3 General Principles
3.1 The normal operation of the comprehensive functions of the river channel, such as flood discharge, drainage, water storage, irrigation, navigation, environment, ecology, landscape, and culture, shall be guaranteed to achieve water quality standards, unobstructed diversion and drainage, green banks and beautiful scenery, complete functions, and harmony between people and water. 3.2 A long-term management and protection mechanism with clear responsibilities, coordinated cooperation, and easy implementation shall be established according to the different characteristics of rivers in various regions and local conditions. 3.3 A list of river channel management and protection shall be compiled, and classified and graded management and protection shall be implemented. 3.4 Propaganda and education shall be carried out to guide the public to consciously protect rivers. 3.5 A mechanism for guaranteeing funds for river channel management and protection shall be established. 4
Management scope
4.1 The river management scope is:
a) Rivers with embankments: waters, sandbanks, floodplains (including arable land), flood-carrying areas, water-facing slopes, embankments and embankment protection areas between the embankments on both sides;
b) Rivers without embankments: Determined according to the highest historical flood level or the design flood level: Rivers in plain areas are waters, shoals, floodplains and areas extending from the top of the water-facing side of the revetment to the land area of ​​not less than 2m. 4.2 The specific river management scope should be delineated and announced in accordance with the provisions of 4.1 and combined with local actual conditions. Boundary stakes and management scope notice boards should be set up.
5 Management personnel
5.1 River management personnel should be implemented, their job responsibilities should be clarified, and they should be equipped with corresponding management equipment. 5.2 Management personnel should have corresponding management capabilities, be familiar with the relevant regulations on river management, and receive education and training on safety, skills and other related knowledge.

6 Management and maintenance content and requirements
6.1 Ecological environment maintenance
The green plants on the bank slopes, as well as the floating beds of water surface plants and submerged, emergent and floating plants with water purification functions should be maintained regularly. The damaged and withered plants should be replanted, pruned and renewed in a timely manner, and effective prevention and control should be carried out according to the situation of pests and diseases. 2 It is advisable to enhance the ecological restoration capacity of water bodies and improve the ecological environment by planting suitable aquatic plants and raising aquatic animals. 6.1.2
The ecological environment of the river channel should be kept in harmony with the surrounding natural and cultural environment. The control standard of river water bodies should comply with the provisions of 10.1 of GB50445—2008. When the water quality of the river channel deteriorates, water quality monitoring should be carried out in accordance with the requirements of Chapter 6 of 6.1.4
GB3838-—2002, and corresponding disposal measures should be taken. For landscape rivers, special management and protection measures should be formulated and implemented. 6.1.5
River cleaning
Abandoned floating objects, garbage, weeds, livestock and poultry feces, etc. within the river management and protection area, especially in the river, river bank, river bank, bridge hole, river pier, etc., should be cleaned up on a daily basis.
The debris piled up within the river management and protection area should be removed in a timely manner. 6.2.3
Animal bodies and animal products within the river management and protection area should be handled in a timely manner. 6.2.4
Stains, dust, spider webs and random postings and hangings on the facades of river-related facilities and structures should be removed in a timely manner. The removed garbage should be uniformly included in the rural domestic garbage collection, transfer and treatment system. For relevant requirements, see GB/T37066.6.2.5
Dropping and obstacle removal
6.3.1Dropping and obstacle removal should be carried out on the river according to the actual situation of each place, and combined with river bank construction and beach protection. 2 Reasonable dredging methods and sludge disposal plans should be adopted, and sludge should be properly disposed of to prevent secondary pollution to the environment and reduce the occupation of farmland by the piles of dredged soil.
6.3.3 If obstacles that affect the smooth diversion and drainage of the river are found (such as illegal buildings or structures, water retaining cofferdams, dams, tall crops, etc.), they should be reported to the competent authorities in a timely manner.
6.4 Maintenance of river facilities
6.4.1 A river maintenance responsibility sign should be set up to clearly define the river name, maintenance scope, maintenance content, maintenance responsible person, supervision telephone number, etc. 6.4.2 Boundary stakes, responsibility signs, publicity signs, public notice signs, safety warning signs and other facilities should be regularly maintained to keep the facilities in good condition, with clear signs and handwriting and accurate content.
6.4.3 River safety facilities, irrigation facilities, flood control facilities, water-friendly facilities, etc. should be regularly maintained by professionals to ensure normal use and safe operation. www.bzxz.net
6.5 River inspection
6.5.1 Inspection content
Daily inspections should be carried out on rivers and the inspection frequency should be determined. The inspection contents mainly include: a)
Dangerous construction sites, changes in river flow, river bank shifts, nests of animals that harm the dike, and other situations that affect the safety of the dike; b)
Random stacking, random discharge, random dumping, random reclamation and random planting, and other situations that affect the river environment, water quality and flood discharge and drainage safety; e)
Occupation of river channels and illegal sand mining, excavation, burial, destruction of trees and vegetation and other illegal and irregular situations; iirKAacJouakAa
d) Unauthorized construction and removal of water, soil, dike breaking, etc.; Illegal breeding:

Regular special inspections should be carried out on river embankment projects, facilities, flood control materials and equipment before and after the flood season (including before and after high tide and ice flood season) every year, and corresponding inspection requirements should be implemented according to the flood control level. The inspection contents mainly include: whether the river embankment projects and facilities are intact, whether there are: a
·Dyke rain ditch, cracks, collapse, voids;·Slope protection (bank protection, bank protection, flood control wall, groin) fracture, tilt, and washout: steep embankment foot, collapse:

6.6.1 It is advisable to establish township rules and regulations for river management and protection. They should be publicized at the publicity windows of village committees and township governments, and conspicuous areas of river projects.
6.6.2 It is advisable to use text media such as bulletin boards and billboards or carry out publicity activities to publicize laws, regulations and knowledge related to river protection, and raise the public's awareness of caring for rivers and water ecological environment. 6.6.3 The cultural relics and heritage of river water should be protected and shall not be arbitrarily developed or occupied. 6.6.4 It is advisable to use the relics and heritage to establish a water culture publicity and education base based on local customs and folk customs. 6.7
Archive management
River archives should be established according to the level and classification of rivers. The relevant activities of river management and protection should be recorded in a timely manner and archived. It is advisable to use information technology and standardized means to implement archive management. 3

7 Evaluation and improvement
A river management and protection assessment and evaluation system should be established, and assessment and evaluation should be carried out regularly, and river management and protection work should be improved based on the assessment and evaluation results. 7.1
A sound social supervision mechanism should be established, and supervision channels should be unblocked to guide all sectors of society to actively participate. Public satisfaction surveys should be conducted and the survey results should be made public. 7.3
