Project evaluation is a technical and economic activity that systematically and objectively analyzes and summarizes the project's performance, execution process, effectiveness, role and impact after the project is officially completed. Its purpose is to summarize experience, learn lessons, continuously improve project planning and implementation, and provide a scientific basis for the formulation of relevant policies. In order to clarify the content, principles, procedures, methods, institutions and personnel requirements of common post-project evaluation work, this standard is specially formulated.
1 Scope
Project post-evaluation implementation guide
This standard specifies the principles, content, organization and management, evaluation procedures and document preparation requirements for project evaluation. This standard applies to the planning, organization and implementation of various types of project evaluation work. 2 Normative reference documents

3 Terms and Definitions

4.1 Timing of post-project evaluation
The post-project evaluation work should be carried out after the entire project is completed. Conduct, and determine the necessary project use or operation time according to the post-evaluation focus.
Liu-1 For projects with a long duration, wide geographical distribution and complex structure, the post-evaluation of each sub-project can be carried out after the post-evaluation of each sub-project.
To ensure the integrity and credibility of the input information of the post-evaluation, the planning of the project post-evaluation should be involved in the early stage and carried out in parallel with the planning and implementation process of the project.
4.2 Principles of post-project evaluation
4.2.1 Independence
The external project evaluation work shall be carried out by a qualified independent third-party organization, and the internal project evaluation work shall be carried out by other departments of the project implementation or operation department. The project evaluation shall not be interfered with by the project stakeholders. 4.2.2 Targetedness
The evaluation procedures and selected evaluation methods shall be determined according to the specific characteristics of the project, and the project level, type, scale, complexity, etc. shall be comprehensively considered. GB/T 3D339—7013
Elements to ensure that the analysis and conclusions are scientific, appropriate and practical. 4.2.3 Objectivity
The project evaluation process should be based on facts and objectively reflect the actual situation of project decision-making, project management and execution. On the basis of reliable materials and clear data, the evaluation findings and conclusions should be drawn realistically. 4.3 Main stakeholders
The main stakeholders of the project post-evaluation may include investment institutions, project management institutions, project application institutions, and post-evaluation implementation institutions. All parties should actively cooperate, communicate and jointly promote the development of the evaluation work. 5 Post-project Evaluation content
5.1 Basic content
The post-project evaluation organization shall determine the post-evaluation work content according to the specific situation of the project, which shall include project goal evaluation, project process evaluation, project benefit evaluation and project sustainability evaluation. The specific evaluation content of each aspect may need to be increased or simplified. 5.2 Project goal evaluation
5.2.1 Key points of evaluation
Analyze and evaluate the correctness, rationality and practicality of the preset project goals, and judge the degree of realization of the various goals set at the time of project establishment, including two levels of project management goal evaluation and project macro-goal evaluation. 5.2.2 Project management goal evaluation
Compare the goals and main indicators at the time of project establishment, check the actual completion of the project. Evaluate the suitability and realization of the project goals and main indicators.
The evaluation of project suitability is based on the actual implementation and operation of the project, combined with the changes in the project implementation environment and conditions, to evaluate the scientificity and rationality of the project's set goals and main indicators: The evaluation of project achievement mainly clarifies the deviation range between the project's achievements and the goals, analyzes the reasons for the actual deviation, and determines whether the project's achievements meet the requirements of sustainable development. 5.2.3 Project Macro-target Evaluation
Evaluate the degree of realization and deviation of the project's preset macro-targets from a strategic level, mainly examining the actual effect or objective state after the project is completed and the degree of deviation or deviation from the expected level. 5.3 Project process evaluation
5.3.1 Evaluation points
On the basis of reviewing each stage of the project, confirm whether the project implementation process is carried out according to the plan, analyze the important personnel and reasons of the process, as well as the impact on the project implementation effect, and evaluate the management level and work quality of the whole implementation process. It can be divided into project early decision-making stage evaluation, project preparation stage evaluation, project implementation stage evaluation and project application/operation stage evaluation. 5.3.2 Early decision-making stage evaluation
The evaluation content of the early decision-making stage includes the preparation, evaluation and approval of the project proposal, the preparation, evaluation and approval of the project feasibility study report and planned work, as well as its reporting and approval procedures. GB/T30339-2013
The evaluation focuses on the standardization of decision-making procedures, the scientificity and rationality of decision-making conclusions, the quality of various reports, the compliance of unit qualifications and the integrity of data, etc.
