Collection of scientific research credit information should comply with relevant laws and regulations, protect the national and social public interests and the rights and interests of credit information subjects, and the collection methods and channels should comply with relevant regulations. 4.2 Objectivity
Collection of scientific research credit information should adhere to seeking truth from facts, take facts as the basic basis, and objectively record and collect to ensure the authenticity and reliability of data information.

Collection of scientific research credit information should accurately reflect the credit status of the collection object and ensure the accuracy of data information1

4.4 Timeliness
After the scientific research credit information is generated, it should be collected in a timely and effective manner to ensure the dynamic update of data information. 5 Collection Objects
The collection objects of scientific research credit information should mainly include the relevant subjects of scientific research activities, including both legal persons and other organizations, as well as natural persons.
Note 1: The relevant subjects involved in scientific research projects are mainly divided into scientific research project undertakers, evaluators and managers. Scientific research project undertakers include both scientific research project undertaking institutions and persons in charge: evaluators include both evaluation institutions and review experts: managers also include institutions entrusted to perform management functions and their managers,

In each key link in the process of scientific research activities, the information reflecting the performance of scientific research activities by the relevant participating subjects should be objectively recorded.
Note: Taking the scientific research project undertaker as an example, the collection scope of its scientific research project credit information mainly includes credit information on the fulfillment of scientific research project contracts, task orders and entrustment agreements, project budgets and other formal commitments throughout the process from scientific research project establishment, implementation to acceptance, and compliance with relevant management systems and policies and regulations as well as recognized codes of conduct in the scientific and technological community.
7 Collection Content
7.1 The collection content of scientific research credit information should mainly include four aspects: basic information, scientific research project credit information, academic research credit information and related credit information.
7.2 The basic information of the scientific research subject is the identity information related to the subject of scientific research activities. 7.3 Scientific research project credit information is mainly the credit information of the scientific research subject in fulfilling the scientific research commitment in a specific scientific research project, including the general information of the scientific research subject, the bad behavior record information and the good behavior record information. The specific contents are as follows: a) General information is the general record generated by complying with the requirements of laws, regulations, rules and regulations related to scientific research projects, including record information on project management, fund management, etc.;
b) Bad behavior record information is the improper behavior of the relevant subject in violating the commitment of scientific research activities in the implementation of scientific research projects and the treatment received;
Good behavior record information is the good behavior of the relevant subject in the implementation of scientific research projects and the rewards received. 7.4 The bad behavior record information in academic research credit information mainly refers to the credit information of scientific research subjects that fail to fulfill the recognized code of conduct in the scientific and technological community in academic research, except for participating in scientific research projects and other scientific research activities. It mainly includes information on academic misconduct such as ghostwriting, proxy submission, plagiarism, theft, and fraud, which violate scientific research ethics and moral norms. 7.5 The bad behavior record information in related credit information mainly refers to the bad record of scientific research subjects' performance of contracts in social activities outside the scope of scientific research activities. It mainly includes information on social credit bad records such as bad credit records, bad contract performance records, tax arrears and tax evasion, and administrative penalties.
7.6 Taking the relevant subjects participating in scientific research projects as an example, the collection catalog of scientific research credit information of scientific research project undertaking institutions is shown in Appendix A, and the collection catalog of scientific research credit information of scientific research project leaders is shown in Appendix B. 8 Others
8.1 The collection methods of scientific research credit information should include public methods, agreed methods, and other methods. Among them, the disclosure method mainly refers to the collection of credit information of credit subjects that has been legally disclosed through various channels. The agreed method refers to the collection of credit information of credit subjects through the method agreed with relevant institutions or individuals.
8.2 In the process of collecting scientific research credit information, operating procedures should be formulated to standardize the process management of credit information collection. 8.3 The collection of scientific research credit information should establish an information update mechanism to improve the timeliness of data information.
