This standard specifies basic safety requirements for ship certificates and documents, manning and seaworthiness conditions, navigation and operating equipment, signal, rescue, fire, emergency, radio communication equipment, training and exercises, guard ship requirements, safety system, etc. for shallow water oil operations. This standard applies to ships conducting oil operations in shallow waters. 2 Referenced standards

3.2.2 Special operations personnel should be trained and assessed by training institutions approved by the competent authorities and obtain corresponding valid certificates as required by relevant national laws and regulations.
3.3 Documents and Materials
Shallow-water oil operation vessels should be equipped with the following documents and materials: a) Navigation log;
b) Engine log;
c) Radio log;
d) Vessel inspection report;
e) Oil record book;
f) Garbage record book;
g) Voyage certification book;
h) Magnetic compass deviation correction table;

i) Cargo lifting equipment inspection table;
i) Carbon dioxide weighing record;

4 Ship manning and seaworthiness conditions

4.1 Shallow-water oil operation ship manning shall comply with the provisions of the "Minimum Safe Manning Rules for Ships of the People's Republic of China". 4.2 Shallow-water oil operation ships shall operate within the limits of marine meteorological conditions permitted by the valid certificates issued by the issuing inspection agency. 5 Navigation and Operation Equipment
5.1 Navigation Equipment
5.1.1 The following navigation equipment of shallow-water oil vessels shall be equipped and their performance shall comply with the provisions of Chapter 14 of the Technical Rules for Mandatory Inspection of Seagoing Vessels:
a) Magnetic compass;
b) Gyrocompass:
c) Automatic energy meter;
d) Radio direction finder;
e) Radar;
f) Automatic radar plotting device;
g) Satellite navigation receiver;
h) Speed ​​log;
i) Rotation speed indicator;
i) Depth sounder;
k) Depth sounding hammer.
5.1.2 Shallow-water oil vessels shall be equipped with the latest tide tables, navigation notices, navigation aids, distribution maps of offshore structures, nautical charts and necessary navigation books and materials in the operating sea area.
5.2 Anchor system
5.2.1 The anchor winch device of shallow-water petroleum vessels shall comply with the provisions of Part III of the Technical Rules for the Statutory Inspection of Seagoing Vessels. 5.2.2 The weight loss of the anchor shall not exceed 20% of the original anchor weight. 5.2.3 After the anchor chain is assembled, the end of the chain abandoner shall be tightened and the chain abandoner device shall be able to be quickly released. 5.2.4 When the anchor chain, shackle, pin, swivel, etc. are worn more than 10% of the original diameter, they shall be replaced. At least one shackle and four connecting shackles or connecting chain links shall be reserved on board.
5.3 Towing equipment
5.3.1 The towing equipment of vessels engaged in towing operations shall comply with the provisions of Part XVI of the Technical Rules for the Statutory Inspection of Seagoing Vessels. 5.3.2 Towing preparation and towing shall comply with the provisions of SY6346. 6 Signal equipment
The configuration and safety technical requirements of signal equipment of shallow-water petroleum vessels shall comply with the provisions of Part XV of the Technical Rules for the Statutory Inspection of Seagoing Vessels.
7 Life-saving equipment
The configuration and safety technical requirements of life-saving equipment for shallow-water oil vessels shall comply with the provisions of Chapter 12 of the Technical Rules for the Statutory Inspection of Seagoing Vessels. 2
8 Firefighting equipment

8.1 Firefighting equipment for shallow-water oil vessels shall meet the following requirements: a) There shall be a general arrangement diagram on permanent display, which shall clearly indicate: the fire protection areas enclosed by the "A-class division" and "B-class division" of each deck control station, fire detection and fire alarm systems, water devices, fire extinguishing equipment, and the details of facilities such as the access passages to and from each cabin deck. b) The ship shall have a set of fire control diagrams or a copy of this diagram, which shall be permanently placed in a special box with prominent signs outside the deck. C) The configuration and technical performance of firefighting equipment shall comply with the provisions of Chapter 11 of the Technical Rules for the Statutory Inspection of Seagoing Vessels. d) Fireboats shall comply with the provisions of Chapter 20 of the Technical Rules for the Statutory Inspection of Seagoing Vessels. 8.2 In addition to meeting the requirements of 8.1 of this standard, the fire-fighting equipment of shallow-water oil tankers shall also meet the following requirements: a) An approved fixed fire detection and fire alarm system shall be provided, which shall be installed and arranged to detect the occurrence of fire in all accommodation and service spaces.
b) Firefighter equipment in accordance with the provisions of Part 11 of the Technical Rules for the Statutory Inspection of Seagoing Vessels shall be provided, 4 sets for vessels above 2,000 gross tons, 2 sets for vessels between 500 and 2,000 gross tons, and 1 set for vessels below 500 gross tons. c) Spark arresters shall be installed on the exhaust pipes of main and auxiliary engines. 9 Emergency Equipment
9.1 The equipment and safety technical requirements for emergency power supply of shallow-water oil-operating vessels shall comply with the provisions of Part 4 of the Technical Rules for the Statutory Inspection of Seagoing Vessels.
9.2 The equipment and safety technical requirements for power control devices of shallow-water oil-operating vessels shall comply with the provisions of Part 3 of the Technical Rules for the Statutory Inspection of Seagoing Vessels.
9.3 The special arrangement of ventilation system and machinery space of shallow-water oil-operating vessels shall comply with the provisions of Chapter 5 of the Technical Rules for the Statutory Inspection of Seagoing Vessels.
10 Radio communication equipment
The configuration and safety technical requirements of radio communication equipment of shallow-water oil-operating vessels shall comply with the provisions of Chapter 13 of the Notice on the Amendment of the Technical Rules for the Statutory Inspection of Seagoing Vessels.
11 Training and Exercises
11.1 Crew emergency cards shall be placed at the bedside of each crew member, with the names of each crew member and other details and emergency responsibilities. 11.2 Each crew room should be equipped with at least one "Training Manual". The "Training Manual" should include the following contents: a) How to wear life jackets and immersion suits; b) Assembly at designated locations; c) Boarding, launching and leaving lifeboats and rescue boats; d) How to land in lifeboats and rescue boats; e) Disengagement from launching equipment; f) Protection methods and usage of protective equipment in the landing area; g) Lighting of the landing area; h) Usage of all life accessories: i) Usage of all detection devices; i) Illustrated explanation of the use of radio electronic equipment; k) Usage of sea anchor; i) Engine and The use of its accessories;

q) All positions listed in the emergency deployment table and emergency instructions: r) Emergency repair instructions for lifesaving equipment.
11.3 Each crew member should participate in at least one abandon ship drill and one fire drill per month. 11.4 Each abandon ship drill shall include but not be limited to the following actions: a) Use the alarm system; b) Lower at least one lifeboat; c) Start and operate the lifeboat engine; d) Test the emergency lighting system used for assembly and abandonment. 11.5 Except for lifeboats that also serve as rescue boats, lifeboats shall be launched and operated on the water every month. In all cases, each lifeboat shall be launched and operated on the water at least once every three months with the designated operating crew on board: 11.6 The date of the emergency drill, the details of the abandon ship and fire drill shall be recorded in red pen in the logbook 12 Requirements for Guardian Vessels Shallow-water oil operation vessels undertaking guarding tasks shall comply with the requirements of the "Safety Management Rules for Offshore Oil Operation Guardian Vessels". 13 Safety System 13.1 Shallow-water oil operation vessels shall establish the following safety systems :a) Safety production responsibility system for each post;

c) Daily safety rules for tanker crew members;
d) Tanker tank cleaning safety measures.
