1 Scope
GB/T 40054 provides guidelines for the construction, management and implementation of public warning before, during and after an emergency occurs.
GB/T 40054 applies to relevant organizations with public warning responsibilities. It applies to all levels from local to national. This document does not include the process of assessing the risks and consequences of potential hazards before planning and implementing a public warning system.

3 Terms and Definitions
The following terms and definitions defined in ISO 22300 apply to this document.

early warning message
Warning information such as advance notice or situation notification issued by the responsible unit for early warning release according to the degree of harm, urgency and development trend of the incident. Generally includes the category of the emergency, warning level, start time, possible impact range, warning items, measures to be taken and issuing authority.

The activity of obtaining evidence-based information on hazards in a defined area. The purpose is to determine whether a public warning (3.7) is needed.

This document is revised to use IS022322:2015 "Guidelines for Public Warning in Public Safety Emergency Management". Natural disasters, disasters, public When emergencies such as health incidents and social security incidents occur, a quick response is needed to save lives and reduce losses and injuries. Emergency response organizations need to disseminate specific action plans to staff within a limited time. Simplifying the information transmission process, ensuring that information is effectively transmitted and obtains the expected response. Being able to protect people’s lives and property and protect people at risk is an important part of emergency response. Public warning enables the personnel of emergency response organizations to be prepared and notify people at risk to take the most appropriate safety measures to reduce the impact of emergencies. Effective public warning includes warning information and related notifications, which can prevent panic reactions and help emergency response organizations optimize their response measures and mitigate the impact of emergencies.
Effective Emergency response requires a structured and pre-planned public warning. Public warning mainly relies on two functions: hazard monitoring function and warning release and dissemination function. The issuance and dissemination of warning information and related notifications is one of the response measures to an emergency, prompting emergency responders and people at risk (3.6) to take safety measures.
Note: Public warnings may include information to increase public awareness and understanding, provide advice or mandatory instructions. 3.8
Public warning systempublicwarningsystem A set of protocols, processes and technologies formed in accordance with public emergency policies: the purpose is to convey warning information and related notifications (3.5) of an emergency to people at risk (3.6) and first responders. 4 Public warning system
4.1 Overview
Related organizations should establish, document, implement, maintain and continually improve the public warning system (see Figure 1) based on the public warning policy mentioned in this paragraph

Determine Public Warning Objectives
Related organizations should conduct an assessment of the potential hazards and risk levels of hazards within the defined area. The results of the assessment should be used to determine the type of public warning to be issued and should be archived for future reference. The public early warning system constructed by the relevant organization should: comply with relevant laws and other mandatory regulations; a) provide a framework for setting and reviewing public early warning targets; b) plan in advance; be archived, implemented and maintained; have sufficient human and technical resources for planning, implementation, maintenance and continuous improvement of the system; disseminate to all individuals working for or representing the organization; provide appropriate training for emergency responders; disclose and communicate with the public, especially those at potential risk; conduct appropriate consultations with agencies related to the public interest; ensure continuous maintenance and improvement.

4.2 Design framework
4.2.1 Overview

Relevant organizations should design the framework based on the two functions of hazard monitoring, warning issuance and dissemination. The responsibility for issuing public warnings should be assigned to the relevant departments. The personnel involved in these two functions should have the following capabilities: a) Be familiar with the capabilities and functions of the public warning system in order to issue relevant, accurate, reliable and timely warning information; b) Continuously work to improve and maintain public awareness; Develop safety measures in warning information.
4.2.2 Hazard Monitoring Function
Hazard monitoring is to determine the risks that need to be monitored based on risk assessment: The hazard monitoring function is responsible for the following work: a) Understand the hazard monitoring business at all levels from local to national, and have channels for communication with their operations; b) Continuously monitor the identified risks within the defined area and professional knowledge; Provide early information on emerging risks;
d) Provide information on changes in risk levels;

Monitoring based on scientific data and/or reliable evidence. Note: The hazard monitoring function can monitor the potential risks of hazards. 4.2.3 Warning release and dissemination function
The warning release and dissemination function is responsible for the following tasks: a) Initiate warning release procedures in a timely manner;
b) Transform evidence-based information into warning information and related notifications. The relationship between warning information and related notifications is shown in Appendix B; Configure the warning information release and dissemination process; c
d) Consider the information needs of people at risk; e) Coordinate with other relevant organizations responsible for public warning; f) Release and disseminate public warnings in a timely manner.
Determine public warning objectives
Related organizations shall determine the objectives of the public warning system based on the public warning policy. These objectives should be considered when using the hazard factor monitoring function to determine the potential risks to affected people and affected areas. 4.4 Implement the public warning process
Related organizations should implement the public warning process in accordance with Chapter 5. Relevant organizations should establish an effective cross-departmental cooperation and coordination mechanism between the hazard factor monitoring function and the warning release and dissemination function. In the public warning process, all transmitted data should comply with the relevant requirements of information security protection and provide retrieval according to the authority and data privacy requirements.
4.5 Evaluation and Improvement
The relevant groups shall regularly evaluate the performance of hazard monitoring, warning release and dissemination functions. The evaluation results shall be used to guide system improvement. 3

The evaluation process should be carried out regularly, with each interval not exceeding five years. The warning release and dissemination functions should evaluate the content and timeline of warning information and related notifications, as well as the choice of dissemination channels. When the people at risk fail to take the most expected safety measures, the evaluation process should be initiated. 5 Public Warning Process

Public warnings should include warning information and related notifications. 2 Warning Information
The purpose of warning information is to attract people's attention in an emergency by stimulating their hearing, vision and touch, so that they can take appropriate safety measures and seek other information.
In order to ensure that the warning information receives the maximum attention, the warning release and dissemination function should take into account the characteristics and circumstances of the people at risk as much as possible.
5.4.3.3 Related notifications
The purpose of related notifications is to provide the people at risk with basic information for decision-making and actions necessary for responding to emergencies before an emergency occurs. For people potentially at risk, related notifications should be timely and appropriate, and reflect the current situation. Pictograms, graphic symbols and/or signs should be used as supplements.
The warning release and dissemination function should consider the following when preparing related notifications: a) The type and purpose of the warning information to be issued: the danger, threat or emergency that triggers the related notification; b)
When the emergency is expected to occur:

Choose the warning method
The appropriate channel for warning release and dissemination should be determined based on the following factors: a) the time required for personnel to comply with the instructions (timeliness); availability, effectiveness and technical reliability; b) the ease with which personnel can obtain the information being conveyed.
