To the Construction Committees (Construction Departments) of all provinces, autonomous regions, and municipalities directly under the Central Government, the Construction Committees of cities with independent planning status, and relevant ministries and commissions of the State Council:
According to the requirements of the former Ministry of Urban and Rural Construction and Environmental Protection Document (83) Chengkezi No. 224, the "Design Standard for Auxiliary Buildings and Auxiliary Equipment of Urban Water Supply Plants" edited by the Shanghai Municipal Engineering Design Institute has been reviewed and approved as an industry standard, numbered CJJ41-91, and will be implemented from December 1, 1991.
This standard is managed by the Ministry of Construction's Urban Construction Standards and Technology Management Unit, the Ministry of Construction's Urban Construction Research Institute, and its specific interpretation and other work is the responsibility of the Shanghai Municipal Engineering Design Institute. Chapter I General Provisions
Article 1.0.1 This standard is formulated to unify the design of ancillary buildings and ancillary equipment of urban water supply plants (hereinafter referred to as water supply plants) to achieve unified construction standards and control the construction scale.
Article 1.0.2 This standard applies to the design of ancillary buildings and ancillary equipment of newly built, expanded and rebuilt water supply plants.
Article 1.0.3 Water plants are divided into two categories: surface water plants and groundwater plants. The water supply scale is divided into five levels (0.5×104~2×10m/d, 2×104~5×10*m/d, 5×10*~10×10m/d, 10×10*~20×10*m/d, 20×104~50×10m/d). Water plants below 2×10m/d are small-sized water plants, 2×104~10×10m/d are medium-sized water plants, and water plants above 10×10m/d are large-sized water plants.
Data with a range of variation in this standard should be determined by interpolation. Article 1.0.4
Article 1.0.5 In addition to complying with the provisions of this standard, the design of ancillary buildings and ancillary equipment of water plants shall also comply with the provisions of relevant national laws and regulations and standards in force. Chapter II Auxiliary Building Area
Section I General Provisions
Article 2.1.1 The ancillary buildings of the water supply plant shall be arranged according to the overall layout, combined with the site environment, topography, meteorology and geology conditions. The layout plan shall meet the requirements of economic rationality, safety and applicability, and convenient construction and management. Article 2.1.2 The ancillary building area specified in this standard shall be the usable area. Article 2.1.3 The building coefficient of the comprehensive building composed of production and management rooms, administrative office rooms, laboratories and dormitories of the water supply plant can be selected at 55%65%, and the building coefficient of other ancillary buildings should comply with the provisions of Table 2.1.3. Section 3 Administrative Office Space
Article 2.3.1 Administrative office space includes offices, typing rooms, data rooms and reception rooms. It should be built together with production management rooms. Article 2.3.2 For administrative office space, the average area per person (i.e., per staff member) is 5.8~6.5m2.
Section 4 Laboratory
Article 2.4.1 The area of the laboratory should be determined according to the routine water quality test items. According to the scale of the water supply plant, it is generally composed of physical and chemical analysis room, toxicology test room, biological test room (including sterile room), heating room, balance room, instrument room, drug storage room (including drug room), office and changing room.

Article 2.5.1 The maintenance workshop generally includes a machine repair room, an electric repair room, a water meter repair room and a masonry room.
Section 2.5.Article 2 The machine repair room of a water supply plant is divided into two types: medium repair and minor repair. Medium repair mainly repairs components, while minor repair mainly repairs spare parts. The type of repair room should be selected based on the machine repair strength and cooperation conditions of the local water supply company. Independently set up pump stations can be determined according to minor repairs.
Article 2.5.3 The area and capacity of the machine repair room should be determined according to the scale of the water supply plant and the type of maintenance, and should comply with the provisions of Table 2.5.3. Machine repair shop area and staffing table

Article 2.5.4 The auxiliary area of the machine repair room refers to the total area of the tool room, spare parts warehouse, men's and women's dressing rooms, toilets, rest rooms and offices. When the scale of the water supply plant is less than 10×10°m/d, a rest room may not be set up.
Article 2.5.5 When a cold work shed is set up outside the machine repair room, its area can be calculated as 20% to 40% of the workshop area.
Article 2.5.6 Water supply plants with no local water meter repair capabilities and a scale below 10×10°m/d should set up water meter repair rooms, and their area and capacity should comply with the provisions of Table 2.5.6.
