The construction of ecological safety port is guided by non-traditional safety theory and carried out on the basis of risk assessment and risk management. The construction should meet the actual needs of port area ecological environment protection and biosafety, and achieve the demonstration effect of ecological safety.Improve the value of ecological services and the benefits of ecological security. The construction subject of the ecological safety port is the unit responsible for port operations. The construction subject of the ecological safety port should meet the following conditions: 1. It has been officially put into operation or operated for a certain period of time, and international routes have been opened; the port construction and operation have international concepts and measures; the ecological safety facilities and technical requirements of the port area meet the relevant international and domestic standards and technical specifications: the ecological environment quality of the port area meets the relevant standards, adopts the international general certification system management, and operates well; 1. It has the ability to identify, evaluate and deal with ecological safety risk factors; 1. It should meet the construction requirements of port animal and plant quarantine standardization and port health core capabilities: 1. Site construction
The port area should build a work site that meets and meets the needs of ecological safety risk management. Build a fully functional field (station) and a special storage warehouse for special goods; build a special site that meets different ecological safety risks, including risk identification area, risk control area, risk disposal area and its supporting ecological safety technology guarantee area. 6.2 Facility Construction
Environmental Safety Facilities
The port area should be equipped with facilities and equipment for monitoring and testing environmental indicators such as air, water, sound, electricity and pollutants, or use the facilities and equipment provided by relevant facilities around the port area or relevant professional testing institutions, including but not limited to: - Environmentally friendly power facilities, it is advisable to use electric-driven gantry cranes, natural gas-driven trailers, etc.; - Lighting energy-saving facilities, it is advisable to use energy-saving lamps such as midnight floodlights; - Pollutant treatment facilities, it is advisable to configure sewage, wastewater, oil and other collection and treatment systems, the oil treatment system should include early warning, diversion, collection and treatment facilities;
- Shore-based ship power supply facilities, it is advisable to configure large deep-water container berths using shore-based ship power supply systems; - It is advisable to configure monitoring systems for environmental factors such as air, sound, surface water, seawater, offshore pollutants, bulk grain dust, etc. 6.2.2 Biosafety Facilities
The port area should be equipped with facilities that can identify, control and deal with biosafety risks, including but not limited to: inspection, sampling and on-site testing facilities, a special inspection platform for quarantine of animals, plants, packaging containers and transport vehicles, a closed inspection platform for special products such as frozen products, aquatic products and seedlings, cargo loading and unloading vehicles (such as forklifts, clamps, etc.), sampling equipment (such as electric saws, cutting machines, etc.), and a special cold storage; quarantine treatment facilities should be equipped with Fumigation warehouses and container power supply devices should be equipped with heat treatment warehouses, cold treatment, irradiation treatment and other facilities: 3

- Harmless treatment facilities should be equipped with incinerators and high-temperature sterilization equipment. Related harmless treatment facilities:- Biosafety risk factor monitoring facilities should be equipped with monitoring systems for foreign plant pests, animal diseases and their transmission vectors:- Animal and plant quarantine and isolation facilities should be equipped with animal quarantine isolation fields and plant quarantine isolation fields outside the port area. 6.2.3 Public Health Safety Facilities
The port area should be equipped with facilities that can meet the requirements of identifying, controlling and handling public health safety risks, including but not limited to: quarantine and supporting facilities for ships and inbound and outbound personnel, special passages and temperature monitoring facilities for vehicles and personnel should be set up, medical screening rooms and quarantine and isolation rooms for infectious diseases should be equipped, and movable infectious disease isolation rooms should be used: - Sanitary pest control and harmless facilities, container disinfection facilities, door-type disinfection systems or trough-type disinfection systems should be configured; - Public health risk factor monitoring facilities, vector-borne organisms, quarantine infectious disease monitoring systems should be configured; nuclear radiation, nuclear, biological and chemical detection facilities should be configured with door-type, mobile (handheld) nuclear radiation detectors, nuclear radiation and nuclear, biological and chemical monitoring and related radiation protection equipment should be configured.
