3 Terms and definitions
The following terms and definitions apply to this document.
3.1
Technology business incubator
Technology entrepreneurship service organization that provides physical space, shared facilities and professional services to promote the transformation of scientific and technological achievements and cultivate scientific and technological enterprises.
Note: referred to as incubator.
3.2
Incubatees
Science-based small and medium-sized enterprises that meet the incubation conditions, sign incubation agreements, and obtain space, shared facilities and incubation services within the prescribed incubation period after evaluation and screening by the incubator.
3.3
Incubation service
Service activities in finance, technology, market, etc. provided by the incubator to the incubated enterprises according to their needs.
3.4

Science-based small and medium-sized enterprises that meet the graduation conditions, complete graduation procedures, and achieve phased entrepreneurial success after incubation and cultivation by the incubator.
4 Service guarantee
4.1 Organization
4.1.1 Incubators should establish a professional service team, and the configuration of service personnel should be able to meet the service needs of incubated enterprises.
4.1.2 Incubators should establish departments that undertake entrepreneurial counseling services, technological innovation services, investment and financing services, promotion and docking services, business services, etc. based on the needs of realizing incubation service functions.
4.1.3 Incubators should disclose organizational structure, department or job responsibilities, as well as service guidelines, service processes, complaint handling and other systems or norms.
This standard specifies the service guarantee, general process of incubation services, service provision, evaluation and improvement of technology enterprise incubators. This standard applies to the management and services of technology enterprise incubators; other forms of entrepreneurial incubation institutions can refer to it.

Introduction
As my country's economy shifts from a high-speed growth stage to a high-quality development stage, science and technology business incubators have become an important vehicle for promoting the upgrading of mass entrepreneurship and innovation. In order to improve the service level and efficiency of science and technology business incubators and promote the high-quality development of science and technology business incubators, it is necessary to formulate the national standard "Technology Business Incubator Service Specification". This standard is drafted based on the "National Science and Technology Business Incubator "13th Five-Year" Development Plan" (Guokeban Gao [2017] No. 55) and the "Technology Business Incubators Management Measures" (Guokefa District [2018] No. 300). The definition of the term "science and technology business incubator" used in this standard is given in accordance with the "Technology Business Incubators Management Measures", and the determination of incubation service projects mainly refers to the "National Science and Technology Business Incubators "13th Five-Year" Development Plan".

4.1 Organization
4.1.1 The incubator should establish a professional service team, and the configuration of service personnel should be able to meet the service needs of the incubated enterprises. 4.1.2 Based on the need to realize the incubation service function, the incubator should establish departments that undertake entrepreneurial counseling services, technological innovation services, investment and financing services, promotion and docking services, and business services. 4.1.3 The incubator should make public the organizational structure, department or job responsibilities, as well as service guidelines, service processes, complaint handling and other systems or specifications. 4.1.4 Incubators should establish a sound operation management system and incubation service system, and continuously improve them. 4.2 Service personnel
4.2.1 Service personnel should abide by laws and regulations, professional ethics and professional conduct, be objective and fair, honest and trustworthy. 4.2.2 Professional incubation service personnel should be familiar with relevant national and local laws and regulations and innovation and entrepreneurship support policies, and have received relevant incubation service training or have experience in entrepreneurship, investment and financing, and corporate management. 4.2.3 Entrepreneurship mentors should have the ability to provide professional and practical guidance services to incubated enterprises, and should be appointed by the incubator to be entrepreneurs, investment experts, management consulting experts, technical experts, etc. 4.3 Venues and facilities and equipment
4.3.1 Incubators should have a certain scale of independent incubation sites, and provide special sites, public service sites and facilities and equipment according to the needs of incubated enterprises.
4.3.2 The public service venues and facilities and equipment of the incubator should be set up as follows: a) Product display area: to meet the needs of product display, it should be equipped with exhibition stands, display boards, necessary safety protection facilities, etc., and experience areas, etc. can also be set up as needed;
b) Reception room: to meet the needs of reception, business negotiation, etc., the closed and semi-closed space provided should be equipped with necessary tables, chairs, sofas, etc.; Conference room: to meet the needs of meetings and training, the closed and semi-closed space provided should be equipped with facilities and equipment such as sound amplification equipment and projectors, as well as necessary tables, chairs, podiums, etc.; c) Roadshow area: to meet the needs of roadshows, the activity space provided should be equipped with facilities and equipment such as projectors and sound amplification equipment, as well as necessary tables, chairs, etc.;
e) Incubators with conditions can also be equipped with fitness and entertainment facilities and equipment, restaurants, etc. 4.3.3 Professional incubators that provide professional services to incubated enterprises in specific industrial and technical fields should provide incubated enterprises with professional public technical service platforms that meet their research and development, product trial production, inspection and testing, small and medium-scale trials, etc. 4.3.4 The incubator should have a dedicated person responsible for the reservation, use registration and maintenance management of public facilities and equipment to ensure their normal operation. 4.4