5.3.3 Preparation Phase Evaluation
The evaluation content of the project preparation phase includes project team organization and resource allocation, project promotion methods and paths, project work plan, fund raising and management plan, project implementation preparation, etc. The evaluation focuses on the standardization and integrity of various procedures, the rationality of the work plan, the scientificity of resource allocation, the quality of preparation work and the integrity of data, etc.
5.3.4. Evaluation of the implementation phase
The evaluation of the implementation phase includes management guarantee, stage control, funding management, change control, supervision management, trial operation and acceptance, etc. The evaluation focuses on the control measures and effects of project elements, the scientificity and rationality of the guarantee system, the adequacy of the trial operation and the compliance of the inspection work.
5.3.5 Evaluation of the application/operation phase
The evaluation of the application/operation phase includes organizational management, archives, personnel and service management, project operation and change management, and non-project project transition management. The evaluation focuses on the establishment and implementation of the management system, the integrity and systematicness of archived materials, personnel training and service quality control, project maintenance and utilization efficiency, the industrial transformation prospects and effectiveness of non-engineering projects, etc. 5.4 Project Benefit Evaluation
5.4.1 Evaluation Points
On the basis of program evaluation, the effect of project operation is evaluated, and the basis for project sustainability evaluation is provided: it should include project technical evaluation, project final economic benefit evaluation, project social benefit evaluation and project environmental impact evaluation. 5.4.2 Technical Evaluation
The main contents of technical evaluation include project technology selection, expected functional target realization degree, project resource utilization effect, project technical package innovation or application of new technology, etc.
5.4.3 Economic Benefit Evaluation
The economic benefit evaluation may include project financial analysis and project economic analysis for operating projects, and investment analysis, cost analysis and project economic analysis for non-operating projects. 5.4.4 Social Benefit Evaluation
Social benefit evaluation is committed to evaluating the positive role of the project in promoting social and economic development and improving people's lives. The evaluation content mainly includes the social benefits and social impacts of the project. a) Social benefits include the project's contribution to regional economic development and social harmony, the improvement of the quality of life of local residents and the project's contribution to creating employment opportunities, as well as the project's contribution to energy conservation, etc.; h) Social impact includes the project's international and domestic impact, the project's role in promoting international and domestic exchanges, etc. 5.4.5 Environmental Impact Evaluation
The environmental impact evaluation should reflect the actual impact of the project on the natural environment, ecological environment, natural resources, etc. of the region. For projects that are identified as having major environmental impacts in the project feasibility study, the actual environmental impact of the project should also be compared and analyzed with the environmental impact report submitted for approval.
5.5 Project Sustainability Evaluation
5.5.1 The project sustainability evaluation mainly evaluates whether the project can continue to operate and develop on its own, analyzes whether the established objectives of the project can continue to be achieved, and evaluates whether the project can be repeated and implemented in the same way in the future. 5.5.2 Appropriate evaluation indicators should be selected based on the project type, scale, characteristics, and product development, and comprehensively evaluate factors such as social and economic sustainability, environmental resource sustainability, project operation sustainability, management system sustainability, and coordination with similar projects and the region or development. 5.5.3 The content of sustainability evaluation mainly includes analysis of internal factors such as management level, technical level, talent quality, and financial status that affect the operation of the project, and external conditions such as planning, policies, market demand, environmental conditions, and funds. 6 Post-project evaluation organization and management
6.1 Post-project evaluation organization management includes preparing post-evaluation work plans, determining post-evaluation items, issuing post-evaluation tasks, selecting post-evaluation organizations and commissions, and organizing post-evaluation results acceptance. 6.2 The post-evaluation work plan should clearly define the purpose and requirements of the post-evaluation, the selection scope and number of evaluation items, the completion time and cost requirements of the post-evaluation workpieces, the acceptance method of the results, etc. 6.3 The organization responsible for the post-evaluation of the project should establish clear and reasonable business processes, quality benchmarks, quality assurance, self-monitoring and policy improvement management systems based on the relevant laws and regulations of the industry and local governments. 7 Project post-evaluation procedures
7.1 Basic procedures
The project evaluation procedure mainly consists of planning, information collection, summary, analysis and evaluation, preparation of post-evaluation documents and feedback of results, and can be deleted or repeated according to factors such as project scale, requirements of stakeholders, and evaluation period, until a reasonable conclusion is obtained.
