A transfer can be part of a turnover. 3.4 rotation The cycle that a reusable package undergoes from loading (filling) to refilling (filling). A turnover includes at least one transfer. 3.5 Packaging used for the same purposePackaging used for the same purpose after completing the first turnover and then being reused in a system for the required purpose. Note: When reusable packaging is not reused as expected, it is not considered as reusable packaging for the same purposeExample 1: Reuse of pallets, originally loaded with dairy products, now loaded with bricks for building, is considered as packaging for the same purpose. Example 2: Wide-mouthed jars containing vegetables, which are emptied and used as drinking water bottles, are not considered as packaging for the same purpose. Example 3: Wide-mouthed jars used for jam in commercial production, which are emptied and used to contain homemade jam or other items, are not considered as packaging for the same purpose. 1 Snow Product Partner European Networkt GB/T16716.4—2010 Systems for reuseA production and sales system that ensures the sustainable operation of reuse, including organizational, technical and (or) financial aspects. 3.1: Within the scope of this standard, the following are recognized as valid "systems" - closed loop system - open system - hybrid system. Closed loop system Reusable packaging is operated independently by one company or a group of companies. 3.8 Open system open loop system Reusable packaging is not operated independently by one company. 3.9 Hybrid system System has two parts: Reusable packaging is retained by the user because there is no local redistribution system to implement commercial repackaging; packaging that requires supplementary products to achieve reuse. 3.10 Auxiliary product Supplementary items required for refilling (restocking) of reusable packaging. NOTE 1: Auxiliary products belong to a category of products and are therefore not within the scope of this standard. NOTE 2: Auxiliary products are like clean bags for full household containers. Note 3: Certain components of reusable packaging cannot be reused, such as labels or closures. 3.11 Reconditioning A series of operations to restore the original functional state of reusable packaging. 4 Method Evaluation of feasible conditions In the foreseeable production and sales system of reusable packaging (see Appendix A), distributors (fillers) should evaluate the following conditions in turn: the reusable packaging is for the same purpose; a Under normal and foreseeable conditions, the design of the packaging can enable the main components to achieve a certain number of transfers or turnovers; b Note: Minor components such as closures may be discarded and enter the waste stream [see B.1b) 汀], because of its small proportion, can be ignored. The packaging can be smoothly maintained in accordance with the provisions of Appendix B; the packaging can be refilled (loaded): The packaging can adapt to the market sales environment and obtain the necessary support from relevant parties. e) 4.2 Evaluation confirmation The distributor (filler) shall make a written statement on the above evaluation conclusions in accordance with the requirements of Chapter 5. 4.3 Environmental conditions 4.3.1 The realization of reuse depends on the coordination of the technical characteristics of the packaging itself and the production and sales system. In practice, the detailed requirements of the packaging that is expected to be reused may change according to different situations. The design needs to be continuously improved based on the operational experience of the reuse of packaging. Reusable packaging should be durable and applicable, adapt to the environment, 2 ht GB/T16716.4—2010 4.3.2 The evaluation requires detailed records of supporting documents and specific results during the evaluation process, and expresses all the exact conditions that can achieve reuse in the form of a written statement. 4.3.3 During the reuse process, issues affecting the health and safety of workers, such as re-cleaning or washing of packaging, should comply with the provisions of current regulations. 5 Requirements 5.1 Conditions Reusable packaging intended to be placed on the market should initially meet the following conditions: a) Under foreseeable conditions of use, the distributor (filler) should confirm in advance the market for the packaging and obtain a written statement that it can be reused; Note: The above information can be obtained directly from the packaging supplier or relevant standards. b) When unloading the packaging, the distributor (filler) should obtain a written statement from the trade, freight or retail company on the cycle or number of times the packaging can be reused: The distributor (filler) should confirm and record the return packaging (after consumer use) continuously provided by an organization or individual; e Rotten: The organization can be a local agency or commercial operator. d) In order for the packaging to meet the requirements of 5.2f) below, the distributor (filler) should confirm an effective maintenance system. The operation of the mixing system shall be in accordance with the requirements of 5.1a> above. 5.2 Confirmation The distributor (filler) shall establish a file for each type of packaging that has been placed on the market and is expected to be placed on the market: 8) Consider the feasibility of the packaging being reused in advance and give details of various situations that may arise during the reuse period that need to be considered; b) The design of the packaging enables the main components to be transferred or turned over for a certain period or number of times under foreseeable use; e The packaging can be emptied or unloaded without major damage, and if damaged, it can be repaired; d The packaging can be determined in accordance with the methods and specifications specified in Appendix B The quality tray requires maintenance (cleaning, washing, replenishment) to maintain the initial function, and the operation during this period should be reliable and not affect health and safety: e) Do not harm the environment during maintenance, and the treatment method or operation process can be controlled; I) For the packaging defined in Appendix B, the maintenance process should comply with the provisions; g) The packaging can be repeatedly filled (loaded) and maintain product quality, and the operation is reliable and does not affect health and safety: h) The operator responsible for the packaging that has not been put on the market should promote the effective operation of the reuse system; 1) Confirm that the reuse system meets one of the types stated in Chapter 6. 5.3 Application The assessment records and statements specified in Appendix C should be consistent with the overall assessment results of this part. The table in Appendix C is a recommended example. The overall assessment of this part should comply with the provisions of CB/T16715.2. When the assessment is qualified, the reuse mark should be adopted according to Appendix VA. 6 Reusable systems 6.1 Types of systems Terms in this part define the following three types: - Closed-loop systems (6.2); - Open systems (6.3); - Hybrid systems (6.4). The appropriate system should be identified for each type of packaging based on the specific circumstances anticipated and should comply with the rules of 6.2. 6.2 Closed-loop systems The closed-loop system is shown in Figure 1 and the rules are as follows: Snow Partner European Networkt GB/T 16716.4—2010 The reusable packaging is owned by one company or operated by a group of companies; the packaging is operated by one company or operated by a business organization; the packaging design specifications are acceptable to all parties through an agreement; the packaging operating procedures are acceptable to all parties through an agreement; the collection, maintenance and redistribution systems operate effectively. When the packaging is damaged or expired and leaves the system, it can be recycled according to the provisions of GB/T16715.5, EN13431 or EN13432. When the used packaging meets the specifications, the supplier (filler) will recycle the packaging for reuse: f) In order to achieve the expected goal of reuse, the supplier (filler) shall provide information on packaging treatment methods and the location of the packaging after use; g> According to relevant technical specifications, the management system ensures the continuous operation of reuse. h> Supplier Shipper/Redistributor User/Supplier Reusable packaging Closed-loop system 6.3 Disposal system Open system See Figure 2, and its rules are as follows: Reusable packaging is held by each user for a certain period of time: The packaging design complies with generally recognized standard specifications as required: The packaging operation procedures are agreed upon and comply with the specifications of the sharing system; Maintenance After the reusable packaging is used, it is up to the user to decide whether to reuse the packaging or have it reused by a third party: The packaging is suitable for the redistribution system and is generally used effectively; The supplier, packager or retailer provides information on the handling methods and the place of disposal after use; If the packaging is damaged or expired and leaves the system, it can be recycled in accordance with the provisions of GB/T16716.5, EN13131 or EN13432; Maintenance can be conditioned by the user's warranty or the agreement of the parties involved, and complies with the provisions of Appendix B.
