4.1.3 Use of license documents, certificates and conformity marks 4.1.3.1 The green product certification body shall control the ownership, use and display of license documents, certificates, conformity marks, and any other mechanism indicating that the product has been certified in accordance with the provisions of the green product certification scheme. The use of license certificates and marks of green product certification bodies shall meet the relevant requirements of the green product certification system. The guidelines for the use of certificates and marks licensed by green product certification bodies are shown in GB/T27023. Note: GB/T27030 specifies the requirements for the use of third-party marks. 4.1.3.2 Appropriate measures shall be taken for incorrect references to the green product certification scheme in documents or other publicity or for misuse of license documents, certificates, marks or any other means of indicating that the product has been certified. The measures shall comply with the green product certification system and GB/T27027, including corrective measures, revocation of certificates, issuance of violation notices, and legal measures when necessary. 4.2 Fairness management
4.2.1 Certification activities shall be conducted impartially.
4.2.2 The green product certification body shall be responsible for the impartiality of the certification activities and shall not allow any commercial, financial or other pressures to undermine impartiality.
4.2.3 The green product certification body shall continuously identify impartiality risks. These risks arise from its own activities or various relationships, or from the various relationships of its personnel (see 4.2.12), although these relationships do not necessarily pose impartiality risks to the green product certification body. Note 1: Relationships that pose risks to the impartiality of the green product certification body may arise from ownership, management methods, management, personnel, shared resources, finance, contracts, marketing (including brands), and commissions or other benefits to those who introduce new customers. Note 2: Risk identification here does not refer to risk assessment in ISO31000: 4

4.2.4 When impartiality risks are identified, the green product certification body shall be able to demonstrate how to eliminate or minimize such risks. The mechanism specified in 5.2 shall be able to obtain information in this regard. 4.2.5 The top management of the green product certification body shall make a commitment to impartiality. 4.2.6 The green product certification body and any part of it under the same legal entity and entities under its organizational control (see 7.6.4) shall not: a) be the designer, manufacturer, installer, distributor or maintainer of the certified green products; b) actively or passively provide consulting services to its clients (see 3.2); provide consulting services or internal audits of management systems to its clients when the green product certification scheme requires an evaluation of the client's management system.
Note 1: This does not exclude the following:
The exchange of information that may occur between the green product certification body and its clients (such as explaining inspection findings or clarifying requirements); the use, installation and maintenance of certified products necessary for the operation of the green product certification body. Note 2: "Management system consulting" is defined in 3.3 of GB/T27021-2017. 4.2.7 The green product certification body shall ensure that the activities of other legal entities directly associated with it or associated with its subsidiaries do not undermine the impartiality of its certification activities.
Note: Note 1 in 4.2.3 gives the relationship that may bring risk to the impartiality of the green product certification body. 4.2.8 When other legal entities in 4.2.7 provide or produce certified products (including products to be certified) or provide consulting (see 3.2), the management personnel, review and certification decision personnel of the green product certification body should not participate in the activities of the legal entity. The personnel of the legal entity should not participate in the management, review and certification decisions of the green product certification body. Note, Chapter 6 gives the impartiality requirements for evaluators. Other relevant standards cited in 6.2.1 and 6.2.2.1 give additional requirements 4.2.9 The marketing and quotation of the activities of the green product certification body should not be associated with the activities of the consulting (see 3.2) agency. The green product certification body should not claim or imply that choosing a consulting agency will make certification simpler, easier, faster or cheaper. 4.2.10 Within the period specified by the green product certification body, personnel who have provided product consulting (see 3.2) should not engage in the review and certification decision of the product.
Note 1: A period may be specified in the green product certification scheme. If specified by the green product certification body, the period should be long enough to ensure that the impartiality of the review and certification decision is not affected. It is usually specified as two years. Note 2: Chapter 6 gives the impartiality requirements for evaluators. Other relevant standards cited in 6.2.1 and 6.2.2.1 give additional requirements. 4.2.11 The green product certification body shall take measures to address known risks to impartiality arising from the actions of other persons, institutions or organizations.
