This standard was drafted in accordance with the rules given in GB/T1.1-2009. GB/T13017-2018
GB/T13016-2018 "Principles and Requirements for the Construction of Standard System" is the basic standard of this standard and is used in conjunction with this standard. This standard replaces GB/T13017-2008 "Guidelines for the Preparation of Enterprise Standard System Tables". Compared with GB/T13017-2008, the main changes are as follows:
The "scope" of the standard has been modified;
The terms "enterprise", "system (system)", "basic standard", "enterprise engineering", "enterprise integration" and so on have been deleted (see 3.1, 3.2, 3.5, 3.6, 3.7, 3.8, 3.9, 3.10 of the 2008 version); "enterprise" has been modified. The terms "Enterprise Standard System" and "Enterprise Standard System Table" (see 3.1, 3.2, 3.3, 3.4 of the 2008 version) were revised:
The expression "Enterprise Standard System is mainly based on technical standards, and should also include management standards and work standards" (see Chapter 5, 5.1 of the 2008 version);

This standard provides guidelines for the preparation of enterprise standard system structure diagrams, standard detailed tables, enterprise standard system table preparation instructions, enterprise standard statistical table forms, etc., as well as general methods for preparing enterprise standard system tables, and provides common enterprise standard system reference structure diagrams and typical types of enterprise standard system table examples. 4 Enterprise Standard System Structure Diagram
4.1 Overview
The enterprise standard system structure diagram is a logical block diagram that describes the relationship between the enterprise standard system structure, including the internal and external related environments and the logical relationship of mutual support and coordination among the internal subsystems. According to the actual situation of the enterprise, the enterprise can adopt the functional structure, attribute structure or sequence structure accordingly.
4.2 Functional structure
Generally, the functional structure of the enterprise standard system consists of three subsystems: product realization/service provision standard system, basic guarantee standard system and job standard system, as shown in Figure 1.

4.3 Attribute structure
Usually, the attribute structure of the enterprise standard system consists of three subsystems: technical standard system, management standard system and work standard system, as shown in Figure 2.

Note 1: "Policies and objectives", "laws and regulations" and "basic standards" are the basis and external environment for building the enterprise standard system and belong to the upper-level documents. Note 2: "Policies and objectives" refers to the enterprise standardization policy and objectives, and puts forward the vision, value positioning, implementation strategy and short-term phased goals of the enterprise standardization work.
Note 3: "Laws and regulations" refers to the laws and regulations that enterprises should abide by in the process of production and operation, especially those closely related to standardization, such as personal and property safety, environmental protection, occupational health and hygiene, and labor protection. Note 4: "Basic standards" include national standards, industry standards, local standards, group standards, international standards, etc. In order to reduce costs and improve technical compatibility, enterprises should adopt publicly released external standards; the basic standards adopted by enterprises are national, industry, group, local standards or international standards that have been adopted, planned to be implemented or are being implemented by the enterprise; they are usually not listed separately, but integrated into various related subsystems, and can be listed separately when necessary. Note 5: The line between the "technical standard system" and the "management standard system" represents the interactive constraint between the two. Note 6: The "work standard system" implements the corresponding provisions in the "technical standard system" and the "management standard system" at the same time, and is the lower-level standard under the joint guidance and constraint of technical standards and management standards.

4.4 Sequence structure
According to the actual situation of the enterprise, the standard system structure diagram can be constructed according to the work sequence of the enterprise, product, service, process or project. Sequence structure is generally used for the construction of local standard system, see GB/T13016-2018 for details. 5 Standard Detail Table
The header of the standard detail table describes the different attributes of the standard details and should be set according to the needs of enterprise standardization management; it usually includes serial number, standard system number, subsystem name, standard name, reference standard number, responsible department, implementation urgency, level of determination, standard status, etc. The common format of the standard detail table is shown in Table 1, and related examples are shown in Appendix B, Appendix D, and Appendix E; the standard detail table can be displayed from different dimensions of the standard system structure diagram according to the needs of use, see Appendix E. 8 General methods for compiling enterprise standard system tables 8.1 Overview
Compilation of enterprise standard system tables is a complex task that requires leadership support and participation. With the business department as the main body and the standardization department as the support, through demand surveys, determination of principles and goals, and clear scope boundaries, the standard system structure diagram and standard detail table are compiled, statistical analysis of standard details is conducted, and instructions for compiling the standard system table are written. 8.2 Determine goals and principles
According to the production and operation strategy of the enterprise, formulate the goals of the enterprise standard system construction, determine the principles for building the enterprise standard system, and clarify the principles for the inclusion of standards in the enterprise standard system. 8.3 Define scope and boundaries
According to the goals and principles of the enterprise standard system construction, clarify the scope of the enterprise standard system and define the boundaries of the enterprise standard system. Usually includes:
From the dimensions of business operations, professional fields, product systems, standard types, standard levels, user needs, etc., conduct an in-depth analysis of the enterprise standard system, analyze the boundaries of the enterprise standard system, determine the content scope of the enterprise standard system, and cover business activities, professional fields, product scope, etc.;

According to the construction goals and principles, scope and boundaries, through continuous optimization, select the structural form of the enterprise standard system, and determine the structure of the enterprise standard system step by step. Usually include:
a) Clarify the structural form of the enterprise standard system. You can refer to Appendix A to select the functional mode, integration mode or block mode, or you can adopt the three modes in combination according to the enterprise situation to form a suitable structural form; according to the complexity and characteristics of the enterprise standard system, you can construct the subsystems of the standard system from top to bottom, bottom to top, or a combination of the two;

Setting Principles
The main basis for setting the functional model enterprise standard system structure diagram: Before building a standard system, an enterprise should identify the needs and expectations of stakeholders and the current status of enterprise standardization. It is necessary to analyze the enterprise standard system construction plan, policies, and goals, and comply with laws and regulations, and refer to relevant superior standards: Focusing on the process and the results of the process (product), directly establish a "basic guarantee standard system" and a "product realization/service provision standard system", and then establish a "position standard system" to implement the two systems to complete the realization of all elements of the enterprise standard system. Setting Principles
The main basis for setting the functional model enterprise standard system structure diagram: Before building a standard system, an enterprise should identify the needs and expectations of stakeholders and the current status of enterprise standardization. It is necessary to analyze the enterprise standard system construction plan, policies, and goals, and comply with laws and regulations, and refer to relevant superior standards: Focusing on the process and the results of the process (product), directly establish a "basic guarantee standard system" and a "product realization/service provision standard system", and then establish a "position standard system" to implement the two systems to complete the realization of all elements of the enterprise standard system.
