Disposal after scrapping Appendix A (Informative Appendix) Measurement method of knocks, scratches, pits and line or surface corrosion depth on the outside of the cylinder Chapters 3, 4, 5 and 6 of this standard are mandatory, and the rest are recommended. GA402—2002 This standard is consistent with the relevant contents of Chapter 5 of GA95—1995 "Maintenance and Disposal of Fire Extinguishers". The main differences from GA95—1995 are as follows: This standard adds requirements for maintenance inspection items and inspection cycles; This standard specifies the scrapping assessment of 1211 fire extinguishers in more detail; This standard does not involve the requirements for the maintenance and replacement of fire extinguisher parts. Appendix A of this standard is an informative appendix. This standard was proposed by the State Environmental Protection Administration. This standard is under the jurisdiction of the Fifth Technical Committee of the National Fire Protection Standardization Technical Committee. The drafting unit of this standard: Shanghai Fire Science Research Institute of the Ministry of Public Security. The main drafters of this standard: Li Yuewei, Kang Hongxiang, Mao Yiping, Chen Xinglu, Lu Lingquan. 1 Scope 1211 Fire Extinguisher Disposal Provisions This standard specifies the assessment method for the disposal of 1211 fire extinguishers. This standard applies to portable 1211 fire extinguishers and cart-type 1211 fire extinguishers (hereinafter referred to as fire extinguishers). 2 Normative References GA402—2002 The clauses in the following documents become the clauses of this standard through reference in this standard. For any dated referenced document, all subsequent amendments (excluding errors) or revisions are not applicable to this standard. However, the parties who reach an agreement based on this standard are encouraged to study whether the latest version of this GB8109 can be used. For any undated referenced document, its latest version applies to this standard. Documents Terms and definitions General technical requirements for portable fire extinguishers Performance requirements and test methods for trolley-type fire extinguishers 2002 Test method for gas tightness of gas cylinders The following terms and definitions apply to this standard Maintenance inspection Maintenance inspection is an inspection conducted by simple visual methods and is the most basic inspection to determine whether the fire extinguisher can continue to be used. 3.2 Servicing inspection Servicing inspection Servicing inspection refers to the inspection before refilling and regular inspection during use, which is an inspection to determine whether the fire extinguisher can continue to be used safely and effectively. Inspection items and inspection cycle Inspection items 4.1.1 Maintenance inspection items include: Inspection of external structure and accessories; Inspection of external corrosion degree of cylinder; Marking inspection and leakage inspection. Maintenance inspection items include: Inspection of external and internal structure and accessories; Inspection of external and internal corrosion degree of cylinder; hydraulic test and air tightness test of cylinder and valve. 4.2 Inspection cycle 4.2.1 Maintenance inspection cycle Fire extinguishers should be inspected at least once a year. 4.2.2 Maintenance and inspection cycle GA402--2002 The maintenance and inspection cycle should be determined according to the following situations: a) After the fire extinguisher is opened or used, or has not been used for 5 years from the production date on the label, it should be sent to a legal maintenance unit (hereinafter referred to as the maintenance unit) for maintenance and inspection: Fire extinguishers that have been repaired should be sent to the maintenance unit for maintenance and inspection every two years; b) When a fire extinguisher is found to have one of the following conditions, it should be sent to the maintenance unit for maintenance and inspection in advance: the safety device has been damaged; the pressure indicator indicates in the red zone, or the pressure indicator indicates in the green zone but the weight of the fire extinguisher has been significantly reduced; the pressure indicator is damaged; the cylinder has bumps, scratches, severe corrosion or other parts are seriously damaged; there is no mark on the mark after maintenance Maintenance date, 5 scrap assessment 5.1 scrap assessment for maintenance inspection A fire extinguisher shall be scrapped if any of the following conditions are found during maintenance inspection: the coating on the outer surface of the cylinder is peeling off or the rust area is greater than or equal to one third of the total area of the cylinder; a) No pressure indicator; The cylinder has visible deformation; The head has visible cracks; The instruction mark is unclear or incomplete; the base is broken, worn, corroded and loses its function; the pressure handle and valve and other metal parts of the fire extinguisher are severely corroded; there is no production date; No production license or certification or approval mark; non-metallic head; It has been more than 10 years since the production date on the mark; The fire extinguisher is repaired by an illegal maintenance unit; D When the use is expressly prohibited by laws or regulations. Scrap Assessment for Maintenance Inspection Fire extinguishers shall be scrapped if any of the following conditions are found during maintenance inspection: a) Fire extinguishers with any of the defects listed in 5.1; valve cannot be opened; e) No pressure relief structure; d) The results of the water pressure test on the cylinder and head of portable 1211 fire extinguishers do not meet the requirements of 5.10.1.1 of GB4351-1997, or the results of the water pressure test on the cylinder and head of trolley-type 1211 fire extinguishers do not meet the requirements of 5.10.1.1 of GB4351-1997; The result does not meet the requirements of 3.7.3 of GB8109-1987; When the air tightness test is carried out according to the requirements of GB/T12137-2002, the cylinder or valve leaks when the test pressure is equal to the maximum working pressure (PMS) of the fire extinguisher; there are rust chips inside the cylinder or rust pits on the inner surface; the depth of knocks, scratches, pits and linear corrosion or surface corrosion on the outside of the cylinder is greater than or equal to 10% of the designed wall thickness (measurement method see g) Appendix A). 6 Disposal after scrapping Fire extinguishers judged as scrapped should be sent to legal recycling units for processing. The remaining 1211 fire extinguishing agent should be recycled, and the cylinder of the scrapped fire extinguisher should be destroyed by the recycling unit. The destruction method is flattening, punching or sawing. 2 Appendix A (Informative Appendix) Method for measuring the depth of external dents, scratches, pits and linear or surface corrosion of cylinders GA402—2002 The depth of external dents, scratches, pits and linear or surface corrosion of cylinders can be measured by any of the following two methods: a) The depth of external dents, scratches, pits and external linear or surface corrosion is based on the deepest depth. The special measuring tool for measurement is shown in Figure A.1. The radius of curvature of the profile of the card plate coincides with the outer corridor of the cylinder. The needle tip of the micrometer is inserted into the defect to measure its depth. The wedge angle of the needle tip should be less than or equal to 30° and the radius should be less than or equal to 0.25mm. During the measurement process, the reading of the micrometer should be regularly checked to eliminate the error caused by needle tip wear. Example: Micrometer; Special pallet: Defect; Cylinder. wwW.bzxz.Net Pound the soft lead into the defect, take out the soft lead, and use a caliper to measure the maximum soft lead height, which is the measured depth value. b) GA 402-2002 Printing date: April 9, 2012 F055 People's Republic of China Public Security Industry Standard 1211 Fire Extinguisher Regulations GA402-2002 Published by China Standards Press No. 16, Sanlihebei Street, Fuxingmenwai, Beijing Postal Code: 100045 Tel: 6852394668517548 Printed by China Standard Press Qinhuangdao Printing Factory Distributed by Xinhua Bookstore Beijing Distribution Office Sold by Xinhua Bookstores in various places Format 880×12301/16 Printing sheet 1/2 Word count 10,000 words First edition in May 2003 First printing in May 2003 Print run 1-1000 Book number: 155066·2-15109 Price 14.00 yuan Website www.bzcbs.com Subject 640-294 Copyright reserved.