General process of incubation services

The general process includes enterprise recruitment, application acceptance, evaluation and screening, agreement signing, incubation planning, incubation implementation, graduation or persuasion, and graduation tracking. The incubator shall provide services in accordance with the process specified in Appendix B. 5.2 Enterprise Recruitment
The enterprise recruitment process shall include the following: a
The incubator shall publicize and promote its basic conditions, resource integration advantages and service capabilities through media, entrepreneurial activities and other channels; the incubator shall clearly state the incubation conditions and accept consultations from prospective incubated enterprises through various online and offline methods; b)
The incubator shall negotiate with the prospective incubated enterprises to understand the basic information of the enterprise as well as information such as products or services, funds, market, technology, etc., and c)
answer questions of concern to the enterprise;
d) record and archive.
3 Application Acceptance
The application acceptance process should include the following: a)
The intended incubated enterprise submits the "Incubation Application Form" (see Appendix C) and relevant application materials such as business plan, legal person ID card, copy of business license, site requirements, etc. to the incubator through online or offline application channels: the incubator explains to the applicant the service content, incubation period, service and charging standards, rights and obligations of all relevant parties, etc.; b)
The incubator accepts the incubation application and makes corresponding records; c
d) If the application cannot be accepted, the reason should be explained to the applicant and all the materials should be returned. 5.4 Evaluation and Screening
The evaluation and screening process should include the following: After the incubator accepts the application, it shall check the completeness, authenticity, validity, etc. of the materials submitted by the applicant: a

Organize the evaluation: According to the incubation conditions and evaluation procedures, organize the evaluation and promptly feedback the evaluation results; c

5.5 Signing of the Agreement
After the incubator communicates and negotiates with the applicant who has passed the evaluation and reaches a consensus, the "Incubation Agreement" (see Appendix D) shall be signed. The agreement should include the following:

Agreement on the termination of the incubation relationship;

6 Incubation planning
The incubation planning stage should include the following contents: Both parties negotiate on incubation goals, incubation service requirements, resource support, etc.: a)

Graduation or Withdrawal
The graduation or withdrawal process should include the following contents: the incubator organizes an assessment based on the agreed graduation conditions; a)
Issues a graduation or withdrawal notice based on the assessment results; b) Handles the withdrawal procedures;
d) Issues a graduation certificate to the graduated enterprises;
Establishes files for the graduated or withdrawn enterprises.
Graduation tracking
The graduation tracking process should include the following contents: helping graduated enterprises find or arrange suitable development venues, such as accelerators, high-tech zones or other places; a)
Regularly or irregularly visit graduated enterprises to understand the development status of enterprises, collect and analyze enterprise development data, etc.; b)

6.1.1
Training services

7.2.3 When planning and implementing service evaluation, the incubator shall consider the following: a)
Service completion status;
Complaint handling status;

d) Feedback from other relevant parties, etc.
Continuous improvement
7.3.1 The incubator shall identify problems in operation management, service provision, etc. based on complaints, service evaluation results, and evaluation results of the competent authorities, and analyze the causes.
7.3.2 The incubator should determine the improvement goals and content, identify the resources required for improvement, formulate improvement measures, select improvement methods, and continuously improve the quality of incubation services and the satisfaction of incubated enterprises based on the problems existing in service provision and its own development needs. 8
