This part is Part 6 of GB/T 20000. Introduction GB/T 20000.6—2006 This part is modified to adopt ISO/IEC Guide 59:1994 Good practice in standardization (English version). This part is redrafted based on ISO/IEC Guide 59:1994. The technical differences between this part and ISO/IEC Guide 59:1994 are as follows: some expressions in Chapter 1 "Introduction" of ISO/IEC Guide 59:1994 are modified as the introduction of this part; Chapter 1 "Scope" is added to this part, which summarizes the content and scope of application of this part; Chapter 2 "Normative references" is added to this part, and the terms "standardization body", "standards body" and "national standard promotion body" and their definitions are added to this part. Introduction GB/T20000.6—2006 Standards play an important role in commerce and trade between countries and within countries around the world. These standards are developed by international, regional, national and subnational bodies, most of which develop their documents by consensus. With the development of world trade and technical cooperation, standardization bodies have developed some good norms of standard-setting procedures and cooperation models that are generally accepted to be applicable at all levels. The International Organization for Standardization (ISO), the International Electrotechnical Commission (IEC) and the International Telecommunication Union (ITU) are responsible for coordinating the voluntary standardization process at the international level. These bodies are top-level organizations with a broad structure based on the national level (extending to the regional level when necessary). The international system is linked together by cooperation agreements between ISO, IEC and ITU at the international level, and between regional standardization organizations (such as CEN, CENELEC and ETSI in Europe) at the regional level, and through extensive cooperation agreements between the member countries of the three top-level organizations. In the global standardization system, the member countries of the three top-level organizations have the responsibility to ensure consistency and coordination. A national standards body refers only to a member of one or more international top-level organizations and a member of the corresponding relevant regional organizations. There may be many standardization bodies in a country. Therefore, in the descriptions of Chapter 7 and Chapter 8 of this part, the terms "national standards body" and "standardization body" are used to distinguish. The principles provided in this part strive to ensure the openness and transparency of standardization activities as well as the best order, coordination and effectiveness. This part applies to all kinds of standardization organizations and personnel engaged in standardization work. 2 Normative referenced documents The clauses in the following documents become clauses of this part through reference in this part of GB/T 20000. For any dated referenced documents, all subsequent amendments (excluding errata) or revisions are not applicable to this part. However, parties to agreements based on this part are encouraged to study whether the latest versions of these documents can be used. For any undated referenced documents, the latest versions apply to this part. GB/T 20000.1 Guide to standardization work Part 1: Common vocabulary for standardization and related activities (GB/T 20000.1-2002, ISO/IEC Guide 2:1996, Standardization and related activities--General vocabulary, MOD) 3 Terms and definitions The terms and definitions established in GB/T 20000.1 apply to this part of GB/T 20000. For convenience, some terms in GB/T 20000.1 are repeated below. Standardizing body standardizing body recognized body engaged in standardization activities [GB/T 20000.1-2002, definition 2.4.3] 3.2 Standardizing body standards body recognized at the national, regional or international level, whose main function is to formulate, approve or publish standards according to its charter Note: Standards bodies may also have other main functions. [GB/T 20000.1-2002, definition 2.4.4] 3.3 National standards body national standards body Standards bodies recognized at the national level and eligible to become national members of the corresponding international and regional standards organizations [GB/T 20000.1—2002, definition 2.4.4.1] 4 General 4.1 Standardization bodies that comply with the good practice requirements of this part shall inform national standards bodies of their implementation and commitments, the name and address of the standardization body, and the scope of existing and anticipated standardization activities. 4.2 The standardization body shall give full consideration to the comments made by other standardization bodies that also accept this part on the implementation of this part and provide them with adequate opportunities to make comments. The standardization body shall deal with any comments appropriately. 1 GB/T 20000.6—2006 5 Principles of the standards-setting procedure 5.1 The consensus-based standards-setting procedure should control the method of standard setting. Upon request from the relevant parties, the technical working procedure documents of the standardization body shall be provided in a reasonable and timely manner. 5.2 The standard setting procedure should include a clear, practical and convenient complaint mechanism to deal fairly with procedural and substantive complaints. 