Foreword GB 4706.59—2002/IEC 60335-2-52:1994 This part is equivalent to IEC60335-2-52.1994 "Safety of household and similar electrical appliances Part 2: Particular requirements for oral hygiene appliances".$ This part should be used in conjunction with GB4706.1-1998 "Safety of household and similar electrical appliances Part 1: General requirements". The part marked with "applicable" in this part indicates that the corresponding clauses in GB4706.1-1998 are applicable to this part; the part marked with "replace" or "modify" in this part shall be subject to this part; the part marked with "addition" in this part indicates that in addition to complying with the corresponding clauses in GB4706.1-1998, it shall also comply with the clauses added in this part. This part is proposed by China Light Industry Federation. This part is under the jurisdiction of the National Technical Committee for Household Electrical Appliances Standardization. The main drafting unit of this part is China Household Electrical Appliances Research Institute. The main drafters of this part are Lu Jianguo and Zhang Runbo. GB 4706. 59-2002/IEC 60335-2-52:1994IEC Foreword 1) IEC (International Electrotechnical Commission) is a worldwide standardization organization consisting of all national electrotechnical committees (IEC National Committees). Its goal is to promote cooperation between national standards on all issues related to standardization in the electronic and electrical fields. There are also some other additional activities, such as issuing EC international standards. The preparation for publishing international standards is entrusted to technical committees. In this preparation process, any IEC National Committee can be interested in the issue, and international, governmental and non-governmental organizations also participate in this preparation. 1) IEC and the International Organization for Standardization (ISO) work closely together under the terms of the agreement between the two organizations. 2) IEC's formal technical resolutions or agreements are made by technical committees in which all national committees interested in these issues participate. Therefore, they can represent and explain the international consensus on the issues involved as much as possible. 3) The standards and technical reports published by IEC are adopted in the form of guidelines and recommendations for international application and are accepted by national committees. 4) In order to promote international coordination, IEC hopes that national committees, when conditions permit, should adopt the international standards or regional standards. This IEC standard is used. NOTE 1 Examples of appliances covered by this standard are: - toothbrushes - oral irrigators. As far as is practical, this standard addresses common hazards presented by appliances that people encounter in and around the home. This standard does not normally consider: - appliances used by children or unsupervised infirm persons; - appliances intended for children to play with. NOTE 2 Attention should be drawn to the following facts: - appliances used in vehicles, ships or aircraft may require additional requirements, and - appliances used in tropical areas may require special requirements. - in many countries, additional requirements are prescribed by national health authorities, national labour protection authorities, national water and energy authorities and materials authorities. NOTE 3 This standard does not apply to appliances for medical purposes (IEC 60601). 2 Definitions This clause of GB 4706.1-1998 applies except as follows. 2.2.9 The system is operated under the following conditions: Normal operation The device is operated under the following conditions: The oral irrigator is a container filled with water at a temperature of about 45°C, and operates at the water level specified in the instruction manual. If there is no specification in the instruction manual, the container is filled at the highest water level. The other devices operate under no load. 3 Requirements for individual units The contents of this chapter in GB4706.1-1998 are applicable. 4 General conditions for testing The contents of this chapter in GB4706.1-1998 are applicable. 5 Blank GB 4706. 592002/IEC 60335-2-52:1994 6 Classification This chapter in GB4706.1-1998 is applicable except for the following contents. 6.1 This clause is replaced by the following: The appliance shall be of Class 1 or Class 1. The hand-held parts shall be of Class 1 construction, with a working voltage not exceeding 24 V. Compliance shall be checked by visual inspection and relevant tests. 6.2 This clause adds the following content: Class I appliances shall be IPX7, while transformers with plugs intended for insertion into socket outlets may be IPX4. Class II appliances shall be at least IPX4. However, if the rated voltage does not exceed 24 V, it may be IPX0. 7 Marking and instructions This chapter in GB 4706.1--1998 is applicable except for the following. 7.12.1 This clause adds the following content: The instructions shall state that fixedly installed parts must be fixedly installed so that they cannot fall into water. A small hole of 0.8 mm in diameter is punctured in a rubber hose with a needle. A small hole of 0.5 mm in diameter is punctured in a thermoplastic hose with a heated needle. Care is taken not to enlarge the hole. Note: When reassembling the appliance, silicone rubber may be used as a sealant to ensure that the joint is watertight. The appliance is filled with a 1% aqueous solution of NaCl and operated in accordance with clause 11. During the last cycle, the water pressure in the hose is increased to maximum by locking the outlet or by adjusting the control device to increase the pressure. The water pressure is reduced to normal. A container made of insulating material is filled with saline solution. The part of the appliance held by the hand is immersed in the saline solution at a depth of not more than 100 m. The container is empty after 30 8 hours while the appliance is operating and the water flows unrestrained. During this period, the leakage current is measured between either pole of the power supply and a 50 mm × 250 mm metal foil on the surface of the container.