4.2.12 All persons (external or internal) or committees in the green product certification body that may affect the certification activities shall exercise their duties impartially.
4.3 Responsibilities and Financial Resources
4.3.1 The green product certification body shall make adequate arrangements (such as insurance or reserves) to bear the liabilities arising from its operations. 4.3.2 The green product certification body shall maintain a stable financial situation and shall have the resources required for its operations. 4.3.3 Green product certification bodies should establish procedures for accepting other conformity assessment results and be responsible for the acceptance decision. 4.3.4 Green product certification bodies should establish a certification quality traceability accountability mechanism to ensure effective traceability throughout the certification process. 4.3.5 Green product certification bodies should establish a green product qualification rate and green product certification quality analysis mechanism and regularly evaluate green product certification programs.
4.4 Non-discriminatory conditions
4.4.1 The policies and procedures followed by the green product certification body and their management should be non-discriminatory. Except as provided in this section, the procedures should not hinder or prevent applicants from applying. 4.4.2 The services of the green product certification body should be open to all applicants whose activities are within the scope of operation of the green product certification body. 4.4.3 The size of the client, the membership of an association or group, and the number of certificates issued should not be used as restrictions on the implementation of certification. There should be no inappropriate financial or other conditions. 5

Note: When there are some principled or obvious reasons, such as the client's involvement in illegal activities, or repeated non-compliance with certification requirements and (or) product requirements in the past and similar situations, the green product certification body may politely refuse its certification application or maintain the certification contract. 4.4.4 The green product certification body shall limit matters related to requirements, evaluation, review, decision and supervision (if any) to the scope of certification. 4.5 Confidentiality
4.5.1 The green product certification body shall be responsible for the management of all information obtained or generated when engaging in certification activities through legally binding commitments. Except for information disclosed by the client itself or agreed between the agency and the client (such as in response to complaints), all other information shall be deemed proprietary information and shall be treated as confidential information. When the green product certification body intends to disclose confidential information to the public, it shall notify the client in advance. 4.5.2 When the green product certification body provides confidential information in accordance with legal requirements or contractual arrangements, the green product certification body shall notify the relevant client or individual of the information provided, except where there are legal restrictions. 4.5.3 Information about the client obtained from sources other than the client (such as complainants, regulatory agencies) shall be treated as confidential information. 4.6 Publicly available information
The green product certification body shall maintain and make available upon request the following information (through publications, electronic media or other means): a) Information on (or relating to) the green product certification scheme, including the evaluation process, rules and procedures for approving, maintaining, expanding or reducing the scope, suspending, revoking or refusing certification;
b) A description of the way in which the green product certification body obtains financial support and general information on the fees charged to applicants and clients; a description of the rights and obligations of applicants and clients, including requirements, constraints or restrictions on the use of the name and certification mark of the green product certification body and the way in which certification conclusions are cited; d) Information on the handling of complaints and appeals procedures; e) Provide an annual quality analysis report on green product certification when required or requested. The quality analysis report includes the progress of green product certification work, the types of certified green products and enterprises and their regional distribution, the analysis of the qualified rate and quality of certified green products, and the evaluation of the green product certification scheme. 4.7 Control of certification risks
Green product certification bodies should have the ability to manage and control certification risks related to consistency, fairness, credibility, etc. related to certification responsibilities, such as effectively identifying and managing the risks of green products meeting certification requirements such as resource conservation, environmental protection, and consumer friendliness. Contents related to certification risks include but are not limited to: a) Legal and regulatory responsibilities;
b) Responsibilities for accepting certification results; c)
Real and perceived fairness:
Certification and evaluation date, certification scheme;
The impact of the testing, inspection, and inspection process on customers and their activities; Sampling schemes during testing, inspection, and inspection; The customer organization being evaluated and its operating environment; Potential risks of not being able to meet the requirements of various green product evaluation indicators at the same time; i)
The perception of stakeholders;
Misleading statements made by certified customers:
Misuse of certification marks and certificates.
