1 Scope
GB/T 39632 defines the basic terms and definitions of marine disaster prevention and mitigation.
GB/T 39632 is applicable to marine disaster prevention and mitigation management, scientific research, teaching, news, publishing and related activities.
2 General terms
2.1 Marine disaster marine disaster
Abnormal or drastic changes in the natural environment of the ocean, resulting in phenomena or events that endanger society, economy, environment, life and property at sea or on land.
Note: Mainly includes disasters such as storm surges, waves, sea ice tsunamis, red tides, green tides, coastal erosion, seawater intrusion, soil salinization, and saltwater intrusion.

Marine disaster management
At each stage of marine disaster response, the government and relevant departments and social organizations formulate policies, make decisions and take measures to prevent and mitigate marine disasters.

Before a marine disaster occurs, a series of policies and measures to prevent, mitigate and reduce disaster risks are formulated and implemented with the purpose of preventing disasters or reducing casualties and property losses caused by disasters.
