4 Principles of establishment
4.1 The construction of the recycling system shall be in accordance with the "Regulations on the Management of Recycling of Renewable Resources" and comply with relevant national laws and regulations. The recycled tires shall be handed over to qualified waste tire processing enterprises. 4.2 The establishment of a recycling enterprise shall be approved by the local commerce department, reported to the national commerce department and the corresponding organization for approval, and registered with the industrial and commercial administration department to obtain a business license. 4.3 The establishment of recycling outlets shall be included in urban and rural planning. In accordance with the principle of "convenient recycling and environmental protection", modern circulation methods shall be adopted to transform and build unified and standardized recycling outlets.
5 Construction requirements
5.1 The architectural design of the recycling system
shall comply with the provisions of GB2894 and GB50016, and shall comply with the requirements of environmental protection, urban appearance and fire protection. The business area and operating area shall meet the needs of the scale.
5.2 The temporary storage site of the recycling station
shall comply with the requirements of the local environmental protection and fire protection departments, and shall be transported to the local distribution and trading market within a limited time. 5.3 Purchase and storage site
5.3.1 Waste tires in the distribution and trading market should be stored on impermeable ground with drainage and pollutant interception facilities. The relevant facilities should be kept safe, clean and complete, and there should be no excessive flying of discarded materials, overflow and leakage, odor, pollution of the ground and water, etc. 5.3.2 The waste tire storage site should be equipped with a fire safety system, including special fire pipes, fire hydrants, etc.: Lightning protection devices should also be installed, and the grounding facilities and performance should be guaranteed to be good + and should be inspected regularly. 5.3.3, fireworks should be strictly prohibited within 5m of this storage site, and no flammable materials should be stored, and signs prohibiting fireworks should be set up: separation corridors, passages should be kept unobstructed, and safe passages, fire safety equipment and electrical switches should not be blocked. 5.3.4 Fences should be set up around the storage site, and waste tires and their recycled materials and recycled waste should be divided and stacked according to their characteristics or quantities, and their types and names should be marked.
5.3.5 The height of the partitioned storage should not exceed 3m, the adjacent height difference should not exceed 1.5m, the width and length of the partitioned storage should not exceed 20m, and there should be a partitioned walkway of more than 1.5m between each area. Rope tying, netting and pile blocking, wall blocking or other blocking measures should be taken to prevent accidents such as scattering, falling, and falling. 5.3.6 Waste tire storage should have rain protection facilities and equipment or measures to prevent the breeding of mosquitoes, flies or other germs, and should be sprayed with alcohol and other mosquito repellents regularly or irregularly, and records should be kept for reference. 5.3.7 The storage volume of waste tires in the distribution and trading market should not exceed the average two-month waste tire recycling volume, 5.4 Storage volume