The business part of the post-evaluation should be verified and verified to ensure the reasonable certainty of all valid information. 7.2 Planning
The planning work is the final result of forming a formal evaluation work plan, which can be divided into two stages. The first stage is carried out gradually between the announcement and approval of the project. During the project demonstration and establishment period, the scope, content, responsible unit, and node arrangement of the project post-evaluation are preliminarily determined; the first stage should be carried out in the first month of the project implementation period, clarify the post-evaluation model and method, the work that meets the professional evaluation requirements, determine the evaluation index system, and give risk control and quality assurance requirements. 7.3 Information Collection
Through the collection and processing of various internal and external information generated during the entire cycle of project demonstration, approval, planning, implementation, acceptance, etc., the information that can fully reflect the project activities can be collected through document and record collection, on-site investigation and personnel interviews, etc. 7.4 Summarization and Processing
All collected information is sorted and classified to form a summary file such as data reports, and data processing models are selected according to project characteristics and data conditions.
7.5 Analysis and evaluation

The completion of analysis and evaluation shall be in the form of clear post-project evaluation conclusions, which may include: a) analysis and evaluation of the realization of project management objectives and macro-objectives; b) analysis and evaluation of the impact of changes in the project implementation process, original materials, and treatment technologies; r) analysis and evaluation of the project's management capacity and level; d) analysis and evaluation of the impact and sustainability of the project; d) forecast analysis and evaluation of the future development of the project; 3) project experience and lessons learned In the process of analysis and evaluation, in order to verify the information obtained and identify other information needed for analysis and evaluation, on-site investigation and personnel interviews can be used to assist. 7.6 Prepare post-project evaluation documents
After the post-evaluation work is completed, prepare post-project evaluation documents. The project evaluation document should summarize the remaining evaluation work, clarify the evaluation conclusions, truly reflect the results of the post-evaluation of the project, objectively describe the problems found in the post-evaluation of the project, and comprehensively provide countermeasures and suggestions for subsequent development and experiences and lessons for reference for similar projects. 7.7 Feedback and Utilization of Results
After the project evaluation is completed, the evaluation results shall be fed back to the project entrusting party and other relevant parties designated by the entrusting party. After providing the evaluation results, pay attention to obtaining the feedback of the relevant parties on the evaluation results and their utilization effects. The post-project evaluation results can be used in the following ways: Revise the system: through the post-project evaluation results utilization mechanism, establish or revise relevant regulations, systems, standards and other normative documents. Adjust the deviations in the decision-making, planning, implementation and operation of the project; b) Update data: through the post-project evaluation results summary mechanism, update the national and industry, organize the project database information: knowledge management Presentation: The project evaluation mechanism is developed and relevant experience and training are reported for reference by organizations and personnel: (l) Decision-making guide: Through the demonstration mechanism of project evaluation results, guide the decision-making behavior of project approval agencies. Requirements for preparation of post-project evaluation documents
The post-project evaluation document should be prepared in the form specified in the post-evaluation work plan. The document should be concise, accurate and supplemented with necessary charts and illustrations. The data should be detailed, the arguments should be clear, the evidence should be sufficient and the conclusions should be clear. The post-project evaluation document should include the project background, evaluation methods, evaluation content, evaluation conclusions and countermeasures and suggestions and other main contents.
