GB/T20000 "Guidelines for Standardization Work", GB/T1 "Guidelines for Standardization Work", GB/T20001 "Rules for Writing Standards",
GB/T20002 "Drafting of Specific Content in Standards" and GB/T20003 "Special Procedures for Standard Formulation" together constitute a basic series of national standards that support the formulation and revision of standards.
GB/T20000 "Guide to Standardization" is intended to be divided into the following parts:

This part is Part 9 of GB/T20000.
This part was drafted in accordance with the rules given in GB/T1.1-2009.
This part uses the redrafting method to modify and adopt ISO/IEC Guide 21-2:2005 "Adoption of International Standards and Other International Standardized Documents for Regional or National Standards - Part 2: Adoption of International Standardized Documents Other Than International Standards".
This part combines 7.2 and 7.3 of ISO/IEC Guide 21-2:2005 into 7.2 of this part, cancels the numbering of 7.2.1 to 7.2.3, and changes it to two paragraphs; this part deletes Appendix A of ISO/IEC Guide 21-2:2005. In addition, the structure of this part corresponds to that of ISO/IEC Guide 21-2:2005.
The main technical differences between this part and ISO/IEC Guide 21-2:2005 and their reasons are as follows:
———The scope of adoption objects is increased from other standardization documents other than ISO and IEC to similar documents issued by other international standardization organizations, and the adoption subjects are expanded from national standards to other standards in China. The adoption method of this document is used as a reference to meet the needs of China to adopt international standards;
———Regarding normative references, this part replaces the dated referenced
ISO/IEC Guide 2:2004 "General Vocabulary for Standardization and Related Activities" with the undated referenced GB/T20000.1 "Guidelines for Standardization Part 1: General Terms for Standardization and Related Activities"; and replaces the dated referenced ISO/IEC Guide 21-1:2005 "Adoption of International Standards and Other International Standardization Documents by Regional Standards or National Standards Part 1: Adoption of International Standards" with the dated referenced GB/T20000.2-2009 "Guidelines for Standardization Part 2: Adoption of International Standards";
———In Chapter 3, GB/T20000.2-2009 is added, because many of the terms and their definitions used in this part are derived from GB/T20000.2-2009;
———Terms 3.9 to 3.14 and their definitions in ISO/IEC Guide 21-2:2005 are deleted, because these six terms and their definitions have been defined in GB/T20000.2-2009, and the only difference in the objects of use in this part is that the meanings are exactly the same;
———The requirement in 5.2 of ISO/IEC Guide 21-2:2005 that international standards should only be adopted as national standards rather than other types of documents is deleted, because in GB/T20000.2-2009, China has stipulated the principle of adopting international standardized documents as national standardized documents of the same or similar types;
———The single numbering method in Chapter 7 of ISO/IEC Guide 21-2:2005, which is equivalent to the numbering method of national standards using international standardization documents, has been deleted, because the single numbering method is not applicable to the standard numbering system of China.
This part also makes the following editorial changes:
———The separate description of the document type unchanged and the document type changed in Chapter 7 of ISO/IEC Guide 21-2:2005, which is equivalent to the numbering method of national standards using international standardization documents, has been changed to a combined description;

The method of adopting other types of documents other than international standards in national standardization documents stipulated in this part will promote the standardization of other types of documents other than international standards in my country. There are many types of documents other than international standards issued by the International Organization for Standardization. Among them, the types and numbers of documents issued by ISO and IEC account for the majority, including technical specifications (TS), publicly available specifications (PAS), technical reports (TR), guides (Guide), technology trend assessments (TTA), industry technical agreements (ITA), and international workshop agreements (IWA). Some types of documents in other types of documents other than standards issued by ISO and IEC covered in this part may be revoked or replaced by new types of documents after a period of time according to the changes in the specific rules of ISO and IEC document types, and attention should be paid to changes. The introduction of GB/T 20000.2-2009 explains the importance of international standards within the framework of the WTO/TBT agreement. Other types of documents other than international standards may have the same effect on reducing trade barriers and promoting trade facilitation. The terms and definitions defined in GB/T20000.1 and GB/T20000,2-2009 and the following terms and definitions apply to this document. Note: The following documents are international standardization documents other than international standards issued by IS0 and IEC. Industry Technical Agreement; ITA is a normative or informative document that specifies the parameters of new products or services. Note 1: Industrial Technical Agreements only exist in IEC. Industrial Technical Agreements are equivalent to industrial factual standards. Industries with rapidly developing technologies are the main users of Industrial Technical Agreements, which can benefit the entire electrical and electrical engineering (including information technology) field.
International Workshop Agreement; IWA is a document formed through the workshop mechanism to meet the urgent needs of the market. Note 1: International Workshop Agreements only exist in ISO. The standard numbering method specified in this chapter is only applicable to national standardization documents equivalent to other types of documents other than standards published by ISO and IEC, such as technical specifications, publicly available specifications, technical reports, guidelines, technology trend assessments, industrial technology agreements, international seminars, and conferences, and is not applicable to similar documents published by other international standardization organizations other than ISO and IEC. When national standardization documents are equivalent to other types of international standardization documents other than international standards published by ISO and IEC, the information of "equivalence" should be made clear to readers before reading the content. 7.2 Numbering
The numbering method for national standardization documents other than ISO and (or) IEC standards should adopt a double numbering method that combines the national standardization document number with the ISO and (or) IEC standardization document number. The specific numbering method is to put the national standardization document number and the ISO and (or) IEC standard other than the standardization document number in one line, and separate them with a slash.

Double numbers shall only be used on the cover, header, back cover and copyright notice in national standardization documents. 8 Method for indicating the degree of conformity
The method for indicating the degree of conformity specified in Chapter 8 of GB/T20000.2-2009 applies to this part. The indication of the degree of conformity is shown in the following example.