5.3 The publication of notifications of standardization activities should promptly announce new, ongoing and completed standard setting activities and changes in circumstances through appropriate media so that interested organizations or individuals can comment. 5.4 Upon request from each interested party, the standardization body should promptly provide a copy of the draft standard that has been submitted for discussion. All costs involved, except for postage, should be equal for all interested parties. The standardization body should provide appropriate opportunities for interested parties to review and comment on the draft standard regardless of their location. All comments received (such as requests for explanations of the reasons for deviations from relevant international standards) should be considered and responded to in a timely manner if necessary. 5.5 The adoption of standards should be based on consensus. 5.6 Standardization bodies should review and revise standards regularly and in a timely manner. Any proposal for new work items for the preparation or revision of standards submitted by any organization or individual in accordance with the relevant procedures should be given timely consideration. 5.7 Standardization bodies should publish approved standards in a timely manner and make the publications available to anyone within reasonable time limits and conditions. 5.8 Standardization bodies should archive and maintain relevant documents in the process of standard setting. 6 Principles of Standardization to Promote Trade 6.1 Standardization should meet market needs and promote trade in the widest geographical and economic areas. Standardization should not hinder or restrict trade. 6.2 Standardization should not be used as a means to set prices and exclude competition, nor should it restrict business activities by requiring compatibility, environmental protection, health and safety requirements that are more stringent than technical regulations or other industry or local regulations. 6.3 When international standards exist or are about to be completed, standardization bodies should use international standards as the basis for the development of corresponding national standards or other standards, unless such international standards are invalid or inapplicable due to, for example, insufficient protection levels or basic climatic or geographical factors or basic technical problems. www.bzxz.net 6.4 Standardization should not mislead consumers or other users of the products, processes or services covered by the standards. 6.5 Standardization and adoption should not discriminate against products based on their origin. 6.6 Whenever possible, standard requirements should be expressed in terms of performance characteristics rather than design or description characteristics in order to leave the greatest freedom for technological development. 6.7 Requirements for conformity assessment and conformity marking or other administrative requirements and non-technical issues should be stated separately from technical and performance requirements. 6.8 In exceptional cases, if the reference to patented items is justified for technical reasons, there is no objection in principle to the development of standards with provisions that include the use of patented items covered by patent rights, but the patent holder must make a commitment to negotiate licenses with patent users on a reasonable and non-discriminatory basis. 7 Participation in the standard setting process 7.1 The standardization procedures established by the standardization body should facilitate the participation of directly concerned persons and organizations in the standardization process at all levels. 7.2 In order to coordinate standards on the widest possible basis, the standardization body should actively participate in the activities of relevant international standardization bodies in an appropriate manner within the limits of resources and play an important role in their development or adoption of relevant international standards. 7.3 The participation of countries in standardization activities at the international and regional levels is organized by national standardization bodies. National standardization bodies should ensure that such participation represents national interests in matters related to international standardization activities. 7.4 Participation in national standardization activities should be organized by the standardization bodies and national standardization bodies in accordance with their agreed procedures, which should reflect the interests of all relevant parties in a balanced manner, such as manufacturers, users, consumers, etc. National standardization bodies should provide opportunities for other countries to make comments and cooperate with international and regional standardization organizations. 2 Standardization cooperation and communication GB/T20000.6—2006 8.1 In order to coordinate standards and apply them to the largest possible user group, standardization activities should be actively and voluntarily maintained at the international, regional, national and domestic levels. 8.2 Domestic standardization bodies should actively cooperate with national standard bodies, and domestic standardization bodies should make every effort to avoid duplication or submission of work with national standard bodies. 8.3 Standardization bodies that have made a commitment to comply with this part to national standard bodies should set up consulting departments to provide national standard bodies and other relevant parties with standardization information involved in Chapter 5 and respond to relevant inquiries.