6.2.4 Food Safety Facilities
The port area should be equipped with facilities that can meet the requirements of identifying, controlling and handling food safety risks, including but not limited to: food inspection, sampling and on-site testing facilities; - Frozen food storage, special cold storage should be configured. 6.2.5 Industrial product safety facilities
The port area should be equipped with facilities that can identify, control and dispose of industrial product safety risks such as ore, hazardous chemicals, and waste raw materials. 6.3 Information construction
The port area should build electronic information platforms and office information systems for goods, transportation vehicles, etc., and realize data information exchange with the port supervision department: a video surveillance system covering the port area should be configured. 6.4 Cultural construction
The ecological safety port should carry out ecological safety and environmental protection and other ecological safety cultural construction, and achieve the purpose of enhancing citizens' ecological safety awareness through various forms such as legal and regulatory publicity, education, training and exhibitions. 5 Benefit evaluation system construction
The ecological safety port should carry out the construction of an evaluation system for ecological safety service projects, value and comprehensive benefits. 7 Technical requirements
7.1 Site requirements
7.1.1 The port construction area, including cargo yards (stations), container yards, warehouses and special storage areas for hazardous chemicals, should meet national standards, industry standards or local standards.
7.1.2 The port area and the nearby natural ecosystem should have an ecological security risk buffer zone of more than 0.5km, which together with the port operation area constitutes a key ecological security risk area; or it can be physically separated by a solid wall. 7.1.3 The ground of the port operation and cargo storage area should be hardened and meet the relevant requirements of port road construction; other areas without buildings and facilities should be covered with green vegetation, without exposed soil, and have physical isolation and no conditions suitable for the occurrence and spread of ecological risks. 7.1.4 The functional areas for on-site identification, control and disposal of ecological security risks in the port area shall be managed in a grid manner. 7.1.5 The space and area of ​​the inspection area should match the business needs of the port area. Different inspection areas should be set up according to different ecological security risk requirements, or special areas for special product inspection and temporary storage should be equipped. 7.1.6 The inspection area should have obvious and clear signs and signs, and their production and use should comply with relevant technical specifications. 7.2 Facility requirements

The technical requirements of facilities such as port environmental protection power systems, lighting energy-saving systems, oil and sewage treatment systems, and shore-based ship power supply systems should comply with relevant provisions of international standards, national standards or industry standards. Container loading and unloading safety should comply with the requirements of GB11602, and the construction of terminal ship shore power facilities should refer to the provisions of JTS155. 7.2.1.2 Port environmental protection should comply with the overall requirements of GB/T24001-2016. The technical requirements of the monitoring system for environmental factors such as air, sound, surface water, seawater, offshore pollutants and ballast water organisms, bulk grain dust, etc. should meet the basic requirements for human life in and around the port area: the ambient air should meet the second-level concentration limit standard for Class II areas specified in GB3095; the residential areas for port residents and staff should meet the Class 2 standard requirements specified in GB3096, the sound environment quality at the dock boundary should meet the Class 3 standard requirements specified in GB3096, and the storage and logistics area, container terminal loading and unloading area and other operating areas should meet the Class 4a standard requirements specified in GB3096; the basic items of surface water environmental quality should meet the Class IV standard values ​​or above specified in GB3838; the seawater quality should meet the Class III standard specified in GB3097; the monitoring of offshore pollutants and ballast water organisms in the port area should meet the requirements of GB17378.7; the dust explosion safety of the bulk grain loading and unloading system in the port area should meet the requirements of GB17918. 7.2.2 Biosafety facilities
Inspection, sampling and on-site testing facilities
The port inspection station and supporting facilities, on-site workroom, sample storage room and initial screening laboratory shall meet the relevant requirements of biosafety. The quality control specifications and biosafety of the quarantine initial screening room shall comply with the relevant requirements of GB/27402; the design of the special cold storage shall comply with the relevant requirements of GB50072.
Quarantine treatment facilities
Quarantine fumigation warehouse, heat treatment warehouse and irradiation treatment facilities shall comply with the requirements of GB/T31752, GB/T28838 and GB/T21659 respectively. 7.2.2.3
Harmless treatment facilities
Chemical or physical harmless treatment facilities such as incinerators and high-temperature sterilization shall meet the technical requirements of national environmental protection. 7.2.2.4
Biosafety risk factor monitoring facilities
The monitoring technology of biosafety risk factors for animal and plant quarantine shall comply with relevant international and domestic standards or technical specifications. The number of foreign pests monitored in the port area and surrounding areas shall not exceed the average number of the previous two years. For plant pest survey and monitoring, please refer to the provisions of GB/T27618. 7.2.2.5
Quarantine and Isolation Facilities
The quarantine and isolation facilities for animals and plants used to identify and control biosafety should be located near the port area. The construction requirements for plant quarantine and isolation sites should comply with the relevant provisions of GB/T23415, and the construction requirements for animal quarantine and isolation sites should comply with the provisions of SN/T2523, SN/T2859, and SN/T4233.
