This standard is consistent with the United Nations Recommendations on the Transport of Dangerous Goods Model Regulations (13th Revised Edition), the International Civil Aviation Organization (ICA) Technical Regulations for the Safety of Dangerous Goods Transported by Air 2001-2002 Edition and the International Air Transport Association (IATA) Technical Specification for Safety of Goods (2002 Edition) is a non-equivalent standard. Safety Specification for Performance Inspection of Dangerous Goods Packaging for Air Transport

This standard specifies the rules for the inspection and testing of dangerous goods for air transport except for (H:3433.12004 Chapter 4, Table 2, Item G.2, and Item 7.2 of Class 3, Class 6, and Item 7 of Class 7 in the classification of (T19/33.1-204 Chapter 4).
This standard does not apply to the performance inspection of air transport of dangerous goods with a volume exceeding 4501 and a net weight exceeding 400. 2 Normative references

4.1 All packaging containers, including the inner packaging of combined packaging, shall be subjected to performance tests independently. 4.2 If the main safety principle is to be strengthened and the internal layer of the packaging container is treated or the layer is changed, it must be able to maintain its protective clothing even after the test.

5.1.1 The performance test items of common air transport dangerous goods packaging containers are shown in Appendix A. 5.1.2 Each container used to hold liquids must be subjected to an airtightness test. If the outer packaging of the combined packaging meets the airtightness requirements or its card and adsorption materials can completely absorb the retained contents, indicating that it is fully discharged from the outer packaging, then the inner packaging can be exempted from this test. 5.1.3 The outer packaging of a combined packaging can be tested with different types of inner packaging and pass the test. The outer packaging can also be equipped with multiple outer packagings of the same type. In addition, the various inner packagings listed below should have comparable performance. 5.1.3.1 When the inner package is relatively high or small in size, it can be used if it meets the following conditions: The design of the inner package is similar to that of the tested inner package: The inner package material or strength, thickness or cost is greater than the original inner package type: The opening of the inner package is similar to or smaller than the original inner package, and the design of the closure is similar, and the inner package is positioned in the same way as the tested package. 5.1.3.2 When the tested inner package is smaller or smaller, or the inner package is replaced according to the type of inner package described in 5.1.3.1, and there are sufficient additional materials to fill the space and prevent the inner package from moving, it can be used. 5.2 Number of samples 5.2.1 The detailed number of samples for the following test items is as follows: 6 samples for drop test barrel type packaging, 5 samples for product packaging, 3 samples for packaging type packaging: 3 samples for gas test: 3 samples for pressure test: 3 samples for product testing, 5.2.2 In the case of non-combustible test, one test sample is required to conduct the above tests: 5.3 Preparation of test samples 5.3.1 Contents 5.3.1.1 The liquid concentration of the sample shall not be less than 98% of its volume. 5.3.1.2 The solid content of the sample shall not be less than 95% of its volume. 5.3.1.3 The sample material shall be replaced by a material with similar physical properties (quality, tensile strength, etc.) to the simulated material. It is allowed to use additives, such as armor particles, etc.
5.3.1.4 Combined drop test of micro-package If a substitute is used, the relative hardness and viscosity of the substitute shall be similar to those of the technical packaging material. The conditions required by 5.4.3.2 are controlled and the drop test of the sample material is carried out with water. 5.3.2 Sample pretreatment
5.3.2.1 The paper or fiberboard packaging is treated in a constant humidity and constant humidity atmosphere for at least 24 hours. One of the following three groups can be selected. 5.3.2.2 For containers with constant release properties (such as constant temperature, constant pressure), composite materials (such as plastic bags) and coated containers, it is necessary to conduct a similar test for more than six months before directly loading dangerous goods intended for transport. 5.3.3 Special requirements for drop test samples For plastics, plastic moulds, plastic boxes other than foam boxes, composite containers (plastic) and combination packagings with plastic inner containers other than plastic bags intended for containing solids or articles, the test shall be carried out when the temperature of the sample and its substances drops below 18 °C. The sample for hydraulic test is prepared in the pre-drilling of the container, connected with the water inlet pipe and the exhaust pipe, or replaced with the air inlet pipe. 6.1 The manufacturer shall ensure that the produced empty dangerous goods packaging shall comply with the provisions of this standard and be inspected by the relevant inspection department according to the provisions of this standard. The user has the provisions of the technical standards and the received products shall be inspected for acceptance. 6.2 Inspection items: Inspection items shall be carried out in accordance with the requirements of Chapter 1.5 of this standard. 6.3 When the conditions for inspection are met, the performance inspection shall be carried out when the packaging of dangerous goods for air transport meets any of the following conditions: when the new product is put into production, the old product is changed to the production mode, and there are major changes in materials and processes: when the product performance may be affected; when the production is stopped for one year; when the product is resumed after a long period of suspension; when the factory inspection results are significantly different from the above performance inspection results, the national quality inspection agency shall conduct performance inspection according to 6.4 Judgment: The requirements of the standard are tested item by item.
