4.1 Basic requirements
4.1.1 Rocket packaging boxes should be stacked neatly, arranged closely, and fixed firmly to prevent movement or falling; the direction of the rocket axis should not be parallel to the direction of vehicle travel.

4.1.2 Rockets must not be mixed with chemicals, other pyrotechnics, static electricity-carrying items and other items that may endanger the safety of rockets. Goods unrelated to rockets and operations should not be carried in the same vehicle. 4.1.3 Loading and unloading personnel should be trained and assessed, and be familiar with the basic procedures and safety precautions for loading and unloading rockets. 4.1.4 During loading and unloading, lightning weather should be avoided and open flames should be strictly prevented. Handle with care to avoid impact, knocking, friction, bumping, and falling. Do not throw or drag.
4.1.5 The vehicle should be turned off and braked during loading and unloading, and the driver should not stay away from the vehicle; fuel should not be added or the vehicle should not be repaired at the loading and unloading site. 4.1.6 Transport vehicles should maintain a safe speed during transportation and should not stop at will. Due to special circumstances When parking is required for a long time, a cordon should be set up and corresponding safety protection measures should be taken. 4.1.7 The transportation process should be connected to the artificial weather modification Internet of Things system. 4.2 Rocket Transportation
Rocket transportation vehicles should comply with the provisions of Chapter 4 of WJ9073-2012 and implement transportation in accordance with the transportation process of civil explosives. Chapter 4 of the "Regulations on the Safety Management of Civil Explosives" provides relevant management requirements. 4.3 Operational Transportation
4.3.1 Operational transportation should be carried out by rocket transportation vehicles or artificial weather modification operation vehicles, and should be driven according to designated routes and times. 4.3.2 Artificial weather modification operation vehicles should be equipped with electrostatic release devices and should be equipped with safes for the transportation of artificial weather modification ammunition. 4.3. 3 The number of rockets carried by vehicles for weather modification operations should not exceed 20, and the total vehicle load should not exceed 60% of the vehicle's rated load.
5 Storage
5.1 Basic requirements
5.1.1 Rockets should be stored in a storage warehouse that meets the requirements of 5.2 or a temporary storage warehouse that meets the requirements of 5.3, and a dedicated person should be designated to manage and guard them.
5.1.2 Moisture-proof, heat-insulating, ventilated, and rodent-proof measures should be taken according to the local climate and the requirements for storing items. 5.1.3 Unrelated personnel are not allowed to enter the warehouse, stay in the warehouse, or conduct other activities. 5.1.4 Smoking and waiting are prohibited in the warehouse, and other items that are prone to combustion or explosion are not allowed to be brought into the warehouse. 5.2.1 Construction requirements
The warehouse should meet the following requirements:
a) The site selection shall comply with the provisions of Chapter 6 of GA838-2009; b) The external distance shall not be less than 100m;
The overall layout shall comply with the provisions of Chapter 8 of GA838-2009; c
The building and structure shall comply with the provisions of Chapter 9 of GA838-2009; Fire protection, electrical and lightning protection measures shall comply with the provisions of Chapters 10, 11 and 12 of GA838-2009; e)
Install public security prevention facilities such as intrusion alarm, perimeter alarm, video surveillance, etc., and comply with the requirements of GB50394 and GB50395. f)
5.2.2 Storage requirements
Storage should meet the following requirements:

a) The calculated amount of stored rockets shall not exceed the maximum daily storage capacity of the warehouse design. The calculated amount of rockets shall be based on TNT. The conversion method is shown in Appendix A.
Rockets of different models and batches shall be stored in separate areas and clearly marked by classification. No other items shall be stored in the warehouse.b)
Rockets shall be stacked in batches. The packaging mark shall face the working channel. The distance between the stack and the wall shall not be less than 0.9m, the minimum distance between the stacks shall be 0.6m, and the stacking height shall not exceed 1.6m. The width of the walking channel shall not be less than 0.75m, and the width of the transportation operation channel shall not be less than 1.5m.
Temporary storage warehouse
5.3.1 Construction requirements
Temporary storage warehouses shall meet the following requirements: a)
Single-story buildings can adopt brick wall load-bearing structures, and the roof is a reinforced concrete structure; the building fire resistance level is not lower than the intermediate fire resistance level of GB50016-2014; the door is a fireproof and anti-theft door, which opens outward, and a human body static discharge device should be installed at the entrance; the window can be opened and should be equipped with iron fences and metal mesh; install intrusion alarms, perimeter alarms, video surveillance and other security prevention facilities; be equipped with ammunition safes for artificial weather modification operations that meet the requirements of QX/T328-2016. 5.3.2 Storage requirements
Storage should meet the following requirements:
a) Rockets are stored in ammunition safes used for weather modification operations; b) Rockets are placed according to the design rules of the safe, and the number of rockets stored shall not exceed the maximum design capacity of the safe: c) They shall not be stored during non-operation periods.
